HomeMy WebLinkAbout780914.tiff g 7I RESOLUTION RE: ADOPTION OF POLICY CHANGE TO THE WELD COUNTY ADMINISTRATIVE CODE -- PERSONNEL SECTION, 3.A. , BY THE ADDITION OF ONE SENTENCE. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , it has been established by the Board of County Commissioners of Weld County, Colorado, that there is a need to adopt a change in the present policy of the Weld County Administrative Code, Personnel Section, 3.A. , regarding Out-of-State Training Trips for Weld County Officials and Employees, and WHEREAS , the existing policy reads as follows : 3. Out-of-State Training Trips for Weld County Officials and Employees A. If requested in the yearly budget, each depart- ment shall be allowed no more than two (2) out- of-state training trips. Each person attending a training meeting constitutes one (1) trip. The person or persons attending training meetings shall be designated by the department head. WHEREAS, the addition to the aforementioned existing policy reads as follows : Out-of-state training trips for which costs are totally reimbursed by grant or stipend, shall be exempted from this trip restriction during the budget year by approval of the Board of County Commissioners at one of its regularly scheduled meetings or any special meeting of said Board, on a case-by-case basis . NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the above-described addition to the current Out-of-State Training Trips for Weld County Officials and Employees of the Administrative Code, be, and hereby is, approved as adopted. I have scheduled it for discussion with Tom Dority at the next work session on February 6th. 3. Out-of-State Training Trips for Weld County Officials and Employees. A. Speckman, Executive Director, Weld County Division_ of Human Resources Subject: Head Start - Career Development Associate Degrees One of the overriding goals of any Head Start Program is to involve parents and community members in the operation of the program. This enhances their participation in the program as well as providing information and education to the parents. This process also includes the employing of parents in the program and providing career advancement opportunities to these parents. This aspect of Head Start, while clearly enhancing the operation and success of the program, carries with it a burden of supplementary training and education of these non-certified community people and parents. Realizing this, HEW and the local program have established a special project to meet these needs. The project, Career Development Associate Degree (CDA), helps some of our teacher aids and other staff receive a Associate Degree from Aims Community College. The goal of all Head Start Programs is to have all staff certified by 1980. To date, two staff members have successfully completed the program and eight are currently involved. HEW provides the cost of training materials and teachers. The Division of Human Resources (HRD) is requested to allow staff time and occassional travel costs. A major part of the CDA is the Home Start Training Center in Meliville, Utah. HEW has established this center to prepose non-certified staff for the entire federal region in the Home Start concepts. (Parents are the Prime Educators to their children). To participate in this program Head Start has budgeted to send six or eight people to these week long sessions during the course of the next year. The costs to the grant would represent travel and lodging, approximatly $100.00 per person. Clearly this is in conflict with the policy of the commission concerning travel out-of-state. The Division of Human Resources is concerned that this current policy will prevent these staff members from receiving their competency based Associate Degrees.
