HomeMy WebLinkAbout20162214.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JULY 13, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 13, 2016, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly e MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of July 11, 2016, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. e AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Conway moved to remove the Amendment for Purchase Services Agreement for Allegiance Home Care, Inc., from item #11. Commissioner Cozad seconded the motion, and it carried unanimously. Commissioner Kirkmeyer moved to approve the Amended Consent Agenda. Commissioner Cozad seconded the motion, and it carried unanimously. PRESENTATIONS: ��qg IR 1) GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA), DISTINGUISHED BUDGET PRESENTATION AWARD - DON WARDEN, DIRECTOR OF FINANCE AND ADMINISTRATION: Chair Freeman read the certificate for the record recognizing the highest form of achievement for governmental budget presentation. Don Warden, Director of Finance and Administration, confirmed this represents 34 years of excellence. Each one of the Commissioners congratulated Mr. Warden and thanked him for having carried forth the principals from the Home Rule Charter and stated Weld County is only one of two counties to receive this award for 34 consecutive years.. Commissioner Kirkmeyer explained that every newly elected official is sent to learn the budget from Mr. Warden, and she appreciates his dedication to keeping the budget on track and having the foresight to plan ahead. Mr. Warden stated he appreciates the support from past and present Commissioners. (Clerk's Note: the Board meeting was paused for a photo opportunity.) 3"fa/ 9OICo s;cJ.rv.,8 Minutes, July 13, 2016 2016-2214 Page 1 BC0016 12 PUBLIC INPUT: No public input was given. 12 COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad attended the Poudre Trail Meeting, where there was discussion about some maintenance concerns because there will be substantial financial projects. There is a possibility that the City of Greeley and the Town of Windsor may have to contribute to the long term maintenance of the trail. She reported there will be a Party for the Poudre to benefit the Poudre Trail. She acknowledged working with Maria Seacrest about the zip code issues and the concerns from the Towns of Mead and Firestone about losing tax revenue. She attended the 1-25 Coalition and the MPO as an alternate. Lastly, she went to the Greeley Chamber of Commerce meeting held at the Poudre Learning Center. eCommissioner Conway attended the MPO Meeting where CDOT announced the Fastlane grant did not receive funding. He attended an open house for Habitat for Humanity and they dedicated a park to honor Bill Allunut. He attended the Eaton Days parade. He was elected as the vice-chairman at the South Platte Roundtable Meeting. CI Commissioner Moreno thanked Chair Freeman for organizing the breakfast meeting with the Windsor officials. He attended the Greeley Refugee Relocation Stakeholder Meeting and explained that President Obama put in a request for the State of Colorado to accept about 2,300 refugees, with 225 refugees being the actual number in the Greeley area. 12 Commissioner Kirkmeyer expressed her frustration about the state not communicating with the Commissioners about the refugees and would like to have more discussion. Commissioner Conway concurs with meeting with the State staff and would like to invite Lutheran Family Services. It was discussed how secondary migration would impact the County. Commissioner Cozad expressed the importance of the number of refugees to be spread out throughout the United States and not just be put into certain communities. BIDS: 04 1) APPROVE BID #B1600107, QUANTUM 180 TAPE LIBRARY - DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, reviewed the four (4) bids received and stated staff recommends awarding the bid from Global Technology Resources, Inc. Commissioner Conway moved to approve said low bid. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. OLD BUSINESS: 12 1) CONSIDER CERTIFICATION TO WELD COUNTY TREASURER OF ZONING VIOLATION PENALTIES AS SPECIAL ASSESSMENT - RICHARD PIERRO AND TIM FREI (CON'T FROM 4/25/2016) Karin McDougal, Assistant County Attorney, and Bethany Pascoe, Department of Zoning Compliance, reviewed the details of this case and stated it has been continued several times because the court needed to establish ownership. Furthermore, once ownership was established the County Attorney's Office gave the tenant time to vacate and bring the property into compliance. Brandon Houtchens, legal representative for Richard Pierro, explained he was retained to evict the tenant, Tim Frei. The tenant was allowed to clean-up the property, to vacate the property and Mr. Pierro requested the Board not certify the penalties. Commissioner Kirkmeyer moved to deny certification. The motion, which was seconded by Commissioner Cozad, carried unanimously. AS a side note, each one of the Commissioners expressed their appreciation to Mr. Houtchens for volunteering his time on the NCMC Board of Trustees. NEW BUSINESS: 0 1) CONSIDER ACCEPTANCE OF ASSESSED VALUATION OF ALL TAXABLE PROPERTY AND MASTER PROTEST LOG - REAL AND PERSONAL PROPERTY: Chris Woodruff, Weld County Assessor, presented the total assessed valuation of taxable real and personal property. He submitted to Minutes, July 13, 2016 2016-2214 Page 2 BC0016 the Board the final assessment values for the end of 2015, which was an intervening year in which real estate was not revalued. He explained oil and gas production was reappraised, along with business personal property, and state assessed property. He stated there was an overall reduction in the tax base of 21 percent, which is a lot better than the forecast back in January. He stated the amount for vacant land is reduced because it is being absorbed into residential construction. There is an increase in industrial properties because there are new pipelines coming on line and new facilities that are related to the oil and gas industry. Mr. Woodruff discussed the increase in residential property for next year will be about 20 to 25 percent. Commissioner Cozad expressed she feels encouraged by the increase in the industrial development. Mr. Woodruff explained to Commissioner Kirkmeyer that the industrial property will remain stable and he feels that construction is ramping up as there are more subdivision plats which have been submitted to the Planning Department. Mr. Woodruff stated he is well staffed to provide excellent customer service. Commissioner Kirkmeyer moved to approve the assessed valuation of all taxable property and the master protest log. The motion was seconded by Commissioner Conway, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
