HomeMy WebLinkAbout20161795.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES BETWEEN COUNTY ROADS 388 AND 61 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that Speed Limit Signs (R2-1) be installed between County Roads 388 and 61, being more fully described in said proposal, which is attached hereto, and incorporated herein by reference, to ensure safety to the traveling public, and WHEREAS, after review, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install Speed Limit Signs (R2-1) between County Roads 388 and 61, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 13th day of June, A.D., 2016. Cozad EXCUSED Barbara Kirkmeyer e Moreno CC PwCFt/ YL) 7/ta/9OtCO 2016-1795 EG0073 MEMORANDUM TO: Clerk to the Board DATE: June 1, 2016 FROM: Janet Lundquist, Public Works SUBJECT: Speed Limits on WCR 388 A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2- 1) on WCR 388 between CR 61 and the end of County Maintenance. The most recent traffic count was taken in October 2015 the AADT was 648 vpd with 71% trucks and an 85th percentile of 40 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. WCR 388 is a gravel road and is classified as a local road. Research into the recent accident records showed 3 property damage only accident on this segment of roadway in the past 5 years. Public Works is working on a maintenance agreement for CR 388 and as part of the discussions and discussions with area property owners a request for a reduced speed zone was requested for this segment of roadway. The requested speed limit was 25 mph.
