CDOT asked the County to increase the contingency amount and include a line item for mobilization, which increased the total project amount to $447,890 and the match amount to $89,578. The City of Greeley and the Town of Windsor have each committed to providing $24,000 of the required match, based on the original cost estimate. They may be willing to increase that amount due to the revised total, or the Poudre River Trail Corridor, Inc., may be able to provide a portion of the match. The actual costs may be less than the estimate. Form Version: v1.5 (053116) Subrecipient Risk Assessment TRAIL.xlsx RiskSelfAssessment WELD COUNTY TAP APPLICATION FY18-20 POUDRE TRAIL FLOOD DAMAGE IMPROVEMENTS Attachment A Description of proposed project This project is to contract the construction of permanent flood damaged improvements along a missing link of the Cache la Poudre River bank to stabilize where the river has undermined and washed out the concrete Poudre Trail path. Also, this project would include depositing structural fill material in order to reconstruct approximately 200 feet of the ten -foot -wide concrete multi -purpose path, which has collapsed into the river. It is believed the erosion occurred during spring flooding in 2013 and 2014, while the actual collapse of the path occurred later. To ensure the resilience of the trail in this area, the trail corridor will be stabilized similar to bridge projects with sheet piles driven into the ground to prevent future erosion. Then, fill will be added where the erosion has occurred. The sheet piling will support and protect the embankment. This project is located in Weld County just south of WCR 23 at the eastern edge of the town limits of Windsor andnorth of the city limits of Greeley. The Poudre River Trail is a key regional non -motorized connection between Greeley, Windsor, and Timnath. Future extensions west of Timnath would connect the trail to Fort Collins for non -motorized transportation and commuting. For the purpose of this application, the subject area is east of State Highway 257, south of major employers in east Windsor, including Vestas and Owens-Illinois, and north of State Farm and JBS offices in west Greeley. The subject area is less than two miles west of residential neighborhoods and the Poudre Learning Center in Greeley and less than two miles east of residential neighborhoods in Windsor. Schools within walking distance of the Poudre Trail include Winograd K-8 and Northridge High School in Greeley, and Windsor Charter high school, middle school and elementary school in Windsor. The Poudre River Trail is approximately 21 total miles of concrete, shared -use pathway for pedestrians, cyclists, and other non -motorized transportation. Currently pedestrians and cyclists are being routed around the collapsed trail section onto a dirt surface that is non -compliant for ADA users or biclycles with three wheels, especially in wet weather. This project would correct that unsafe condition, close the existing gap in the trail created by erosion, and provide the necessary infrastructure to prevent future damage from occurring. The Poudre Trail is an important tourist amenity to the region. The tourism website tripadvisor.com lists the Poudre River Trail as #2 of 31 "things to do in Greeley." According to the National Park Service: "In 1996, Congress designated the Cache la Poudre River as a National Heritage Area to recognize the significant role its history with western water law has played both locally and nationally." WELD COUNTY TAP APPLICATION FY18-20 POUDRE TRAIL FLOOD DAMAGE IMPROVEMENTS Attachment D Benefits of proposed project This project is needed to construct resilient improvements that will protect the trail against future flooding events. As it exists today, the Poudre Trail contains a missing link where the river has washed out the path. Left unaddressed, the river will likely continue to erode the bank and damage more of the exiling path. This project will address the erosion and repair the missing link in the trail between Windsor and Greeley. This will re-establish this important regional non -motorized connection between the two communities and bring the trail into compliance with ADA. Attachment E Environmental review Weld County will contract with Tiglas Ecological Services in order to perform an enviornmental analysis and assist with acquiring a 404 permit from the US Army Corps of Engineers. This permit will be obtained prior to beginning work. The local match would be $89,578.06. The City of Greeley and the Town of Windsor have each committed to providing $24,000 toward the match. The County is committed to providing the remainder of match. The County is also committed to assuming the responsibility of being the project sponsor and manager. Weld County, Greeley, Windsor, and the non-profit Poudre River Trail Corridor, Inc., are committed to making the improvements as soon as possible. The Trail Board is adamant about having the work completed in FY 2018, due to the unsafe condition of the non-ADA-compliant re-route around the damaged area. Attachment H Resolution of community financial support On July 27, 2016, the Weld County Board of County Commissioners passed a resolution to support applying for the grant. Windsor, Greeley, and Weld County will enter into an intergovernmental agreement (IGA) regarding splitting the match requirement. Greeley and Windsor have provided letters of support and committed to $24,000 providing each toward the match. This 21 -mile long corridor provides not only a well -used regional recreational bicycle and pedestrian trail route, but has also become an attractive off -road alternative for many area commuters who bike to work. WELD COUNTY TAP APPLICATION FY18-20 POUDRE TRAIL FLOOD DAMAGE IMPROVEMENTS Attachment I Right-of-way or legal property description The Poudre Trail is in the center of a 40 -foot -wide easement obtained in 1998 from Eastman Kodak by Weld County. The current land owner is Broe Land Acquistions II, LLC. Windsor is currently researching whether it holds a development agreement with the landowner and if so, whether a trail connection is required from the north to the Poudre Trail when development occurs. The County will determine whether the existing easement will allow the trail to be reconstructed farther away from the river. The Poudre River Trail Corridor, Inc. will contact the landowner about moving the trail back from the river as well. Therefore, this project contains some flexibility as far as exact location of the reconstructed path, as well as the exact improvements required to stabilize the riverbank. If the path can be relocated farther from the river, other options for stabilization will be available. The County will work with and communicate with CDOT regarding these options. The damaged section is at the eastern edge of Section 35, T6N, R67W or mile marker 7.75. The TAP grant would cover 80% of the project and would be available in years 2018, 2019 and 2020 and would require a 20% match. Multiple projects along the Poudre Trail could be applied for, since there are several areas that need repair, or we could request funding for one project (mile marker 7.75 is the most critical at this point). This grant application is due a week from today, Monday, August 15t. Don Dunker and the crew went out to mile marker 7.75 on the trail last week and they did a cursory evaluation of costs. It looks like the costs could be in the $300-400K range, depending on a few factors (not the estimated $100K that Tom Selders told us). We had a preliminary conversation 4 this morning with representation from the Poudre Trail and it looks like the Board would be supportive of applying for the grant. The Poudre Trail Board will have a more formal meeting tomorrow afternoon, depending on the outcome of the BOCC decisions. What I need to know by 5:00 p.m. this evening, from all of you are three things: 1. Do you approve of moving forward with the TAP Grant and putting it on our agenda either this coming Wednesday or next Monday? 2.
