Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for uses similar to the
uses listed as Uses by Special Review in the Agriculture Zone District (trucking
company along with outside equipment/vehicle storage and staging of vehicles
associated with Bulldog Trucking), as long as the use complies with the general
intent of the A (Agricultural) Zone District.
An individual well (permit 51654) and a septic system sized for two bedrooms
(G19710930) serve the existing residence. Since the well is permitted as
domestic use only it cannot be used in conjunction with the business unless it is
repermitted.
The application indicates that approximately 18 employees could access the site
at full build out. A portable toilet and bottled water can be used for employees
who are on site for 2 consecutive hours or less and 2 or less full time employees
on site. There will be not be washing on site, however there will be minor
maintenance and a garage/shop will be built in the future.
We recommend that the following requirements be incorporated into the permit
as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal
Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and
removed for final disposal in a manner that protects against surface and
groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is
not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.

3. Waste materials shall be handled, stored, and disposed in a manner
that controls fugitive dust, fugitive particulate emissions, blowing debris,
and other potential nuisance conditions. The applicant shall operate in
accordance with Chapter 14, Article 1 of the Weld County Code.
4. Fugitive dust should attempt to be confined on the property. Uses on
the property should comply with the Colorado Air Quality Commission's
air quality regulations.
5. The facility shall adhere to the maximum permissible noise levels
allowed in the Commercial Zone as delineated in 25-12-103 C.R.S.
6. Adequate drinking, hand washing and toilet facilities shall be provided
for employees, at all times. For employees or contractors on site for
less than 2 consecutive hours a day, and 2 or less full time employees
on site, portable toilets and bottled water are acceptable. Records of
maintenance and proper disposal for portable toilets shall be retained
on a quarterly basis and available for review by the Weld County
Department of Public Health and Environment. Portable toilets shall be
serviced by a cleaner licensed in Weld County and shall contain hand
sanitizers.
7. Any septic system located on the property must comply with all
provisions of the Weld County Code, pertaining to On -site Wastewater
Treatment Systems.
8. A permanent, adequate water supply shall be provided for drinking and
sanitary purposes. The domestic well (permit 51654) shall be
repermitted to commercial if used in conjunction with the business.
9. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of
installation, maintenance, and proper disposal shall be retained.
10.All potentially hazardous chemicals must be handled in a safe manner
in accordance with product labeling. All chemicals must be stored
secure, on an impervious surface, and in accordance with
manufacturer's recommendations.
13. The operation shall comply with all applicable rules and regulations of
State and Federal agencies and the Weld County Code.

Subject: USR16-0012 Referral
Upon review of my case files and computer, an active Zoning Violation (ZCV15-00155) was noted. This
violation was initiated due to the operation of a Commercial Trucking, more than 1 commercial vehicle,
without first completing the necessary Weld County Zoning Permits. This case has been forwarded to the
County Attorney's Office and we have initiated legal action; therefore, an investigation fee is required.
Due to records release laws, staff no longer tracks complainant information, but please be aware it is
staff's policy to no longer accept staff initiated complaints.
If this application if approved by the Board of County Commissioners it will correct this outstanding
violation. If this application is denied, the Department of Planning Services asks that the Board forward
this case to the County Attorney's Office for legal action through the District Court process, but to delay
that legal action for 30 (thirty) days to allow the applicant time to remove all but 1 Commercial Vehicle.

General
❑ Advisory. The subject site is within the City of Greeley's Long Range Expected Growth
Area. This is the range in which the community anticipates development occurring in the
coming 20+ years. Recommendations are made to increase the compatibility of this
development with the urbanization of this area and to avoid a non -conforming situation in
the future.
❑ Advisory. The City of Greeley's 2060 Comprehensive Plan identifies this area for natural
uses such as parklands and open space.
City -Recommended Development Standards
❑ It is recommended that the outdoor storage area be completely screened from view of all
adjacent properties, with particular attention paid to the west property line.
❑ It is recommended that this use be buffered from neighboring uses of different intensities.
To the north, east, and west the following plantings are recommended to be installed for
every 100 linear feet in a landscaped buffer yard that is a width of 15 feet:
o 1 shade tree
o 1 ornamental tree or large shrub (>8 feet tall at maturity)
o 5 small shrubs (<4 feet tall at maturity)
❑ F Street is identified as a collector roadway in Greeley's 2035 Transportation Master
Plan. It is recommended that landscaping be installed along this corridor to make this

important thoroughfare more attractive. As F Street is not designed, any landscaping
should be installed outside of the future required right-of-way as detailed below.
Plantings are recommended at the following rate:
o Street trees — shade trees every 35 feet or ornamentals every 25 feet
o Five medium shrubs (4-8 feet tall at maturity) per 100 linear feet
o Ten small shrubs (<4 feet tall at maturity) per 100 linear feet

General Comments
Advisory. The subject property is located within the City of Greeley Long Range
Expected Growth Area (LREGA). If water and sanitary sewer service are requested to
the property in the future, then annexation into the City of Greeley will be required prior
to the City of Greeley providing utility services. The City of Greeley does not currently
provide utility services to the subject property.

Advisory. City of Greeley's 2035 Comprehensive Transportation Plan indicates that F
Street will be a 2 -lane Collector Roadway. If it is determined that this roadway will need
to accommodate parking, it will require a 90' total public right of way (45' half right of
way). As future improvements are considered, such as the 30' x 50' building mentioned
in the narrative, please ensure that the site map calls out the future north half of the right
of way for F Street and that all proposed structures (buildings and paved areas) are set
back a minimum of 25 feet from the future right of way line.
❑ Advisory. The northeast corner of the property appears to be within the 500 -year
floodplain limits. It is strongly advised that the 500 -year floodplain limits are identified
and considered with any future improvements on the property.
❑ Advisory. Mechanical repairs, including oil changes performed on the property as a part
of the trucking business operations will have to meet EPA and Weld County codes and
standards for the containment of combustible and hazardous substances.

Water/Sewer
❑ Advisory. Thank you for providing the septic permit from the Weld County Department
of Public Health and Environment (Weld County DPHE) and the water well permit from
the Colorado Division of Water Resources, both for the existing house. Based on this
information, as well as the information provided in the submitted narrative indicating the
house will continue to be used for residential purposes only, the City of Greeley
considers the existing septic system and water supply for the house to be in good
standing. Therefore, connection to City of Greeley sanitary sewer and water service may
be delayed until such time that the septic system is no longer in good standing with the
Weld County DPHE, and/or the water supply is no longer in good standing with the
Colorado Division of Water Resources.
El A City of Greeley sanitary sewer trunk line crosses F Street near the southwest corner of
the site. During site planning of the future 30' x 50' building, or any other proposed site
modifications, please make sure to show this existing line on the plans.
❑ Advisory. Please note that if the future 30' x 50' building requires water and sanitary
sewer services, this could trigger the need for City of Greeley water and sanitary sewer
services regardless of the status of the existing water and sanitary sewer services that
serve the house.
Fire Department
❑ Advisory. The application was provided to the Greeley Fire Department (contracted by
Western Hills Fire Protection District) and they had no comments on the application as
submitted.

We have reviewed the above referenced application for a Ste Specific Development Ran and
Use by Special Review Permit. The submitted material does not appear to qualify as a "subdivision"
as defined in § 30-28-101(10)(a), C.RS Therefore, pursuant to the Sate Engineer's March 4, 2005
and March 11, 2011 memorandums to county planning directors, this office will only perform a
cursory review of the referral information and provide comments. The comments will not address
the adequacy of the water supply plan for this property or the ability of the water supply plan to
satisfy any County regulations or requirements.
The application is sought to allow the storage of commercial vehicles and equipment on a 1.4 -
acre parcel. One employee lives at the existing single-family residence onsite. Up to 18 employees
may visit the site to pick up and drop off vehicles. The proposal will not increase the impervious
area of the site, therefore no storm water facilities are proposed.
The property has two water wells, permit nos. 51654 and 105597-A, which are
permitted for domestic and domestic/ livestock use, respectively. Bottled water and a
portable toilet will be provided for employee use. Trucks will be washed at a commercial
facility as needed and will not be washed on site.
This office has no objection to the proposed storage use of the property so long as the
existing wells are used in accordance with their permitted terms and conditions and are not used in
support of the commercial business (including by any employees not living onsite). Siould you or the
