HEARING CERTIFICATION DOCKET NO. 2016-26 RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT, USR15-0036, FOR PUBLIC AND QUASI PUBLIC BUILDINGS INCLUDING A CHURCH, A CHILDCARE CENTER AND A PRIVATE SCHOOL IN THE A(AGRICULTURAL)ZONE DISTRICT- PRAIRIE RIDGE COMMUNITY CHURCH, INC. A public hearing was conducted on March 2, 2016, at 10:00 a.m., with the following present: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tern Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: Acting Clerk to the Board, Tisa Juanicorena Assistant County Attorney, Bob Choate Planning Services Department representative, Kim Ogle Public Works Department representative, Janet Lundquist Planning Services Engineer representative, Wayne Howard Health Department representative, Ben Frissell The following business was transacted: I hereby certify that pursuant to a notice dated January 28, 2016, and duly published February 2, 2016, in the Greeley Tribune, a public hearing was conducted to consider the request of Prairie Ridge Community Church, Inc.,for a Site Specific Development Plan and Use by Special Review Permit, USR15-0036, for Public and Quasi Public Buildings including a Church, a Childcare Center and a Private School in the A (Agricultural)Zone District. Bob Choate,Assistant County Attorney, made this a matter of record. Kim Ogle, Department of Planning Services, presented a brief summary of the proposal and reviewed the site location and surrounding properties. He stated no correspondence from surrounding property owners has been received and the site is within the three (3) mile referral area of the Towns of Frederick, Firestone, and Mead, and the City of Longmont. Mr. Ogle reviewed the referral responses of these municipalities and stated that staff sent out 16 referrals to other entities and received six (6) responses. He displayed images and entered the favorable recommendation of the Planning Commission into the record as written. la Janet Lundquist, Department of Public Works, reviewed the location in relation to relevant County roads, which are maintained under the jurisdiction of the Town of Firestone, and she stated there were no traffic counts available. Ms. Lundquist stated the site is to be paved, which addresses concerns with tracking control. Wayne Howard, Planning Services Engineer, stated the site requires a detention facility and a preliminary Drainage Report was submitted and accepted; however, staff is requiring a final 2016-0681 L► C: e.A,�L,?(,),, L ? Mr. Howard also stated all drainage features and flow arrows must be shown on the map and a Grading Permit will be required. IE Ben Frissell, on behalf of Lauren Light, Department of Public Health and Environment, reviewed the water and sewer provisions stating water will be provided by Central Weld County Water District and sewer will be by septic. He clarified the details regarding the septic permit expiration date and the applicant's intent to extend it in order to have the new septic system installed, which must be installed prior to issuing the Certificate of Occupancy. He listed Development Standards (DS) #8-17 as relevant Environmental Health items. la Patrick Berrend, Think Tank Studio, represented the applicant and stated the Prairie Ridge Community Church has been in the Firestone vicinity for over ten (10) years and use the existing site as the administrative offices only and have been conducting the worship and ministry services through a lease with Coal Ridge Middle School. He shared the church is excited to expand and get into their own facility. e. No public testimony was offered concerning this matter. In response to Commissioner Cozad, Mr. Berrend clarified sewer from the St. Vrain Sanitation is approximately 800 feet north and to dig a trench to that site to tie it in would be far more costly than an internal septic system. Commissioner Cozad stated the understanding that if the septic system fails and sewage is within 400 feet, they would have to connect, by law. She encouraged staff to research and Mr. Berrend concurred they are beyond the 400 feet limit. In response to Chair Freeman, Mr. Berrend indicated they have reviewed, and agree to abide by, the Conditions of Approval and Development Standards. Commissioner Conway moved to approve the request of Prairie Ridge Community Church, Inc., for a Site Specific Development Plan and Use by Special Review Permit, USR15-0036, for Public and Quasi Public Buildings including a Church, a Childcare Center and a Private School in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as amended and entered into the record. The motion was seconded by Commissioner Cozad, and it carried unanimously.
