WELD COUNTY COUNCIL
January 18, 2016
The Weld County Council met in full conformity with the Weld County Home Rule Charter,
Monday, January 18, 2016, at the Weld County Administration Building, Greeley, CO.
ROLL CALL: The meeting was called to order by Councilman Abernathy and on roll call the
following members were present, constituting a quorum of members thereof:
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Don Mueller-Absent
Councilman Jordan Jemiola
Councilman Charles Tucker
Also present: Sheriff Steven Reams, Director of Justice Services, Doug Erler, and Sarah Mundt,
Council Secretary.
APPROVAL OF AGENDA: Councilman Tucker made a motion to approve the January 18,
2016 agenda. The motion was seconded by Councilman Jemiola and the motion carried.
APPROVAL OF MINUTES: December 14, 2015 Minutes. The motion was made to
approve the minutes by Councilman Tucker and the motion was seconded by
Councilman Jemiola and the motion carried.
REVIEW PROGRAM:
Sheriff Steve Reams and Director of Justice Services, Doug Erler
Sheriff Reams took office in January of last year. Sheriff Reams' mission statement is;
"providing effective public safety services with honor and integrity". He realigned the
Department into 3 Divisions: Patrol, Detentions and Administration. There was also a Rank
restructure into: Bureau Chief, Deputy Bureau Chief, Commander, and Sergeant. Patrol
Division has 91.75 deputies and detectives to provide service to the whole county 24/7.
Detentions Division is the custodian of the jail, transporter of prisoners and execute writs-attend
court. There are 187 Uniformed Deputies/Staff that provide 24 hour direct supervision. The
Administrative Division is where the Sheriff acts as a fire warden for area that do not have a
designated fire warden,where he coordinates fire suppression efforts for forest, prairie or wild
land fire expenses. It's also where permits for concealed handguns are issued. The
Administration Department holds 78 people, with only 3 new positions: Administration
Lieutenant, Quartermaster Deputy and a Budget Manager.
Doug Erler, Director of Justice Services. The department was created in 2009 after a contractor
demonstrated some difficulties and Mr. Erler was brought in to help stabilize the situation. Now
Mr. Erler oversees the contracts and programs of ICCS and all cases of offenders outside of
incarceration. Community Corrections is doing well and is highly regulated by state and local

authorities and every offender is screened thoroughly. Pretrial Services has two main functions.
The first function is to meet with the arrestee at the jail, provide recommendations to judicial
officials on their possible release, and under what conditions, and the second, supervise
defendants in the community during the pretrial stages of their cases (assure court appearance
and public safety). Criminal Justice Advisory Committee (CJAC) brings criminal justice officials
together to discuss what is and is not working in our current system. Work Release and
Alternative Programs is a sentencing option for the Courts in lieu of using the main jail for
sentenced misdemeanants and traffic violators, and/or as a condition of some felony probation
offenders. It is a live-in facility providing the supervision and case management while providing
positive participation in society. Electronic monitoring is also managed with Justice Services.
PUBLIC COMMENT:
Richard Bosley, resident since 1971, feels disappointed with the governmental system. He
went to Sheriffs office to check on his concealed carry permit. He is concerned about the
background check. He would like to open carry. Mr. Bosley would like to know how the
Sheriffs Office conducts background checks. He is frustrated with varying circumstances and
aspects of government.
OLD BUSINESS:
None at this time.
NEW BUSINESS:
• Election of Council President for 2016
o Councilman Abernathy nominated Councilman Jemiola to be President and
Councilman Tucker to be Vice President. Councilman Jemiola motioned to
approve and Councilwoman Klein seconded, and the motion carried.

o Weld County Law Enforcement Luncheon- January 29, UCCC, noon-1:30pm
• Pay Bills: Councilwoman Klein made a motion to pay the bills and the motion was
seconded by Councilman Tucker and the motion carried.

ADJOURNMENT: By acclamation, the meeting was adjourned at 7:43 p.m.
The next Regular Meeting of the Weld County Council will be on February 22, 2016 at
the Weld County Administration Building. Councilman Jemiola will contact Tom Parco
from Planning and ask him to present on his department.
