ANNEXATION IMPACT REPORT
Statement of Purpose
This Annexation Impact Report,which has been prepared pursuant to Section 31-12-108.5 of the
Colorado Revised Statutes,is based on the Annexation Petition and Zoning re-submitted by the
Applicants. It is being reviewed and evaluated by the Town Staff,and is scheduled for review by
the Town of Severance Planning Commission on May 18,2016 at 6:00 PM and Board of Trustees
on June 6,2016 at 6:00 PM. Please contact Todd Hodges at 970-215-4311 or Nicholas Wharton at

Project Description
This is a project that was re-submitted by the applicants for annexation, zoning and concept plan
process.
The properties proposed for annexation consists of 270.055±acres situated on the eastern shoreline
of Timnath Reservoir at the intersection of Weld County Road 13 and Weld County Road 78. The
annexation also includes State Highway 257 and Weld County Road 78 Rights-of-ways. The
annexation meets the 1/6t or 16.67%contiguity requirements set by State Statutes.
Requested zoning for the property described herein is sub-urban perimeter. The land is
currently zoned agricultural in Weld County. The annexation and zoning map is attached
along with the Vicinity Map. Severance legal staff is working with the applicant for
completion of an annexation agreement. The final annexation agreement can be made
available upon request.
The attached report, maps and tax district information address the impact report
requirements as listed in C.R.S. 31-12-108.5 (1)(a)through (f).

Dear Town Staff:
The Buffalo Creek community is requesting annexation into the Town of Severance, proposing a
new residential development and community core. The Buffalo Creek project is located on the
eastern shoreline of Timnath Reservoir at the intersection of Weld County Road 13 and Weld
County Road 78. The project site includes approximately 270.055 acres of land and consists of
residential, community core, parks, and open space land uses. This report analyzes the
proposed development's impact with respect to the Town of Severance's services.

Development Impact Assessment Statements
General Project Description
The Buffalo Creek project is located near the eastern shoreline of Timnath Reservoir at the
intersection of Weld County Road 13 and Weld County Road 78, and includes approximately
270.055 acres of land.
The proposed land use includes approximately 167 acres of single family residential that will
be compatible with the land uses within the area. The neighborhood park and amenities will
offer recreational opportunities with substantial open space and natural resource buffers
throughout the site.
Water
Potable water is being supplied to the project by North Weld County Water District. The District
has an existing main in County Line Road, and the Buffalo Creek project will install a new main in
WCR 78. Connections will be made to both mains in order to provide a looped water system for
the project. North Weld County Water District has been contacted and they have confirmed that
they have the capacity to provide water to the project.
Sanitary Sewer
Sanitary sewer service will be provided by Boxelder Sanitation District. Gravity sanitary sewer
mains will be run throughout the project which will collect sewage from the project and direct it to
an existing lift station located at the corner of County Line Road and WCR 78. The project has
prepaid tap commitments and a binding agreement for service, and Boxelder Sanitation District
has confirmed that the lift station and downstream facilities have capacity for the project.
Natural Gas
Buffalo Creek will work with the natural gas service provider during entitlement and
development to address the impacts on the Natural Gas system. It is expected that the
Buffalo Creek project will work conjunctively with the utility providers in the area to extend
service lines and capacity to meet the natural gas demands of the project.
Electric
Buffalo Creek will work with the electric service provider during enttlement and development
to address the impacts on the Electrical system. It is expected that the Buffalo Creek project
will work conjunctively with the utility providers in the area to extend service lines and capacity
to meet the Electrical demands of the project.
Telephone/Internet/Cable
Telephone, Internet, and Cable services will be provided by local available communications.
The projected use is anticipated to be a typical usage similar to other residential projects of
this size. I is anticipated that Buffalo Creek will work with the communications provider as
they proceed through the entitlement and development process to ensure that the most
recent technologies are available to the future residential land uses in Buffalo Creek.

Streets
The Buffalo Creek community is bordered to the west by Weld County Road 13 and to the
north by Weld County Road 78. It presently is anticipated that the project will have a
primary access to Weld County Road 13 and a secondary access to Weld County Road 78.
The prior traffic report recommends dedicated northbound right-turn and southbound left-
turn deceleration lanes on Weld County Road 13, at the primary project entrance, which
would be constructed as needed to accommodate the project build-out. The prior report
also recommends a dedicated eastbound right-turn deceleration lane on Weld County Road
78, at the secondary project entrance. In addition to the foregoing project entrance
locations, a southbound left-turn deceleration and a northbound right-turn deceleration lane
is recommended at the intersection of Weld County Road 13 and Weld County Road 78.
The internal streets will be classified as Sub-Urban Perimeter local residential. It is also
recommended that Harmony Road and Weld County Road 13 be monitored as signal
installation is warranted. A revised traffic study will be performed for the preliminary plat site
plan approval stage.
Drainage
Stormwater for the project will utilize a system of storm drains, inlets, swales and detention
ponds to convey 2-year events from the roadways and other upstream components of the project
to the existing major drainage way and wetlands located on-site. 100-year flows will use a
similar system of the stormwater facilities, as well as the roadways to convey the major storm
events safely through the project to the downstream facilities. Careful consideration will be given
to water quality for the project, particularly as it relates to the preservation and enhancement of
existing wetlands. All flows will be attenuated to the flow rates required for the area and released
to follow their historic drainage path under County Line Road and on to Timnath Reservoir.
Law enforcement
Law enforcement for the Buffalo Creek project would be provided by the Town of Severance
or Weld County sheriff through the existing agreement. It is not anticipated that there would
be special security needs or a specific need for additional officers.
Fire protection
Fire protection for the Buffalo Creek project would be provided by Windsor-Severance Fire
Rescue. It is not anticipated that the Buffalo Creek project would pose special fire hazards.
Fire prevention requirements, fire detection, fire lanes, emergency access, etc. would be
provided as required by code.
Schools
The Buffalo Creek project is within the RE-4 Windsor-Severance School District and Aims
Junior College District. Buffalo Creek will work with the Districts to identify and address any
impacts of this project.
Parks and recreation
The Buffalo Creek project will include a neighborhood park that will conform to the Town park
standards, including open spaces and trails, active and passive recreation, and amenities.
Library
The Buffalo Creek project is within the Clearview Library District. Buffalo Creek will work with
the District to identify and address any impacts of this project.

Environmental considerations
The Buffalo Creek property is east of the Timnath Reservoir and will be designed to buffer
and preserve the existing wetlands found throughout the site. A raptor nest has been
identified near the northwestern area of the site, adjacent to the wetlands. Project elements
offer a buffer setback in this area with respect to the Red Tail Hawk nesting site. The
remainder of the Buffalo Creek property has been historically farmed and there are no
additional environmentally sensitive areas, known endangered species, or known significant
habitats.
Economic development potential
The Buffalo Creek project includes diverse residential land uses characterized by unique
neighborhoods within the development. Buffalo Creek aims to provide a variety of affordable
residential styles, while offering abundant open space and impressive western views.

Dear Mr. Reese,
North Weld County Water District has been approached by you regarding service to a proposed
subdivision preliminarily named Wildwing II. The property is identified as being part of the NW 1/4 of
Section 30,Township 7 North, Range 67 West, 6th P.M., and Weld County Parcel No. 070530000007.
North Weld County Water District will initially agree to provide Wildwing II water service with the
understanding that the District may require substantial offsite infrastructure to be installed at the
developer's cost with or without the District's participation in oversizing the offsite infrastructure. The
internal waterlines for the development are the developer's responsibility with the District's oversight.
A Review and Inspection Fee will be assessed for plan review and onsite inspection services. The District
will require a draft plat of the subdivision, utility details sheets, material specifications, information from
the servicing fire department on requested fire flow information,and any consideration of a non-
potable irrigation system by the developer before a draft Water Service Agreement will be produced.
The Developer will be subject to all District policies and fees at the time of the formal Water Service
Application.
