NEXT MEETING - THURSDAY EVENING - JANUARY 30, 1975 - 7:30 P.M. .z MINUTES HOME RULE CHARTER COMMISSION WELD COUNTY, COLORADO JANUARY 23, 1975 Ninth Regular Meeting Tapes #8 & #9 The Home Rule Charter Commission of Weld County, Colorado, met in session in full conformity with the law and by-laws of said Commission at the meeting room of the Weld County Health Department Building, Greeley, Colorado, on Thursday, January 23, 1975, at the hour of 7:30 P.M. INVOCATION: Pastor Bob Voss, of our Savior' s Lutheran Church, opened the meeting with the invocation. ROLL CALL:. The meeting was called to order by the Chairman J. L. Johnson, and all of the 21 members were present, constituting a quorum of the members thereof. Those present were: At Large: John Chuck Carlson Ralph E. Waldo, Jr. Edward L. Dunbar District #1: District #2: District #3: Glenn K. Billings Glen R. Anderson Charley Baumgartner Norman Brown J. L. Johnson Philip G. Bowles Bob E. White William H. Southard Donald E. Altergott John L. Weigand George H. Brooks Walter L. Bain Edwin Lesh W. E. Rosenoff John T. Martin Nancy C. Clark Harold Fahrenbruch Ruben Schissler MINUTES: The minutes were submitted by mail in rough draft. There were no corrections or additions. Mr. Bain made a motion to accept the minutes as mailed. Mr. Dunbar seconded the motion. Motion carried. GENERAL DISCUSSION: Chairman Johnson discussed the seminar he attended at the Farm Show with Commission members Mrs. Clark and Mr. Anderson. A speakers panel was discussed and those volunteering were: J. L. Johnson Nancy C. Clark Walter L. Bain Glen R. Anderson Bob E. White Norman Brown Ralph E. Waldo, Jr. W. E. Rosenoff John Chuck Carlson COMMITTEE REPORTS: Safety Committee - Mr. Brooks, Chairman = A meeting will be held on Saturday, January 25, 1975, at 9:00 A.M. Finance Committee - Mr. Ralph E. Waldo, Jr. , Chairman - A report on the Public Hearing held on January 20, 1975, was given. County Relations - Mr. John Martin - Chairman - The committee will hold a Public Hearing on Tuesday, February 4, 1975, at 7:30 P.M. County Governance - Mr. Dunbar - A meeting was held Saturday, January 18, 1975, at 1:00 P.M. s GUESTS: MR. HARRY S. ASHLEY - FORMER COUNTY COMMISSIONER & MEMBER OF PLANNING COMMISSION: Mr. Ashley asked if he could return at a later date to give his presentation, due to oral surgery. MR. JOHN P. WATSON - FORMER CHAIRMAN OF WELD COUNTY PLANNING AND ZONING COMMITTEE: Mr. Watson spoke on the functions of the Planning and Zoning Committee. He answered questions from the Charter Commission members. PRELIMINARY REPORT: PUBLIC UTILITIES COMMITTEE - (Planning, Zoning, Roads, Engineering & Surveying) . Mr. Weigand, Chairman - Committee members are: William H. Southard, Bob E. White, Ruben Schissler, Norman Brown, and Donald E. Altergott. Mr. Weigand handed out copies of and presented his report to the Commission members. Mr. Weigand made a motion to have the report accepted as presented, reserving the right to make deletions, additions and recommendations as necessary. Mr. Lesh seconded the motion. Motion carried. OLD BUSINESS: Mr. William West was unable to attend, due to illness. Questions will be answered by Mr. West next week. NEW BUSINESS: Mr. Tom Martin froth KUNC spoke to the Charter Commission members. He proposed to the Commission members that KUNC broadcast the regular meetings (live) every week. Mrs. Clark made a motion to accept Mr. Martin's proposal. Mr. Brooks seconded the motion. After some discussion, Mr. Lesh made a motion to table the vote until the next meeting, January 30, 1975, and vote on it then. Mr. Schissler seconded the motion. A roll call vote was taken and all members voted aye, (to table the motion) , with the exception of Mr. Bain, Mr. Dunbar and Mr. Southard, who voted nay. The motion was tabled until January 30, 1975. Senate Bill 67 was discussed and Chairman J. L. Johnson reported that the bill has passed the Senate and is now before the Colorado House of Representatives. Counsel for the Charter Commission, Mr. Bill West, will research its applicability to Weld County Charter Commission. There being no further business at this time, Chairman J. L.
