Monday, October 31, 2016

The Board of Trustees of North Colorado Medical Center met in Regular Session on Monday,
October 31, 2016, in the Richard Stenner Boardroom located at North Colorado Medical Center.
ATTENDANCE REPORT
NCMC Board of Trustees: Dr. Susan Carter, Mark Lawley, Michael Simone (arrived at 12:40),
Jason Yeater, and Sean Conway (Commissioner, non -voting member), with Larry Cozad,
Catherine Davis, and Brian Underwood - Excused

OLD BUSINESS
a) Draft Resolution re: Expressed Opposition to Amendment 69: While waiting for a full
quorum to conduct formal business, Bruce Barker, County Attorney, gave a brief summary of the
process utilized in the past when requests have been made of the Trustees to consider political
matters. He stated it is not the general intent or purpose of the Board of Trustees to take formal
positions on political matters; however, it is within the scope of the NCMC Trustee Board to make
a recommendation to the Board of Commissioners, either formally or informally via
Memorandum, as backup on matters that have a direct impact on the medical field. Mark Lawley
and Dr. Carter agreed with the position that the Trustees should generally stay removed from
political stances, with the understanding that they can submit a recommendation for the Board
of Commissioners to use in endorsing or opposing propositions that may be impactful to the
hospital. Commissioner Conway thanked Mr. Barker for the clarification and suggested he
submit a memorandum which explains the authority of the Trustees and how they communicate
positions or recommendations specific to health care matters.
Upon arrival of Michael Simone, Dr. Carter declared a quorum and called the meeting to order at
12:40 p.m.

It was MSC (Yeater/Lawley) to approve the minutes from the September 26, 2016, Regular
Session meeting.

CEO REPORT or COO REPORT
NCMC COO, Wendy Sparks, gave the following report:
• Employees - The Physician Satisfaction survey results will be coming tomorrow. On
October 24 and 26, they hosted a free NOCO BBQ for staff to celebrate the high
engagement scores.
• Patient Satisfaction - Year -to -Date satisfaction scores are hitting target or stretch on 8 of
the 10 dimensions and they are less than 1% from meeting target on the remaining two.
• Physicians - NCMC has been given notice that the current Radiology group will not be
renewing their contracts after mid -2017, therefore, Ms. Sparks has RFI's out to five
different groups and they have seven months to make a decision and get a new group in
place. The five-year contract extension for Sports Medicine was signed with UNC and will
remain in effect until 2022, which is a good partnership with the NCMC Orthopedic
surgeons.
• Financials - For the month of September, the Greeley Community is behind budget by
$478,000 and $15.7 million year-to-date. The NOCO area is ahead of budget by $1.6 for
the month, but is behind budget by $4.2 million as a result of the provider fee which was
discussed at previous meetings.
• Master Campus Plan - Next week the Heart Care Clinic will open on the 4th floor and the
Wound Clinic will open on the 3rd floor.
COMMISSIONER'S REPORT
Commissioner Conway reported that the Bright Futures Program, with support from
community partners such as NCMC, awarded 1,397 grants to the Class of 2016 out of a total
of 2,200 graduating seniors, which is approximately 60% engagement. He noted that 50% of
the students enrolled at UNC or Aims, 80% remained in Colorado overall, and the next largest
group went to Wyoming University. He stated the Commissioners have hired a new
promotional entity, and they are working with Upstate to do a selection process for a new
promotional campaign which focuses on sustainability. Concerningthe Highway 34 PEL which
was approved through the North Front Range MPO, CDOT announced they will commence
with the PEL in January, which will be completed in 12-18 months. He noted there will be
two traffic signals installed on Highway 34 at the intersection of 83rd Avenue and Promontory
Point near JBS and State Farm. There will be extensive road work along 65th Avenue in
anticipation of the UC Health facility. Lastly, the Board approved the Oil and Gas Ordinance
on Second Reading and they have been receiving positive feedback from the industry.

Dr. Carter summarized that prior to Mr. Simone's arrival, the County Attorney gave a brief
summary of the proper process to be utilized by the Trustees in the event of future propositions
that directly impact the hospital or medical fields, The Trustees agreed no action is required
concerning the draft Resolution at this time. Commissioner Conway stated the Board does value
the input of the Trustees. Ms. Gesick commented she will provide a summary of the County
Attorney and Trustee position on how to address requests concerning political matters so that it
is part of the annual update and general information for future reference. She also stated the
next two meetings are scheduled for November 28th and December 12th, followed by the
Annual/Regular meeting set for Tuesday, January 10, 2017.

No discussion was held on scheduling a future planning session.

Department History: The Valet Department has been a part of NCMC for at least 10 years, and maybe up to
15. It started at the emergency room entrance and is now located at the new entrance. They park anywhere
from 100 to 200 cars per day— with an average of about 125. They are contracted through Towne Park.
Towne Park is a national company who serves most hospitals in the Denver metro area and other hospitals
and hotels throughout the country.
Name and history of contact Alex Panos manages the department. He started about eight years ago, left
and returned about 18 months ago. He worked for a time in a hospital in Cheyenne -- where our new CEO,
Margot, worked. He told the story of how impressed people were with her when they saw her pitching in to
help clean a parking lot.
Services ProizicI I Alex said that parking cars is not their first priority — customers are. His employees are
referred to as Guest Service Associates. They help with wheelchairs, getting people to the right place in the
hospital, etc. They understand that they set the tone for the in -hospital experience and they are often the last
impression people have of the hospital. They understand that if someone does have a bad in -hospital
experience they may be able to impact that before they leave the grounds. They provide services for anyone
who comes to the hospital, not just patients.
Number of Staff: faJtile and part-time and what fieids, There are 4 full-time employees and two part-time
employees. Alex reports to Leslie.
Revenues!Z'5iQtl,s ifFeLevant Their contract is per man hour. The contract specifies a maximum number
of hours they may work.
Successes: They share a "Wow" story each month with Leslie. Alex told me a story about helping a driver
who was having a seizure and how the Guest Service Associate got into the car to stop it before it could
harm others. Alex said all his employees go "above and beyond" and told me that just a few days ago he
was asked if someone he helped could give him a hug.
Challenges/Obstacles: Hiring is a challenge since it is a physical job and, apparently, millennials are the
most difficult to recruit. Employees easily average over 10,000 steps per day, are constantly bending and
twisting and they lift heavy objects (wheelchairs, etc.) on a regular basis. Wages are generally low. There
are only 23 parking spaces that are reserved and that's not enough. They generally hold 40 — 45 keys at any
given time so it is a challenge to park the additional cars. Alex shared that even though there is an employee
garage some employees don't park there and use spots the Valet Department uses after filling the 23
reserved spots.
Departmental Needs/Requests: More reserved parking spaces.
What WoilcJThe Department Managerarector Like NCMC Trustees TQ Know; Alex, and he said his
employees, greatly appreciated our visit to his department. He wanted us to know they do much more than
park cars. He also wanted us to know they will transport/accompany patients wherever they need to go in
the hospital and that takes pressure off the nursing and other hospital staff but pulls a valet away from the
front entrance. Tipping was an issue that came up a few times. Apparently the contract doesn't allow
tipping (and the overwhelming majority of their other contracts allow it). Alex said it becomes uncomfortable
when he and his associates have to turn down a tip.
Alex also shared other services they provide at other facilities and hopes they are considered when the
contract is up for renewal (which I think he said was next year). Other services they offer are car washing, oil
changes, and shopping for employees (and patients).

Challenges/obstacles- Clinical /Rural representation, cost is higher in virtual world. Databases
and publishers (with different advertising) constantly changing. Currently:

Departmental Needs/Requests- people still rely on paper books, support for residency program,

Manager's suggestions for improvement- None, centralizing is happening now, finishing new
website by Jan 2017
What would you like NCMC, Inc, and Board of Trustees to know? Libraries are still highly
utilized, virtual libraries are the way to go, on demand. BUSY!!
