The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Project description
This project is west of and adjacent to CR 19 and is north of CR 4. Parcel number 146928200002.
Access is from CR 19.
Roads:
County Road 19 is a paved road and is designated on the Weld County Road Classification Plan as a
arterial road, which requires 140 feet of right-of-way at full buildout. The applicant shall delineate on the
site plan the future and existing right-of-way. All setbacks shall be measured from the edge of future
right-of-way. This road is maintained by Weld County.
Traffic:
Latest ADT on CR 19 was taken on 3/12/14 which counted 1273 vpd with 63% trucks.
A traffic narrative was submitted with the application materials and indicated that there will be
approximately 90 truck daily roundtrips. The majority of the traffic (75%) is expected to go north on CR 19
The site will have 10 employees working over a 24 hr period of time.
Access:
An access permit has been approved for the access to the site (AP15-00485).
Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of shoulder to allow a
truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any
vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users.
TRACKING CONTROL:
Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are
listed below. Temporary Tracking Control shall be used during construction unless permanent tracking
control is installed ahead of construction activities.
More than 10 round truck trips/day (tandem or semi-trucks) or more than 50 round passenger vehicles
trips:
Access onto gravel roads requires a tracking control device and a minimum of 300ft of recycled
asphalt or road base.
Access onto paved roads requires either a tracking control devise and 100ft of asphalt OR 300ft
of asphalt.
*Recycled concrete is not allowed in County ROW
**Tracking control devices can be double cattle guards or other specialized device
*** Tracking control for unmaintained public ROW is required just prior to entering publically maintained
roadways.
Improvements and Road Maintenance Agreement:
An Improvements Agreement between the Applicant and the County will be required for this project. It will
detail the approved haul route(s), outline when offsite improvements will be triggered, and include a
maintenance agreement for the haul routes.

An Improvements Agreement is required for sites with required offsite improvements. Collateral is
required to ensure the improvements are made.
Road Maintenance is typically included as a section of the Improvements Agreement when the
County feels that the site activities may impact the County roadways. Possible mitigations included
in the road maintenance agreement may include but are not limited to: dust control, specified haul
routes, damage repairs, and future improvement triggers.
Drainage Requirements:
The latest drainage code is available on the Department of Planning Services-Engineer website.

Detention Pond summarized in a Drainage Report:
Staff indicated this site could still fall under the old drainage code requirements due to the timing of
application. A drainage narrative and water quality feature design would be required and full Drainage
Report and detention pond could be waived if the stormwater drainage impacts of the project will be
insignificant with the overall site imperviousness less than 10%. A drainage narrative and water quality
feature calculations were submitted with the application materials which did indicate the site does fall
under 10% imperviousness.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit
applications are accepted after the planning process is complete (plan recorded). An Early Release
Request Form may be entertained only after the applicant and Planning Department have reviewed the
referral and surrounding property owner comments. The Early Release Request may or may not be
granted depending on referral comments and surrounding property owner concerns. Contact a
Engineering representative from the Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
CONDITIONS OF APPROVAL:
A. An Improvements and Road Maintenance Agreement is required for offsite improvements at this
location. Road maintenance including dust control, damage repair, specified haul routes and future
traffic triggers for improvements will be included. (Department of Public Works)
B. The plan shall be amended to delineate the following:
1. County Road 19 is a paved road and is designated on the Weld County Road Classification Plan
as an arterial road which requires 140 feet of right-of-way at full buildout. If the existing right of
way cannot be verified it shall be dedicated. All setbacks shall be measured from the edge of
future right-of-way. This road is maintained by Weld County. (Department of Planning Services-

2. Show and label the approved access (AP15-00485), and the appropriate turning radii on the site
plan. (Department of Planning Services-Engineer)
3. Show and label the approved tracking control on the site plan.
4. Show and label the accepted drainage features and drainage flow arrows on the site plan. Water
quality features or stormwater ponds should be labeled as "Water Quality Feature/Stormwater
Detention, No-Build or Storage Area, Volume = 4770 c.f." (Department of Planning Services-

5. Show and label the entrance gate set back a minimum of 100ft from edge of shoulder.

Prior to Construction:
A. The approved access and tracking control shall be constructed prior to on-site construction.

B. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Department of Planning Services-

2. The site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking. (Planning and Engineering)
3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

4. The historical flow patterns and runoff amounts will be maintained on the site. (Department of
Planning Services-Engineer)
5. Weld County is not responsible for the maintenance of onsite drainage related features. (Department
of Planning Services-Engineer)
6. Access will be along unmaintained County right-of-way and maintenance of the right-of-way will not
be the responsibility of Weld County.

To whom it may concern:
A review of the land use documents for record USR15-0067 has been completed and we would like to
communicate the following comments and/or conditions:
1. Fire Apparatus Access Road Requirements
a. 503.2.1 Dimensions. Fire apparatus access roads shall have an unobstructed width of not less
than 20 feet (6096 mm), exclusive of shoulders, except for approved security gates in accordance
with Section 503.6, and an unobstructed vertical clearance of not less than 13 feet 6 inches (4115
mm).
i. / do not see an icsue with this on the site plan reviewed.
b. 503.1.1 Buildings and facilities. Approved fire apparatus access roads shall be provided for every
facility, building or portion of a building hereafter constructed or moved into or within the
jurisdiction. The fire apparatus access road shall comply with the requirements of this section
and shall extend to within 150 feet(45 720 mm) of all portions of the facility and all portions of
the exterior walls of the first story of the building as measured by an approved route around the
exterior of the building or facility.
/ do not see a current issue with this requirement on the site plan reviewed, however if
future addition of the pump building extends beyond 150 feet of the access road
modifications may need to be made.
c. 503.1.2 Additional access. The fire code official is authorized to require more than one fire
apparatus access road based on the potential for impairment of a single road by vehicle
congestion, condition of terrain, climatic conditions or other factors that could limit access.
i. My concern is that there is currently one way to access the pun-building. It is
recommended that there are two in order to prevent access being blocked in an
emergency.
d. 503.2.3 Surface. Fire apparatus access roads shall be designed and maintained to support the
imposed loads of fire apparatus and shall be surfaced so as to provide all-weather driving
capabilities.
i. We require 6 inches of C/ass 6 road base compacted, equivalent or better.
e. 503.2.4 Turning radius. The required turning radius of a fire apparatus access road shall be
determined by the fire code official.
i. The minimum turning radius of fire access roadsilanes shall have a maximum inside turn
radius of 30 feet and minimum outside radius of 50 feet.
f. 503.2.5 Dead ends. Dead-end fire apparatus access roads in excess of 150 feet(45 720 mm) in
length shall be provided with an approved area for turning around fire apparatus.

g. 503.6 Security gates. The installation of security gates across a fire apparatus access road shall
be approved by the fire chief. Where security gates are installed, they shall have an approved
means of emergency operation. The security gates and the emergency operation shall be
maintained operational at all times. Electric gate operators, where provided, shall be listed in
accordance with UL 325. Gates intended for automatic operation shall be designed, constructed
and installed to comply with the requirements of ASTM F 2200.
/ did not see a plan for a gate, but would like to provide the above information just in
case plans change.
