Re: USR Application of Gerardo Cervantes, Nancy Garcia and Leonel Ornelas
Dear Mr. Ogle:
The undersigned parties are the owners of properties which are immediately adjacent to
the USR application of Gerardo Cervantes, Nancy Garcia and Leonel Omelas, or are
the owners of properties nearby which will be affected by the match horse racing facility
proposed by the applicants. Each of the undersigned, by execution of this letter or a
copy of this letter, objects strenuously to the approval of the USR Application for a host
of reasons. Virtually all of the properties abutting the site as well as nearby are used for
farming purposes, and are accessed by dirt roads. At times during the summer the use
of the roads is extensive, due to the completion of the wheat harvest and related
activities.
Among the various problems which the undersigned objectors envision include the
following:
1 . Blowing trash and other debris on the site or left by patrons as they travel
to or from the site;
2. Traffic difficulties/accidents. Travel on dirt roads will interfere greatly
during the period of June 30 to July 31 , when wheat harvest normally occurs (semi-
trucks on the dirt roads) and the interference by the patrons with customary wheat
harvest;
3. Damage to the dirt roadways which may be brought about by the heavy
increase in traffic on the dirt roads which until now only have been used for farming
purposes;
4. Fighting which is likely to occur in the event where such heated contests
occur and which we understand have occurred previously;
5. Drinking, although the applicants state that they will noeserve alcoholic
beverages and will attempt to regulate the drinking at the site, it is our understanding
that drinking will in no doubt likely occur by virtue of alcohol brought to the premises by
the

Ok. Well I can't see who wrote the letter but when I spoke with the Klausners and Linneburs we agreed to not
conduct horse racing when the high peak harvest season is happening to not interfere with the semi drivers and
machines. They seemed fine with that.
As to trash we will place chainlink fencing all around so it stops trash from migrating to adjacent fields and
have trash crew pick up during and after event.
We have been in the business for 11 years and never had any fights due to the fact that no alcohol was ever
allowed or sold on premises and we always had security guards throughly check every vehicle and search every
person and confiscate any alcohol or weapon.
Not sure where they are getting these facts from.

In regards of:
"The applicant shall address the concerns of the State of Colorado, Department of Revenue, Enforcement
Division- Racing as stated in the referrals dated October 16, 2015 and electronic mail received November 2,
2015. Evidence of such shall be submitted to the Department of Planning Services."
I have read both of the referrals from the above mentioned agency and completely understand the stated
concerns. We ( Leonel Ornelas and myself) have been in the match horse racing industry for 11 years and we
operated our facility which was located on our residing property NOT on the property in question. During these
years we never encountered any sort of accident due to efficient and safe way we ran our facility which we
intend to keep doing so in the new facility in question.
We are aware of other racing facilities that do not comply with any sort of regulations nor do they possess a
permit in order to legally conduct these races. The difference between how they run their facility and how we
have ran ours and tend to keep running it the same way at the new property in question is totally different.
We will prohibit any consumption or sales of alcohol. We will comply with all the applicable rules and
regulations of State and Federal agencies and the Weld County Code. We will maintain a minimum of 2 security
guards for every 350 persons attending the event, and a minimum of 5 additional security guards within and
among the spectators shall be provided during all events. We will provide two persons trained in emergency
technology for the first 350 persons and 1 additional for every 350 persons after that together with at least one
emergency ambulance for use at all times. An enclosed structure where medical treatment may be rendered will
also be provided. The safety and welfare of the spectators is our top priority and we will take all of the necessary
measure and precautions in order to maintain them safe such as enforced security guards and safe fencing in
order to keep the spectators safe and off the horse track.
We will also maintain the safety and welfare of the horses brought to the facility by maintaining a Colorado
Licensed Veterinarian on site at all times which Veterinarian may administer a drug test before or after each
race, with results kept on site for inspection. Prior to operation we will submit a sworn affidavit stating that
there will be no wagering of any event on site, and will maintain compliance with Colorado Statue 18-10-107 of
maintaining a gambling premise.
All we are trying to do is obtain the necessary permit in order to conduct a safe (both for the spectator and
horse) horse racing facility that meets with all the rules and regulations.

Per our email exchange on November 18 and based on information provided to me from Ms. Ornelas, I I
am confirming support for Ms. Ornelas' request in Weld County. The district would benefit from this
proposal as the family has indicated they would direct a percentage of revenue/proceeds to the Weld I
Re-3J Education Foundation. The Foundation, which is a 501c3 entity, directs donations and other I
funding they receive to the school district. As I do not know all of the details pertaining to the planning I
development request, I cannot specifically ask for county approval; however, the district appreciates the
support of the family and, in turn, is supportive of their business endeavors. Please contact me if you

Re: Patas De Oro Racing Facility Application
Dear Mr. Ogle:
The Weld County Re3J Education Foundation is pleased to have been approached by the
prospective Patas De Oro Racing Facility as a non-profit beneficiary of portions of their revenues
should they be approved by Weld County. The Foundation is incredibly pleased by the Patas De
Oro Racing Facility's desire to support the community and to support the Foundation's
educational mission. The Facility's support will be invaluable for Weld County students.
Ms. Ornelas has indicated that the support of the foundation will be based on a percentage
of revenue determined on a per-event basis. This percentage may vary from one event to another
based on size or other factors. It is the Foundation's understanding that no funds are generated
by gambling; therefore, no gambling-generated funds could be or would be donated.
The mission of the Weld RE3J Education Foundation is to support and enhance the
educational opportunities that are available to the students and their families that live and
attend schools within the Weld RE3J School District.

I am the daughter of the applicant, Leonel Ornelas, and also the owner of the promoting company
" La Chikis Promotions LLC." My father and I have been in the horse racing industry for 11 years
and successfully ran a horse racing facility.
As a business promoter and event coordinator, i happened to take part in all the organization and
promoting of the horse racing facility that we used to operate. 1 am proud to say that throughout
the years we always took a percentage of the gate revenue and donated it to the following
agencies: Children's Hospital, St. Jude hospital, American Red Cross and Locks of love Organization.
Our target if the USR permit is approved is to make donations to the Weld County School District
Re-3J, i have spoken with both Weld Central High School principal Dan Kennedy and School
superintendent Greg Rabenhorst about our horse racing facility and explained how the school
district would benefit by receiving a percentage from gate revenue from each of the events that
take place on the proposed facility. I received a letter of support from Greg Rabenhorst and the
Weld Re3J Education foundation as well.
The horse racing events that we have conducted and will continue to conduct once approved, not
only benefit the spectators and horse owners that participate in this sport but also we try to
henefit and help the community as well.

To whom it may concern,
I am writing this email to show my support for the Patas de Oro Horse racing
facility. I have attended many of the horse racing events that the Ornelas' have held
before. The Ornelas' take great pride in keeping everyone on premises secure by
providing enough security guards and not allowing any alcohol .
All events have always been family friendly which I believe is fundamental for such
events since everyone can have fun and feel safe.
Since the Ornelas' closed down the racing facility that they operated it has been
hard for us that enjoy this sport to find another racing facility that can provide the
safety and accommodations that this family provided. Majorly the Hispanic
community, myself included, are hoping that this facility gets the necessary permits
in order for them to start conducting these events once again.

This email is in regard to the horse racing permit for the Ornelas, My family and I
have been their neighbors since July 2009.
In that time they have held racing, we have not had any issues that have not been
addressed immediately by them .
When trash was a worry for us, they set out trash cans before every race and
walked the road to pick up after every race.
I know first hand they do not allow any alcohol onsite and confiscate it before they
are allowed on site
They have always had security to insure this, as well to prevent any trouble. They
are a responsible family, that care about any concerns of all their neighbors when it
comes to their racing.
And always prepare so that they can provide a safe, fun family environment.
I would feel safe going to any of their events, as would I feel safe letting my
children go.

Mr. Kim Ogle,
Hello, my name is Delia and I am in favor of the Horse racing facility that Leonel Ornelas wants to open
up in the Keensburg, CO area. I have known Leonel and his family for a couple of years now and have
been amazed of how well organized his events have been and I was thrilled to heat that he is trying to
open up a new horse racing facility. I have been to many horse tracks before and I have for a fad seen
that most of them are not even close to being clean and safe as the facility that Leonel Ornelas used to
have. I am sure that that he will continue to have a clean, alcohol free and safe facility once he gets the
corresponding permits.
I urge the county to give the permits that Mr. Ornelas needs in order to open up his horse racing facility
that many of us want in order to have a family oriented place where we can take our family and enjoy
horse races.
