The City of Greeley has been developing the East 8th Street Corridor Plan for the portion of East 8th Street
between Highway 85 and Weld County Road 47. As part of this process, City staff is inviting businesses and
property owners to a meeting to provide information and background and receive input about the draft plan. If

As you know, Weld County has completed the Weld County Parkway north from Highway 34 to East 8th Street in
Greeley. While the increased traffic along East 8th Street could enhance opportunities for development of
commercial and industrial property, it could make existing traffic problems worse.
Much of the property along East 8th Street is within the 100 year floodplain of the Cache la Poudre River. The
City has retained a consultant to prepare master plan for the Poudre between 21st Avenue and Ash Avenue. The
purpose of this plan will be to guide river maintenance, reduce flood losses, and remove properties from the 100
year floodplain. This master plan is expected to be completed later this year.
The City Code requires adequate public facilities for development. The public facilities included in the ordinance
are water, sewer, fire protection, access to streets constructed to City standards, neighborhood, and community
parks. The East 8th Street Corridor has adequate water and sewer service but not the other facilities.
The City's 2060 Comprehensive Plan recommends land along east 8th Street and to the north for industrial and
employment and related uses. To realize this vision requires overcoming the flooding and the lack of adequate
public facilities in the area. This plan will be a first step in that process. The draft East 8th Street Corridor Plan
includes five key recommendations:
1) Create public/private partnerships to facilitate development of primary employment and industrial uses;
2) Upgrade East 8th Street;
3) Reduce of flood hazards along East 8th Street;
4) Provide alternative compliance with adequate public facilities; and
5) Enhance community image.
These are described in more detail in the attached Summary of the Draft Plan. It is anticipated that the East 8th
Street Corridor Plan would be ready for adoption later this year.

Remarks
Cost estimates for Improving East 8th Street from HWY 85 to the
airport range from approximately $1,000,000 for simply roto-milling
and overlaying the existing roadway to $3,350,000 for a substantial
reconstruction of a two lane section without curb, gutter, and
sidewalk. An ultimate project based on the City's adopted complete
streets policy.

Remarks
The Flood Insurance Program places a significant regulatory burden on
participating local governments. In turn, local governments significantly
regulate activities in the 100 year floodplain. New development in floodways
is precluded unless it can be proven that it will not affect the conveyance
capacity of the floodway, the portion of the floodplain that is necessary to
convey floodwaters if the entire floodplain fringe were filled. New
development is precluded in the floodplain fringe unless it is at least 1 foot
above the 100 year flood elevation and causes less than a specified rise
(currently one foot) in the flood elevation.
One of the potential ways of reducing the flood hazard along the East 8th
Street Corridor is the completion of the Poudre River Flood Mitigation and
Maintenance Plan from 21st Avenue to Ash Avenue and its implementation.
A draft map of the Poudre River floodway for a 6" rise is currently under
internal review. When the final version is release, it will increase the width of
the floodway and decrease the floodplain fringe. The City will be required to
adopt it at that time.
