HomeMy WebLinkAbout20160099.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 6, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 6, 2016, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of January 4, 2016, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Cozad seconded the motion, and it carried unanimously. PROCLAMATIONS: Ei 1) WINDSOR WIZARDS DAY RECOGNIZING STATE 4A FOOTBALL CHAMPS - JANUARY 6, 2016: Chair Freeman read the certificate proclaimin January 6, 2016, as Windsor Wizards Day and he congratulated the team on their accomplishments. PI Bruce Barker, County Attorney, introduced Mark Kanagy, Athletic Director, and acknowledged his excellent leadership. He also introduced Michelle Scallon, Windsor High School Principal, who has been with the team for four years which currently consists of all seniors with the exception of one Junior. Lastly he introduced Coach Chris Jones, and praised him for being a great coach, as well as a man of integrity and honesty who teaches the boys perseverance, courage, responsibility and how to be successful at life. Coach Jones has been recognized by the Colorado High School Athletics Association as Coach of the Year for 4A Football. Coach Jones introduced each member of the team and also acknowledged the team bus driver and his assistance in driving the team up to the annual Sky High Hope Camp where the players get to spend some time having fun with kids who are battling cancer. He stated the team has an average 3.5 GPA, 9,) Minutes, January 6, 2016 2016-0099 o"I Page 1 BC0016 which has been recognized as the highest in the State, they have grown a lot in the past four years and he will miss them dearly. He also thanked the Commissioner for their recognition of the team's efforts. Mr. Kanagy stated this is a very special opportunity and he expressed pride in the team winning two State recognitions both on the football field and academically. E Ms. Scallon stated she is very proud of her"kids"working with disabled children, helping underclassmen with their homework, sponsoring four veterans this year on an honor flight - these are special young men. El On behalf of his teammates, Landon Schmidt thanked the Board, the Town of Windsor and all of Weld County for honoring their accomplishments. They also shared a special thanks to Mr. Barker for his support of the team. Commissioner Cozad stated Weld County believes in the youth of the next generation and she expressed her pride in the amazing accomplishments of the players in school, athletically, and throughout the community. She said it has been fun to follow the team through the reports of Mr. Barker and she encouraged the layers to continue to support their student body and to continue to give back to the community. PI Commissioner Conway stated today they are celebrating two Championships in football and academics, and he has enjoyed the weekly updates from Mr. Barker. He state the most im ortant achievement is the highest GPA which speaks to the team's character and work ethic. ta Commissioner Moreno agreed with all of the previous comments and wished the players well in their future plans. eCommissioner Kirkmeyer stated every Monday the Board discusses the Broncos, CU/Airforce, Fantasy football standings and the Windsor Wizards. She stated she is very proud of the team's representation of Weld County and she also commended the parents, teachers, and coaches. Chair Freeman stated it is an honor to have high school athletics present and he expressed his support and appreciation for their contributions to the community. (The meeting was paused for a photo opportunity.) Fi 2) UNIVERSITY BULLDOGS DAY RECOGNIZING STATE 3A CHEERLEADING SQUAD TITLE - JANUARY 7, 2016: Chair Freeman read the certificate proclaiming January 7, 2016, as Bulldogs Day and congratulated the University Cheerleading Squad on their accomplishments. Jennifer Finch, County PIO, stated teams throughout Weld County took standings in the 2A, 3A, and 4A State competition levels this year. She introduced Ryan Wehrman-Athletic Director, Holly Sample- Principal, and Ashton Walker - Team Coach. Mr. Wehrman stated the Cheer team supports all of the various athletic events for the entire school year, they also have a very important presence in the community, and he is very proud of their accomplishments. Coach Walker stated the squad has won six competitions this year, in addition to the State Championship, and they continue to refine their routine and raise the bar. She said they are looking forward to the Nationals in Dallas, Texas. Principal Sample thanked the Board for recognizing and honoring the team. She expressed her pride in their accomplishments and all of their hard work which improves the school culture and climate. She thanked Coach Walker and all of her efforts to bring out the best in the team. Team members, Bette' Jon Radke and Olivia McClurg-Torenzon, stated it has been a long season but they are proud of the team's effort. They each thanked the Board for their recognition, as well as the coaches and school leadership. Commissioner Moreno stated his daughter spent four years in Cheerleading and it gave him a better appreciation of all the hard work and the risks that are taken to cheer on the other athletes. He also commended the team for their positive representation out in the community. eCommissioner Kirkmeyer thanked the team for coming and expressed her pride in the part they play in Team Weld as they represent their school at the national competition in Dallas on January 23, 2016. She acknowledged it is a Ion -running sport and she thanked the girls for their leadership, mentorship and community service. PA Commissioner Cozad reiterated the County's pride in their accomplishments, stating it is important to be good role models, and she is looking forward to their achievements in the future, both Minutes, January 6, 2016 2016-0099 Page 2 BC0016 athletically and academically. a Commissioner Conway stated both of his daughters graduated from University and he is very proud to see the ongoing accomplishments as the School has continued to grow and develop after the lab school was closed. He stated the importance of TEAM (Together Everyone Achieves More) and applauded the team's character and hard work. lE1 Chair Freeman again congratulated the team and stated he is proud of how they represent Weld County. (The meeting was paused for a photo opportunity.) • PUBLIC INPUT: No public input was given. • COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. BIDS: 1) APPROVE BID #61500199, CUSTODIAL SERVICES (DOWNTOWN BUILDINGS) - DEPARTMENT OF BUILDING AND GROUNDS: Trevor Jiricek, Director of General Services, stated the Department of Buildings and Grounds is requesting this matter be continued to January 20, 2016. Commissioner Kirkmeyer moved to continue said bid approval to January 20, 2016, per staff's request. The motion was seconded by Commissioner Conway, and it carried unanimously. ▪ 2) APPROVE BID #B1500200, CUSTODIAL SERVICES (HUMAN SERVICES BUILDING) BUILDINGS AND GROUNDS: Mr. Jiricek stated the Department of Buildings and Grounds is requesting this matter be continued to January 20, 2016. Commissioner Cozad moved to continue said bid approval to January 20, 2016, per staff's request. The motion was seconded by Commissioner Moreno, and it carried unanimously. (Clerk's Note: This item was subsequently rescheduled to 1/13/2016.) NEW BUSINESS: IE 1) CONSIDER APPLICATION FOR 2016 EMERGENCY MANAGEMENT PERFORMANCE PROGRAM GRANT AND AUTHORIZE CHAIR TO SIGN: Roy Rudisill, Director of the Office of Emergency Management, reviewed the grant funding request. In response to Commissioner Conway, Mr. Rudisill stated the timing is based on the grant letter and runs through June, 2016. Commissioner Kirkmeyer moved to approve said grant application and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. ▪ 2) CONSIDER STATE NOXIOUS WEED FUND GRANT APPLICATION AND AUTHORIZE CHAIR TO SIGN: Tina Booton, Pest and Weed Division, reviewed the grant request to provide funding for weed control in the northeastern part of the County. Commissioner Conway moved to approve said grant application and authorize the Chair to sign. The motion, which was seconded by Commissioner Cozad, carried unanimously. In response to Commissioner Conway, Ms. Booton stated she expects to be notified of the outcome in mid-January. • 3) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE (S21, T5N, R64W - 4.092 ACRES), AND AUTHORIZE CHAIR TO SIGN - PDC ENERGY, INC.: Esther Gesick, Clerk to the Board, reviewed the terms and provisions of the lease. Commissioner Kirkmeyer moved to waive the bid procedure, approve said small tract lease and authorize the Chair to sign. Commissioner Cozad seconded the motion, and it carried unanimously. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. 5) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE (S21, T5N, R64W - 3.229 ACRES), AND AUTHORIZE CHAIR TO SIGN - PDC ENERGY, INC.: Ms. Gesick reviewed the terms and provisions of the lease. Commissioner Kirkmeyer moved to waive the bid procedure, approve said small tract lease and authorize the Chair to sign. Commissioner Cozad seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
