The Weld County Department of Planning Services -Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues may
arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Project description: Second Dwelling in A (Agricultural) Zone
This project is west of CR38 and west of Frontier Road.
Parcel number: 120703201010
Access:
CR38 has been annexed by the town of Mead. Mead will determine the access.
Drainage Requirements:
Please contact Department of Planning Services/Engineering Development Review for questions or
assistance for drainage requirements at 970-353-6100.
URBANIZING VS NON -URBANIZING DRAINAGE AREA:
This area IS within an Urbanizing Drainage Area:
Require detention of runoff from the 1 -hour, 100 -year, storm falling on the developed site and release of
the detained water at the historic runoff rate of the 1 -hour, 5 -year storm falling on the undeveloped site for
URBANIZING areas.
A drainage narrative was submitted, dated May 17, 2016, listing exception 23-12-30 Drainage Policy F.
Exceptions 1-a-3) A second dwelling permit in the A (Agricultural) Zone District. The drainage narrative is
acceptable.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. The plan shall be amended to delineate the following:
1. The applicant shall show and label the accepted drainage features and drainage flow arrows.

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for one (1) Single -Family
Dwelling Unit per Lot other than those permitted under Section 23-3-20.A (second
dwelling on the property) in the A (Agricultural) Zone District.
Water for both residences will be provided by Little Thompson Water District.
The existing home has a permitted septic system (G19890299) which is sized for 4
bedrooms. A review of the system was completed by Soilogic per report dated March
10, 2016. The report indicated the field would have to be expanded to accommodate
the new residence and an additional septic tank would be required. A repair permit
would be necessary prior to expansion of the existing septic system.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
Prior to the issuance of the Certificate of Occupancy:
An onsite wastewater treatment system is required for the proposed
residence and shall be installed according to the Weld County Onsite
Wastewater Treatment System Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The facility shall operate in accordance with Chapter 14,
Article 1 of the Weld County Code.

2. Fugitive dust should attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.
3. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
4. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Onsite Waste Water Treatment Systems.
5. The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

General Project Information/Location:
Project description: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT
FOR ONE (1) SINGLE-FAMILY DWELLING UNIT PER LOT OTHER THAN THOSE PERMITTED UNDER
SECTION 23-3-20.A (SECOND SINGLE-FAMILY DWELLING UNIT) IN THE A (AGRICULTURAL) ZONE
DISTRICT.
This project is south of and adjacent to CR 38 and is east of CR 7. Parcel number: 120703201010.
Access is from CR 38 .
Access:
This project accesses onto the Municipality of Mead. Please contact the Municipality for access
requirements.
Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of shoulder to allow a
truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any
vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users.
Roads:
County Road 38 owned and maintained by the Town/City (Municipality) of Mead. The Municipality has
jurisdiction over all accesses within their jurisdiction. Please contact municipality to verify the access permit
or for any additional requirement that may be needed to obtain or upgrade the permit.
Traffic:
No traffic counts are available in the area.
TRACKING CONTROL:
Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are
listed below. Temporary Tracking Control shall be used during construction unless permanent tracking
control is installed ahead of construction activities.
Less than 20 passenger vehicle round trips/day, no upfront tracking control requirements.
Improvements and Road Maintenance Agreement:
No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day
or 50 round passenger vehicle trips/day or if defined as a Site Plan Review (SPR). A development standard
will be applied to the recorded map indicating any impacts to the road must be mitigated by the owner. The
access on the site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking.
CONDITIONS OF APPROVAL:
A. The plan shall be amended to delineate the following:
1. Show the approved Municipality of Mead access point(s) on the site plan and label with the
approved access permit number if applicable. (Department of Public Works)
DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. The property owner shall control noxious weeds on the site. (Department of Public Works)
Building Department Comments:
Building permits may be required, per Section 29-3-10 of the Weld County Code. Currently the following
has been adopted by Weld County: 2012 International Codes; 2006 International Energy Code; 2014
National Electrical Code; A building permit application must be completed and two complete sets of
engineered plans bearing the wet stamp of a Colorado registered architect or engineer must be
submitted for review. A geotechnical engineering report or an open -hole inspection report performed
by a registered State of Colorado engineer may be required for new structures and or additions.
Pre -Manufactured non-residential structures may be required to comply with state Resolution 35.
A complete code analysis prepared by a registered design professional may be required, and shall be
submitted with Commercial Permit Applications to Weld County.
A Fire District Notification letter may be required and shall be submitted with Commercial Permit
applications.
Building Staff recommends a pre -submittal meeting with Building Department to verify all requirements
are present.
Current Plan Review time is 20-25 working days. Incomplete applications may delay plan review
timelines.

Mr. Reddick:
This letter is being submitted on behalf of Anadarko E&P Onshore LLC and Anadarko
Land Corp. (together the "Anadarko entities") and Kerr-McGee Oil & Gas Onshore LP rICMG"
or the "Company") to inform you that the Anadarko entities own mineral interests and KMG is
the owner of a valid oil and gas lease underlying all or parts of Section 3, Township 3 North,
Range 68 West ("Property").
The mineral interests constitute a real property interest that entitles the Anadarko entities
or their lessees to develop, operate and maintain oil and gas wells on the Property in accordance
with applicable local and Colorado Oil and Gas Conservation Commission ("COGCC")
regulations. The Anadarko entities believe that their mineral interests have significant value.
KMG's recorded oil and gas leases are real property interests entitling it to produce oil
and gas from the leased lands. The Company has the right to produce from existing wells, to
maintain, rework, recomplete, and fracture those existing wells to enhance production, and to
drill new wells to produce oil and gas, in accordance with applicable Colorado Oil and Gas
Conservation Commission regulations and Colorado Statutes. KMG's oil and gas assets have
significant value, and the Company is consequently concerned about any development, surface
use, plan of use, PUD, zoning or rezoning, or other action by the County that would impair or
preclude its ability to develop its oil and gas interests.
The Anadarko entities and KMG do not object to the subject Site Specific Development
Plan and Use by Special Review application. Please note that although the Anadarko entities and
KMG do not object to this application, we continue to assert our rights to make reasonable use of
the surface of the property to develop our mineral interests.
