Recommendations of performance of duties for the purpose of establishing better communications and public relations. 1. Supervise and coordinate all inspection activities assuring that inspections are made promptly and in a courteous, professional manner. 2. The Planning and Zoning Commission will take under consideration and specify conditions and areas where permits are necessary and not necessary; ouch as repairs or remodeling when the work is done by state licensed craftsmen. 3. To set aside and specify in proper news media of regular time to air Weld County citizens complaints and suggestions. 4. To report to the Planning Commission and evaluation of programs and regulations that need updating. 5. To eliminate all possible red tape and time delays to citizens of Weld County requesting services of the office. 6. Prepare a quarterly report of the activities of the office to the Planning Commission and the Board of County Commissioners for the purpose of evaluating services rendered. 7. To process all activities which are classified as citizens rights without delay when possible within the statutes governing the office. 75. 09 n7 PUBLIC UTILITIES COMMITTEE To The Home Rule Charter Commission This Corrgrittee had the responsibility of investigating, analyzing and reporting on the following departments of Weld County Government. 1. Planning and Zoning, Roads, Engineering and Survey. Ommitted from the general heading but part of the departments being studied was the Board of Adjustments and Inspection. Reference is made to Building, electrical and plumbing inspection. It was part of planning and zoning until around the first of the year, when It was separately structured under the Commissioners. 2. They were made into a separate department by the County Commissioners in order to propose, present for Charter purposes. Your Public Utilities Committee encompassed all of the above mentioned departments in their report. l __ RECOMMENDATIONS OF THE COUNTY PUBLIC UTILITIES COMMITTEE A. Composition of the Planning and Zoning Commission. 1. The Commission will consist of nine (9) voting members appointed by the County Commissioners, selected from unassigned districts. 2. All Board of County Commissioners shall create seven districts in the County of Weld and the commission appointees must live in and be truly representative of their geographical area and be of different occupations and be representatives of the area in their occupations and backgrounds. In addition, no more than two in total serving as commissioners on the planning commission can be from the occupational fields of Real Estate Agencies, Construction companies and Public Utilities. Two will be selected from unassigned areas. 3. The Board shall select its own chairman and vice chairman. 4. All Board members will be voting members of the Commission. 5. Any member of the Commission must disqualify himself or herself from voting on any matter which it is deemed that he or she would have monetary or conflicting interest. 6. The Board of County Commissioners should insure members serving on the Planning and Zoning Commission adequate liability and accident insurance while serving or acting in an official capacity on the Planning and Zoning Commission, and shall agree to save the members harmless from • liability for the actions of the Planning Commission. 7. That all applications acted upon by the Planning Commission with full authority to grant the same. 8. The Board of Adjustment as presently appointed and structured, shall be unchanged, including its authority. 9. Planning Director: A. The Public Utility Committee recommends that the office of Planning and Zoning Director will be appointed by the Board of County Commissioners, which shall set the salary. . In making the appointment, the Board of County Commissioners shall advise and consult with the Planning and Zoning Commission for coordinating purposes. B. The Planning Director responsibilities will be as follows: 1. Be responsible for the administration of planning and zoning functions. • • -2- 2. Issue all building permits 3. Direct the activities and coordinate building, electrical and plumbing inspections. 4. Coordinate and provide the necessary liaison personnel to work with the Board of Adjustments. 5. Coordinate the activities assigned to the Planning and Zoning Commission affecting the area in connection with the regional Council of Governments. (COG) 6. The Planning Director will be responsible for necessary planning and coordination of all county parks and recreational facilities, and reporting to the Planning and Zoning Commission and the County Commissioners. 10. The separate office of County Surveyor shall be abolished and his authority and duties transferred to a County Engineer. The County Engineer shall be appointed by and serve at the pleasure of the Board of County Commissioners. Hello
