Youth b Farib s Date: June 10, 2016 To: All County Human Services Directors From: Robert Werthwein, PhD, Director — Office of Children, Youth, and Families Title: SB15-242 Child Welfare Allocation Award for SFY 2016-17 Regarding: SFY 2016-17, SB15-242, Child Welfare Allocation Award Letter and Attestation Key Words: Child Welfare, SB15-242, Child Welfare Allocation Committee, CWAC, Allocation Number: IM-CW-2016-0033 Information Memorandum The purpose of this information memorandum is to provide county human services agencies the funding for the additional child welfare SFY 2016-17 allocation as authorized in SB15-242: Concerning an allocation in addition to the Child Welfare Block grant to counties for the purpose of hiring new child welfare staff, and, in connection therewith, making an appropriation. The Child Welfare Allocation Committee (CWAC) voted on May 13, 2016 to allocate additional funds for SFY 2016-17 based on the Division of Child Welfare Caseworker Allocation Tool (DCAT), developed by ICF International. CWAC agreed to limit the number of FTE recommended by the DCAT tool to the county requested FTE in the 2016 Child Welfare Staffing Survey (2016 Survey). The amount allocated per FTE is based on the number and type of FTE times the average county salary reported in the 2016 Survey. The SFY 2016-17 allocations have the following stipulations: • Counties will be required to attest to the State as soon as possible to identify how much of their allocation they intend to spend. • These funds shall not be used to provide raises to existing child welfare staff. • These funds shall not be used to supplant other funds. If it is found that the county has used these dollars in any other way, then the county shall be required to refund their allocation back to the State to be re -distributed to other counties.
