ORDINANCE NO. 13
IN THE MATTER OF A SUPPLEMENTAL APPROPRIATION FOR THE YEAR 1977
REGARDING APPROVAL OF THE HEALTH DEPARTMENT HYPERTENSION SCREENING
PROGRAM.
BE IT ORDAINED, by the Board of County Commissioners of Weld

County, Colorado, that it is necessary to make a supplemental appro-
priation for the year 1977, and

WHEREAS , the Board of County Commissioners has been informed

by the Director of the Weld County Health Department, that certain
expenditures by Weld County will be necessitated as a result of
the participation by the Weld County Department of Health in a
community-based hypertension control program sponsored by the
-:z Colorado Department of Health, and
WHEREAS, the estimated expenditures to the Weld County
Department of Health for the fiscal year 1977 , will be in the
total sum of THREE THOUSAND NINE HUNDRED AND EIGHT DOLLARS AND
00/100 ($3, 908. 00) , and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado deems it advisable to appropriate said funds from the
Weld County General Fund, and
WHEREAS, by 29-1-114, CRS 1973, as amended, the governing
body of a county does , in an emergency situation, have authority
for the expenditure of funds in excess of said budget, by
ordinance, duly adopted by a two-thirds vote of the members of
said governing body.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Com-
missioners of Weld County, Colorado, that the following expen-
ditures be allowed, during the fiscal year 1977 , as follows , to-wit:
1. Weld County Health Department
Hypertension Screening Program - $3 , 908 . 00
Said appropriations having been made necessary by an emergency
caused by a contingency which could not have been reasonably fore-
seen at the time of the adoption of the 1977 budget.
BE IT FURTHER ORDAINED that said funds shall be appropriated
from the Weld County General Fund, and that the sources of revenue
of this project, for the period ending June 30, 1978 , are coming
from the Colorado Heart Association in the amount of $2 , 000, and
the remainder of $9 , 723 from the Colorado Department of Health.
BE IT FURTHER ORDAINED that an emergency exists which

requires that this Supplemental Appropriation Ordinance be en-
acted forthwith, and therefore, this Ordinance is declared to
be an emergency Ordinance under the provisions of Section 3-14
of the Weld County Home Rule Charter.
The above and foregoing Ordinance was, on motion duly
made and seconded, adopted by the following vote on the 10th
day of August, A.D. , 1977.
