RECOMMENDED ACTION: Narrative: Mr. Billings sent a letter of concern the Board in 2014 with the same request for the same road. At that time we responded that the traffic count was 43 vehicles per day at the last count. We counted later that year and the count had increased to 64. Grader division supervisor at that time looked at the road and determine it to be in good condition. I reminded him that just a few years ago, the road was in very poor condition and that we have improved it to a 24 foot wide all weather road. I also made him aware that road improvements are triggered by several factors including traffic counts. The low count on that road and it's current condition does not warrant any additional improvements. I can draft a letter of reply to Mr. Billings and submit it to you for approval. As you may recall, several years ago the road was in very poor condition. It had no drainage and very little gravel. Public Works made improvements to the road at that time. A traffic count which was taken in 2010, registered only 43 vehicles per day. We counted the road in 2014 after your last letter and the count had only increased to 64 vehicles per day. We try to do traffic counts every 3 years. Road 39 would normally be counted in 2017, however if we can fit it in, we will count it again this year. 1 here are several factors which can trigger improvements to a road, the most common of which is vehicles per day. I notified my grader division staff of this issue and they looked at the road today. The road is 24 feet wide which is our standard width. The surface is smooth relevant to a gravel surfaced road and the road side ditches are adequate and maintained Also, we realize during dry conditions roads become rough sooner than they would normally and we respond to rough road calls as quickly as we can. This letter is to make you aware of the concern for the county road conditions adjacent to the Platte Valley Airport community located at 7507 WCR 39 between WCR's 16 & 18. These roads leading to the airport from WCR 41 have been dusty and primitive for many years. Construction truck traffic was increased due to Anadarko drilling operations on a property bordered by WCR 16 & 39 and the dirt roads now need ongoing attention due to the heavy oil maintenance traffic General aviation pilots own 39 hangar lots at the Platte Valley Airport use this road along with airport visitors from all parts of the city. Additionally, there are 9 employees traveling to and from work at the Eagles Nest at Platte Valley Assisted Living Center located at 6994 WCR 39 adjacent to WCR 16 & 39. Family and friends of residents also travel on these roads. The assisted living center has served many pioneers from within Weld County and could operate at 100%capacity if the roads were more desirable by attracting more residents. A small residential fly-in community named Red Baron Estates was developed next to Platte Valley airport whose families travel these roads daily to their places of employment, schools, etc. The amount of Weld County property taxes paid in 2015 by the community is significant and worth mentioning. The total amount is summarized below: Platte Valley Airpark Area A $6,091.16 Platte Valley Airpark Area B $43,468.92 Red Baron Estates (residential community) $4,163.48 Eagles Nest Pilot Assisted Living Center $2,772.66 Total County Taxes Paid $50,405.06 1 Our desire is request your assistance in allocation of funds and to initiate planning to improve the roads to our properties.
