The Board of County Commissioners of Weld County, Colorado, on March 2, 2016,
conditionally approved a Site Specific Development Plan and Use by Special Review Permit,
USR15-0049, for the property and purpose described below. Conditional approval of this plan
creates a vested property right pursuant to Article 68 of Title 24, C.R.S., for a period of three
