RE: APPROVE JOINT LAW ENFORCEMENT OPERATIONS TASK FORCE OBLIGATION
DOCUMENT AND AUTHORIZE CHAIR TO SIGN - U.S. DEPARTMENT OF JUSTICE,
MARSHALS SERVICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Joint Law Enforcement Operations Task
Force Obligations Document between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, and the
U.S. Department of Justice, Marshals Service, commencing November 18, 2015, and ending
September 30, 2016, with further terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Joint Law Enforcement Operations Task Force Obligation Document
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriffs Office, and the U.S. Department of
Justice, Marshals Service, be and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of May, A.D., 2016, nunc pro tunc November 18, 2015.

RE: Authorization to sign U.S. Marshals Service Joint Law Enforcement Operations Task Force(JLEOTF)

Brief description of the problem/issue:
The United States Marshals Service has authorized up to $35,000 of overtime reimbursement monies for the
Weld County Sheriffs Office Strike Team until the end of the Federal Fiscal Year; September 30, 2016. The
document requires the signature of Sheriff Reams, as those federal dollars can only be allocated to a Law
Enforcement Agency. This reimbursement request is based on the existing MOU that has been in place for the
past year. It is truly a reimbursement— if the overtime is not worked, no money is collected. However this will
offset some of the high overtime costs associated with large investigations and occasions where the Strike Team
is associated.
What options exist for the Board? (Include consequences, impacts, costs,etc. of options)
1) Authorize Sheriff to sign the form to allow for the reimbursement of funds to be allocated. This will
have a positive financial impact on the County.
2) Request more information and schedule a work session.
3) Deny the authorization of funds. This will mean certain overtime that is worked by the Strike Team
won't be reimbursed.
Recommendation:
We recommend the Board of County Commissioners authorize Sheriff Reams to sign and return the obligation
form. Thank you.
