Explain, in detail, the proposed use of the property. This property will be used to run my architectural ironwork company, Enyart Forge and Fabrication. We will provide our metal fabrication and blacksmithing services to the community. 2. Explain how this use is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This proposed use conforms with the intent of the Weld County Code, Chapter 22 of the comprehensive plan on several points: • My metal fabrication can provide parts and repair to farmers and residents of Weld County. This is helpful in supporting the agricultural industry of the county. • This proposed use will not obstruct any water use. Brighton Ditch flows through the property, and while we do propose to bridge the ditch, we are working with the Brighton Ditch Company to be sure that their water flow is not impeded and they have full access to the ditch. • This proposed use be reflective of a high -quality rural character, supporting an appearance that is characteristic of Weld County. • This proposed use would not hinder or affect surrounding agricultural properties in any way. • This proposed use will promote a quality environment that is free of derelict vehicles, refuse, and litter. • Nearby properties have been converted to similar uses, therefore, it would not be unreasonable to assume that this continued development be supported by the county. 3. Explain how the proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning and the zone district in which it is located. • This proposed use does not interfere with agricultural operations, and in fact, can be beneficial to these uses by providing metal fabrication services to the residents of these areas. 4. What type of uses surround the site (Explain how the proposed use is consistent and compatible with surrounding land uses) • The immediately surrounding properties are for agricultural and residential use, while properties in the nearby town of Wattenburg have varied uses, some of which are light industrial. 5. Describe, in detail, the following: a. Number of people who will use the site. 10-12 people will use this site on a consistent basis. b. Number of employees proposed to be employed at this site. The building is designed to house 10 employees. c. Hours of operation. Our current hours are 7 a.m. to 7 p.m. d. Type and number of structures to be erected on this site. One 5,000 s.f. steel bulding. Should the business need to expand, the building has been designed for a 3,000 s.f. expansion. This expansion has been considered in the civil engineering calculations for storm water drainage. e. Type and number of animals to be on this site. No Livestock will be kept on this site. f. Kind of vehicles (Type, Size, Weight) that will access this site and how often. This site will be predominately accessed by passenger vehicles (cars and pickup trucks weighing less than 10,000 lbs), but we will occasionally have delivery trucks on the property that will weigh in at as much as 75,000 lbs. There will be no more than 30 round trips per day. g. Who will provide fire protection to this site. Brighton Fire District. h. Water source on property (both domestic and irrigation) Domestic water will be provided by a 2000 gallon cistern. Any irrigation will be provided existing well (permit 294251) i. Beyond materials needed for daily operations, no additional items will be stored in this building. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. This site will not have any landscaping. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. This land will not require any reclamation techniques as it will not be sufficiently disturbed to warrant such action. 8. Explain how storm water drainage will be handled at the site. See Drainage Report in Dropbox file. 9. Explain how long it will take to construct the site and when construction and landscaping is scheduled to begin. Construction will take approximately 8 weeks, and will begin as soon as permits are in place. 10. Explain where storage and/or stockpile of wastes will occur at the site. See Waste Management Plan in Dropbox folder 11. Please list all proposed on -site and off -site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed a. Additional access point and bridge over Brighton Ditch to be constructed. Three weeks after permits are released. b. Building to be erected and storage screening to be installed Six weeks after permits are released c. Recycled asphalt driveway to be constructed 8 weeks after permits are released. Waste Management Plan USR-pre15-0189 No wastes are expected to be generated on site. No chemicals will be stored on site. The site is for metal fabrication. No vehicles or equipment will be washed on site. Regarding a motor vehicle oil leak, standard operating procedures are to dig up the contaminated soil and ship it to an appropriate waste management facility. Once this has been completed we will test the remaining soil to be sure it is clear of all contaminates. Once that is completed, we will back fill the previously contaminated area. The Imperviousness values have been calculated for the proposed site conditions, I = 25%, please see the calculations on the Stormwater calculations drawing. The Hydrologic soil type used is a Type "B", Hydrologic soil types "A" & "B" exist on the site, please see the attached Web Soil Survey. Rainfall curves were create for the site using the method outlined in the Urban Storm Drainage Criteria Manual (USDCM) Volume 1, Chapter RA, and with the spreadsheet provided in the Urban Drainage Web page, please see the attached spread sheet. From RECX 14-0046 the parcel size is +1- 2.52 AC. Using the above information and the USDCM volume 1, Chapter RO, The 1 hour 100 year runoff value for the site was calculated with a time of concentration (te) of 5 minutes, the 100 year stormwater runoff value is 3.05 CFS. Per Section 23-12-30.F.A.10, stormwater detention is not required for the site as the 100 year, 1 hour stormwater value is less than 10 CFS. On November 13th, 2015, we performed a site inspection to determine site stormwater flow patterns and identify any additional site constraints. In the said inspection, the Brighton Ditch was observed on the western side of the parcel and the said ditch is elevated above the site 10 to 15 feet. The Brighton Ditch intercepts any stormwater flows from the west onto the site. No off -site stormwater flows enter the site. The site grades is from the west to the east-northeast at 1% to 1.5%. Stormwater leaves the site as sheet flow to the east-northeast along the eastern side of the property. No observable drainage problems exist on the site. (I have attached the pre -application meeting minutes) For some reason I assumed that I was applying for a septic permit through by submitting my drawings (I also did this by submitting all of my building application documents to you). I will be applying for a septic permit which, when obtained, should address the comments from our pre -application meeting minutes.
