HomeMy WebLinkAbout20163071RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 28, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 28, 2016, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of September 26, 2016, as printed. Commissioner Conway seconded the motion, and it carried unanimously. 02 AMENDMENTS TO AGENDA: There were no amendments to the agenda. la CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. J COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno attended a Human Services conference re arding Strengthening Families and Communities and discussed the various break-out sessions. PA Commissioner Kirkmeyer met with Senator Cooke to discuss the Highway 85 improvements and they are also working with CDOT and the Union Pacific Railroad to ensure the right-of-way and state infrastructure is protected and stablized for the long term. She reported the Big 10 Conference in Beaver Creek provided many useful sessions; in particular, how to interact with the media. = Commissioner Conway agreed the Big 10 Conference was a good, cited comparisons between the various counties, and stated Weld County is ranked very well with regard to per capita income and wage growth in various sectors. Monday he attended a Flip the Switch event with United Power to dedicate the Silicon Ranch solar farm in Fort Lupton. He stated it was well attended and he commended Fort Lupton for completing a quality review and permitting process. He further stated the tO l3 O I Co Minutes, September 28, 2016 Page 1 2016-3071 BC0016 Mead Facility will soon be dedicated and other projects around Weld County are welcomed. Lastly, he attended the annual Jobs of Hope event which had the largest graduating class in their 40 year history. Commissioner Cozad agreed the main purpose of Jobs of Hope is to help men who have been a member of a gang or served prison time to get back on their feet, be a positive part of the community and gain employment. She stated their testimonies were inspiring and she was also impressed with the mentorship aspect. She also reported on the Big 10 County Budget Conference and stated she attended informative sessions concerning succession planning, economics and cyber protection. She also attended the Town of Mead meeting Monday night and learned about their plans for the Highland Lake Annexation to gain additional recreational rights. She also noted Mead's Urban Renewal Authority Board is starting to have some activity with their urban renewal area. Lastly, she reported that the Strengthening Families Program, sponsored by the Prevention Partners Leadership Council, works with kids ages 10- 14 and provides families with strong communication tools. It is starting to be spread throughout the County, versus just the Greeley/Evans area. Commissioner Moreno agreed the Big 10 Budget Conference was very informative and he highlighted NACO's presentation on procurement. a Chair Freeman agreed it was an informative and beneficial Big 10 Conference with quality speakers. BIDS: • 1) APPROVE BID #B1600129, CONCRETE REPLACEMENT - CENTENNIAL CENTER (SIDEWALKS) - DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services, requested this matter be continued to October 5, 2016, to allow for additional evaluation by staff. Commissioner Conway moved to continue the matter to October 5, 2016. Seconded by Commissioner Moreno, the motion carried unanimously. • 2) APPROVE BID #B1600130, CISCO NETWORK EQUIPMENT FOR CHASE BUILDING - DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated following a review of the 11 bids received, staff recommends approval of the low bid from ANM, for a total amount of $61,531.96. Commissioner Cozad moved to approve said bid as recommended by staff. Commissioner Conway seconded the motion, which carried unanimously. • 3) APPROVE BID #61600131, ENVIRONMENT MONITORING AND UPS EQUIPMENT FOR CHASE BUILDING - DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated staff reviewed the five bids received and recommends approval of the low bid from Always Power, LLC, in the amount of $14,758.00. Commissioner Conway moved to approve the low bid as recommended by staff. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. • 4) PRESENT BID #B1600110, INVESTIGATIONS INTERVIEW ROOMS AND RECORDING SYSTEM - SHERIFF'S OFFICE: Kevin Holloran, Sheriff's Office, stated they have been working with the Department of Information Technology to develop the bid specifications for the interview rooms. He stated they initially received four bids; however, two of the vendors were disqualified and the review of the remaining proposals is ongoing. Mr. Rose stated staff will make a recommendation on October 12, 2016. Commissioner Kirkmeyer expressed her appreciation for the productive discussions on this project during the early warning budget sessions. Commissioner Cozad stated she is looking forward to a facility tour. In response to Commissioner Kirkmeyer, Mr. Rose confirmed staff will be able to use this bid if other similar equipment is necessary for other projects. NEW BUSINESS: 1) CONSIDER CHANGE ORDER #1 FOR UPS RELOCATION AT LAW ADMINISTRATION BUILDING (BID #61600117) AND AUTHORIZE CHAIR TO SIGN - SPRING CREEK ELECTRIC, INC.: Toby Taylor, Department of Buildings and Grounds, requested consideration of this Change Order be Minutes, September 28, 2016 Page 2 2016-3071 BC0016 continued to October 10, 2016, to allow review of additional information. Commissioner Kirkmeyer moved to continue the matter to October 10, 2016. Commissioner Moreno seconded the motion, which carried unanimously. (Clerk's Note: This item was subsequently listed on October 17th, after being inadvertently omitted from the 10/10 Agenda.) El 2) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN - PDC ENERGY, INC.: Esther Gesick, Clerk to the Board, reviewed the terms of the lease. Commissioner Cozad moved to waive the bid procedure, accept the lease offer and authorize the Chair to sign. Commissioner Kirkmeyer seconded the motion, which carried unanimously. PLANNING: 1) SECOND READING OF CODE ORDINANCE #2015-26, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING (OIL AND GAS), OF THE WELD COUNTY CODE: Commissioner Kirkmeyer moved to read by title only. Seconded by Commissioner Conway, the motion carried unanimously. Bruce Barker, County Attorney, read the title into the record. Tom Parko, Director of the Department of Planning Services, requested the Ordinance be continued to allow additional time to complete the Intergovernmental Agreement with the Colorado Oil and Gas Conservation Commission (COGCC) and conduct an additional stakeholder meeting. Commissioner Kirkmeyer commented the USR process is not tied to the IGA with the State, rather, it is intended to ensure protection from further infringement on surface owner's property rights. The Board discussed potential continuance options. Mr. Barker stated the IGA will be considered by the COGCC at its next meeting on October 17, 2016. = There was no public input concerning this matter. Commissioner Moreno moved to continue the Second Reading of Code Ordinance #2015-26, to October 17, 2016, at 9:00 a.m. The motion was seconded by Commissioner Conway, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
