Wayne,
I wanted to get in touch with you on USR15-044 the Harris RV / Rainbow Bridge project that wen't through
planning commission recently. We have a condition that is asking us to look into a safety concern on CR 13 and
the train tracks of our proposed buildings blocking the visibility of the train.

I put together an exhibit that is showing existing pictures of the tracks and railroad crossing signs. It appears
that all the adequate crossing signage and warning signage is already in place. Also on the attached PDF is a
perspective showing the building in question and a train on the tracks for you to visualize the concern.
I will follow up with a phone call to discuss further.

SUBJECT: Harris RV, USR15-0044 Railroad Crossing Analysis

This memorandum provides documentation of the analysis related to the railroad crossing on
County Line Road (CLR) in Weld County. The crossing is approximately 2940 feet south of US34 .
The analysis pertains to a proposed development (Harris RV), which will place buildings in the
southeast quadrant of the CLR/Railroad Crossing intersection . The analysis utilized evaluation
criteria in A Policy on Geometric Design of Highways and Streets, 2011 , 6th Edition, AASHTO,
Chapter 9.
Figure 1 shows a recent aerial photograph of the site location . The railroad tracks cross
CLR at a skew of approximately 45 degrees. There is a single track at this crossing . The train
speed on this track segment is 30 mph. The current controls at this railroad crossing are:
crossbucks, yield signs. advanced warning signs. and pavement markings County Line Road has a
two-lane cross section and is posted at 55 mph. In the near future, there will be a development that
will have access via the existing driveway on the east side of CLR , just north of the railroad tracks.
With this future development, a northbound right-turn deceleration lane will be constructed on the
east side of CLR, crossing the railroad tracks. This will widen the railroad crossing by one lane.
The edge of the future right-turn lane was used in this analysis, since a vehicle in this lane
would cross the railroad tracks before a vehicle in the northbound through lane. Even though a
vehicle in the right-turn lane would be decelerating , a motor vehicle speed of 55 mph was used . The
train speed of 30 mph was used. The intersection skew was considered in this analysis. Figure 2
shows the crossing analysis diagram. In order for a northbound motor vehicle to stop prior to
reaching the railroad tracks, the site triangle leg on the CLR is 515 feet and the site triangle leg on
the railroad tracks is 330 feet. There can be no obstructions (higher than 3. 5 feet) within the sight
triangle shown in Figure 2. As shown , the proposed Harris RV buildings do not cause an
obstruction in the sight triangle.
