Harris, P.E. CONTROL ENGINEER: R. K. Hancock, Ill, P.E. PROJECT DESCRIPTION Heartland Biogas, LLC operates an anaerobic digester facility to produce pipeline quality natural gas (methane) from manure and other substrates. Heartland Biogas is proposing to increase production of pipeline quality gas from 4.7 to 4.9 million standard cubic feet (scf) per day and adding two additional biofilters for control of hydrogen sulfide (H2S) emissions ESTIMATED EMISSIONS The resulting estimated controlled emissions from permit 12WE3172 are listed below. PM PM10 PM2.5 NOx VOC CO SO2 H2S Pipeline gas production 0.5 0.5 0.5 7.0 5,6 25.1 34.0 8.93 Haul roads - fugitive 39.8 10.7 1.07 --- -- _- -_ -- Source Classification This source is considered a synthetic minor source according to the Air Quality Control Commission regulations. Emissions could exceed 250 tons per year for H2S (hydrogen sulfide) if Heartland Biogas, LLC did not accept federally enforceable limits on production and installation and operation of air pollution control equipment. The company has made an application for issuance of a federally enforceable, synthetic minor source permit, limiting the potential to emit to below the major source thresholds. Therefore, this source is considered a synthetic minor source and not subject to PSD or Operating Permit requirements. The Division has determined that the proposed source will comply with all applicable regulations and standards of the Colorado Air Quality Control Commission and has made a preliminary determination of approval of the application. 0 O 4 Emission Source [Leave blank unless APCD has already assigned"a permit # & 12WE3172 IA [Provide Facility Equipment ID to identify how this equipment is referenced within your organizati 4 40 a w nested Action (check applicable request boxes) Section 02 — Re Section 01— Administrative Information Request for NEW permit or newly reported emission source Request PORTABLE source permit o• 0 Uo Zr,* w O 44 0 0 ►4 O .0 .0 .0 4) d u E O 0.
