USE BY SPECIAL REVIEW (USR) QUESTIONAIRE
1. The purpose of the proposed use of the property is to boost and compress Bonanza
Creek's natural gas to get it to a sales point.
2. Bonanza Creek's Antelope Section 19 Compressor Station is consistent with the Weld
County Code, Chapter 22 of the Comprehensive Plan because we have worked diligently
not only with the property owner but surrounding land owner to locate the station in a
mutually agreeable area, central to many of Bonanza Creek's operations and out of the
site of all existing and proposed development.
3. Oil and gas wells and facilities are a Use by Right with in an Agricultural Zone. Although
the station is not directly related to a specific oil and gas well or facility it is an integral
part of the oil and gas operations. In addition, by creating a Subdivision Exemption that
runs with the term of the Surface Use Agreement the property will be restored to
Agricultural Zoning once the agreement is terminated.
4. The properties surrounding the site are Agriculturally Zoned and used mostly for
farming, grazing and oil and gas activities.
5. The Antelope Section 19 Booster Station contains oil and gas equipment not associated
with individual wells or tank batteries. The site is checked once a day by the area
pumper but the site operates 24 hours a day, 365 days a year. Currently there are oil
tanks, a water tank, a water vault, a slug catcher, a separator, a fuel gas scrubber, four
intel scrubbers, a discharge scrubber, two Environmental Control Devices (ECD), a ECD
KO drum, a vent stack blowdown and four compressors on the location. Bonanza Creek
requests to build three additional ECD's on the site.

7. At the time of reclamation any gravel that has been brought onto the site will be
removed and the site will be restored and reclaimed per the Surface Use Agreement as
well as Colorado Oil and Gas Conservation Commission rules and regulations.

9. The site is currently in use. It will take approximately two weeks to add the additional
ECD's to the site.

DUST ABATEMENT PLAN
Bonanza Creek owns and operates the fresh water storage pond located in Section 26,
5N -63W. If/when dust abatement is needed Bonanza Creek can use a bobtail water truck to
reduce dust impact.

There is only one road to access the Section 19
Booster Station (70 Ranch Access Road). Vehicles will either enter from the west from
an access point approx. 3 miles away (Access Permit Number AP10-00055) or from the
east along the 70 Ranch Access Road that begins approx. 6 miles away off of a non -
maintained county road.

Dear Mr, Howard:
Tetra Tech is pleased to present this drainage narrative for the Bonanza Creek Booster Station
in Weld County, Colorado. The subject property is being leased from the 70 Ranch LLC for use
as a booster station for piped natural gas. The subject property is located in the southeast V4 of
the southeast 1/4 of Section 19 and the southwest 1/4 of the southwest 1/4 of Section 20, Township
5 North, Range 62 West of the 6th P.M. A location map is attached.
As of the writing of this narrative, a USR number has not yet been assigned. A parcel, with a
unique parcel number, will be created via a subdivision exemption. For identification purposes,
the booster station is located on the southeast corner of parcel 096719100002 as well as the
southwest corner of parcel 096720100003, both of which are owned by 70 Ranch LLC.
The site is located in the vegetated dunes area approximately 10 miles east of the Town of
Kersey, Colorado. The topography is characterized by significant hills and bowls which capture
drainage. The bowls, if of sufficient size, do not allow drainage to leave. The runoff is expected
to infiltrate into the subsurface rapidly since the soils are hydrologic soil group A.
Offsite flows enter the site from the northeast. Flows will leave the site near the southwest
corner. Runoff will flow from northeast to southwest across the property.
There are no known drainage problems with the property. The property is located in a remote
and unpopulated area. Surrounding land uses are agricultural (ranching) and oil/gas
development.
The site is not located in a mapped FEMA floodplain.

Based on the criteria set forth in Section 23-12-30.F.1.a.10 of the Weld County Code, this
project does not require a detention pond. The project is located in a non -urbanizing area. The
total area of the lease boundary is approximately 2.36 acres. Assuming a 20% impervious
cover, it was estimated that the runoff from the parcel is approximately 3.1 cfs. Supporting
calculations are attached.

Hi Hayley,
This is in follow-up to your phone call yesterday about how Jeff arrived at the less than 20%
impervious area calculation for Bonanza Creek's Antelope USR when he wrote his drainage
narrative. Attached is the USR map. What Jeff did was assume that each of the "structures"
called out on the USR map was impervious and he calculated up the total area of structures.
That came to 14,203.35 square feet or .326 acres. The total acreage of the lot is 2.36 acres.
20% of 2.36 acres is .47 acres. Therefore, he concluded that less than 20% of the lot is
impervious. Let me know if you have any other questions. Also, I will be out of the office
next week, but Jeff will be back in the office next Monday if you want him to edit his letter.
