RE: APPROVE CHAIR'S SIGNATURE ON RESOLUTION OF THE WELD COUNTY TASK
FORCE CONTROL BOARD AUTHORIZING TRANSFER OF EQUITABLE SHARING
FUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Resolution of the Weld County Task
Force Control Board Authorizing Transfer of Equitable Sharing Funds (Resolution 6/21/2016-01),
in the amount of $31,636.00 to the Greeley Police Department for necessary and required
upgrades to the joint Greeley/Weld Bomb Team, a copy of which is attached hereto, and
WHEREAS, by and through Section IV.B of the Intergovernmental Agreement
Establishing the Weld County Task Force, approved by the Board by Resolution No. 99-2902,
dated December 8, 1999 ("the IGA") the Weld County Asset/Seizure Forfeiture Oversight
Committee ("the Forfeiture Oversight Committee") was established for the purpose of considering
asset forfeiture funds or property accumulated by the Weld County Task Force, pursuant to
Section IV.C of the IGA, and
WHEREAS, pursuant to Section IV.B if the IGA, the Board Chair is a member of the
Forfeiture Oversight Committee, and
WHEREAS, after review, the Board deems it advisable to approve of the Chair's signature on
said resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board approves of the Chair's signature on the Resolution of the Weld
County Task Force Control Board Authorizing the Transfer of Equitable Sharing Funds
(Resolution 06/21/16-01), in the amount of $31,636.00 to the Greeley Police Department for the
necessary and required upgrades to the joint Greeley/Weld Bomb Team, copy of which is
attached hereto.

Resolution 06/21/2016-01
A RESOLUTION AUTHORIZING THE TRANSFER OF EQUITABLE SHARING FUNDS IN
THE AMOUNT OF $31,636.00 TO THE GREELEY POLICE DEPARTMENT, FOR THE
FOLLOWING NECESSARY AND REQUIRED UPGRADES TO THE JOINT
GREELEY/WELD COUNTY BOMB TEAM:
Med-ENG EOD10 bomb suit:
The Greeley/Weld Hazardous Devices Disposal Unit is an FBI Accredited Bomb Squad. The
unit is recognized nationally as a regional bomb squad. As a regional bomb squad, they
provide service the following counties and local jurisdictions within: Weld, Morgan, Logan,
Washington, Yuma, Sedgwick, and Phillips. The team is also available to assist other
regional bomb squads if requested. The unit also serves the mission of the Weld County
Drug Task Force in the area of rendering safe potentially explosive compounds or dangerous
situations associated with clandestine labs.
The manufacturer of the current bomb suit recommends replacing the suit after seven (7)
years. The age of the bomb suit in service currently with the team is ten (10) years. The
Greeley Police Department is requesting funding from the forfeiture fund to replace the
current bomb suit. The current cost for a Med-ENG EOD10 bomb suit is $31,636.00. This
bomb suit meets the most recently released National Institutes of Justice bomb suit
certification standards.
WHEREAS, the Weld County Task Force Control Board is established to oversee the
operations of the Weld County Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to purchase or lease
equipment, machinery, and property to achieve the purposes of the Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to enter into
contracts; and
WHEREAS, all assets forfeitures or property accumulated by the Weld County Task Force
remains under the authority of the WCTF Control Board for disbursement in accordance with grant
provisions and state statutes; and
WHEREAS, in the best interest of the citizens of Weld County and the City of Greeley, the
WCTF Control Board at the regularly scheduled meeting of June 21, 2016, authorized the transfer
of equitable sharing funds for the amount of $31,636.00, and
WHEREAS, such funds may not be used to supplant existing budgeted funds in the receiving
agency's current fiscal year budget as per the Equitable Sharing Agreement, the receiving entity
must use the additional funding for law enforcement expenditures;
Now, therefore, be it resolved that the Weld County Task Force Control Board approves and
recommends to the Weld County Drug Task Force Asset/Seizure Forfeiture Oversight
Committee the transfer of $31,636!.00 to the Greeley Police Department:
