Box 840 Denver, Colorado 80201 Dear Mr. Lanz: Regarding your communication of 7/22/77 with Sheriff Bower, concerning the establishment of certain security systems as a rmuisite to the licensing and operation of the Fort Saint Vrain Nuclear Generating Station, the Board of County Cammissioners gives its approval for the installation of an antenna on the roof of the Phase Two portion of the Centennial Center. The antenna must be of a low profile to blend in with the design of the building. It is also our understanding from your letter that Public Service Company will pay the entire coat of the antenna, connecting transmission line, and the control equipment. Box 759 Greeley, Colorado 80631 Dear Sheriff Bower: As we discussed in our meeting July 12, the Public Service Company of Colorado is required by the Nuclear Regulatory Commission (NRC) to establish certain security systems as a requisite to the licensing and operation of our Fort Saint Vrain Nuclear Generating Station. One of these requirements is two-way radio or microwave voice communication between Fort Saint Vrain and your office. This system is to be in addition to and totally redundant to conventional telephone circuits. Our previous proposal involving use of a telephone circuit to connect radio remote control equipment located in your office to a nearby PSCo. radio transmitter has been ruled unacceptable by the NRC. In order to meet the stringent requirements set forth by the NRC, it is necessary that PSCo. establish a completely wireless communications link between FSV and your facility. Therefore, we are requesting approval to install our radio transmitting facilities in your new office at the Weld County Complex. Radio facilities required include an antenna on the roof, connecting transmission line from the roof antenna to radio equipment in or near your dispatch room in the basement and the addition of control equipment to your dispatching console or desk (microphone, speaker, etc. ) . Our proposed antenna would be side mounted on a self supporting 9 foot tower section to be located in the middle of the roof and the antenna would be physically similar to a television antenna. Remaining space on the tower would be available for your use. Public Service Company of Colorado would assume responsibility for all costs incurred with such an installation. The radio control equip- ment to be installed at your dispatching location can be configured in any manner to best suit your needs and some method of routing the antenna cable from the roof to the basement is necessary and might be included in the present construction of the building.
