WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Petition for Abatement or Refund of
Taxes for Gary DeJohn, and
WHEREAS, a hearing before the Board was held on the 6th day of June, 2016, at which
time the Board deemed it advisable to continue said matter to July 6, 2016, to allow Gary DeJohn
to be present.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned matter be, and hereby is, continued to July 6, 2016,
at 9:00 a.m.

SUBJECT:
The subject property is a 20,000 sf Industrial building on 2.68 acres located in the Evans Industrial Park.
It was built in 2013 and is currently occupied by Baker Hughes. The subject has been well maintained
and has access to Highway 85. The property is represented by the owner Gary DeJohn and he is
requesting a reduction in value for 2014 from $939,814 to $500,000. The petitioner has not provided
analysis to support his claim of value.
Market Approach:
Sales of industrial buildings similar to the subject were analyzed. For the 2014 value, market data
revealed the best comparable sales ranged from $47 per sf to $56 psf.

The four comparable properties are considered the best available. Taking into consideration the
differences between the subject and the comparable, it is determined that $47.00 per square foot is
appropriate for the subject, creating an estimated market value of $940,000.

The subject is a 20,000 sf building constructed in 2013 with a cost value of $36.29 per square foot. In
2014 the building has 1% physical depreciation which equates to a building value of $753,281. By
adding in the value of the land at $221,614, this creates an estimated value of $974,895 or rounded to
$975,000.
Income Approach:
Market rents were used to determine Income Value for 2014. The rate of $4.75 per sq. ft. NNN was used
to determine PGI. A market vacancy rate of 7% was then applied to create an EGI of $88,350. From the
EGI a 3% management and 5% reserve was deducted to create a NOI of $81,415. A 9% cap rate equates
to a total estimated income value of $904,606 or $45.23 per square foot.

Reconciliation:
The three approaches to value had final price per square foot range between $45.23 and $48.75. While
all three approaches were considered, the most emphasis was placed on the market approach. We
recommend maintaining the 2014 Assessors Value of $939,814 or $46.99 per square foot.
