HomeMy WebLinkAbout20161266.tiff RESOLUTION RE: APPROVE APPLICATION FOR TRANSPORTATION AND UTILITY SYSTEMS AND FACILITIES ON FEDERAL LANDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for Transportation and Utility Systems and Facilities on Federal Lands from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado Department of Transportation, commencing April 11, 2016, and ending December 31, 2019, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. The acquisition of additional ROW through the Grasslands will allow Weld County to improve WCR 105 from a 26 ' wide gravel roadway to the rural collector standard ( 12 ' lanes , 6 ' paved shoulders , 2 ' gravel shoulders ) . Also , because our project extends through the Grasslands , we will have to conduct an Environmental Assessment ( EA) . The Forest Service will perform the EA for us . In order to start this process we need to submit an Application for Transportation Facilities on Federal Lands . Staff has been working with the Forrest Service rep for this area to complete the application . The completed application needs to be signed by the BOCC chair for submittal . If the application is not accepted , WCR 105 could still be improved while working within the existing ROW , just not to the rural collector standard . The WCR 105 project is scheduled in the CIP to start design in 2016 and be under construction in 2018 & 2019 . WITHIN OUR PUBLIC WORKS DEPARTMENT WE HAVE 29 FULL TIME ENGINEERING PERSONNEL AND 144 FULL TIME OPERATIONS PERSONNEL WHO ARE WELL VERSED IN THE DESIGN, CONSTRUCTION, AND MAINTENANCE OF ROADS. THE ALTERNATIVE TO IMPROVE WCR 390 FROM WCR 105 TO SH 14 IS ESTIMATED TO COST $12,014,000 THE ALTERNATIVE TO IMPROVE WCR 390 DOES NOT SOLVE THE SAFETY CONCERN AS WELL AS THE PREFERRED OPTION TO IMPROVE WCR 105. WELD COUNTY IS ALSO IMPROVING WCR 390 FROM WCR 105 NORTH ALL THE WAY TO THE TOWN OF GROVER (APPROXIMATELY 14.5 MILES). THIS ROADWAY WILL BE ONE OF THE MAIN ROUTES FOR RESIDENTS OF GROVER TO REACH SH 14 AND EITHER TRAVEL TO GREELEY OR STERLING. 16. Describe probable effects on the population in the area, including the social and economic aspects , and the rural lifestyles. CURRENTLY THERE ARE NO WELD COUNTY RESIDENTS LIVING ALONG EITHER WCR 105 OR WCR 390 FOR THIS PROJECT'S LIMITS. WCR 390 IS HEAVILY USED BY OIL AND GAS PRODUCTION VEHICLES. THE RECONFIGURATION OF WCR 105 AND 390 WILL ALLOW THESE USERS TO TRAVEL TO AND FROM THE PRODUCTION FACILITIES TO THE STATE HIGHWAY IN A SAFER MANNER. THE PAVING OF THE ROADWAY WILL ALSO ALLOW THE VEHICLES TO MOVE THROUGH THE AREA QUICKER THAN ON THE EXISTING GRAVEL ROADWAY AIR QUALITY RELATED TO DUST REDUCTION FROM THE PAVED ROADWAY WILL ALSO IMPROVE. 17. Describe likely environmental effects that the proposed project will have on : (a) air quality ; (b) visual impact; (c) surface and ground water quality and quantity ; (d) the control or structural change on any stream or other body of water; (e) existing noise levels ; and (f) the surface of the land, including vegetation , permafrost , soil , and soil stability. BY IMPROVING WCR 105 FROM GRAVEL TO A PAVED ROAD, YOU SIGNIFICANTLY REDUCE PARTICULATE EMISSION MATTER, SUCH AS PM,0 GENERATED FROM FUGITIVE DUST. THE ROADWAY ITSELF WILL REMAIN A TWO LANE ROADWAY WITH WIDENED SHOULDERS FOR SAFETY. THE VISUAL IMPACT IS EXPECTED TO BE SIMILAR TO WHAT IS CURRENTLY IN PLACE. THERE ARE NO ANTICIPATED IMPACTS TO SURFACE OR GROUNDWATER QUALITY OR QUANTITY FROM THIS PROJECT. NOISE LEVELS ARE ANTICIPATED TO BE REDUCED WHEN THE ROADWAY SURFACE IS CHANGED FROM GRAVEL TO ASPHALT PAVING IMPACTS TO THE SURFACE OF THE LAND WILL BE MINIMAL AND CONTAINED DIRECTLY NEXT TO THE EXISTING ROADWAY. 18 . Describe the probable effects that the proposed project will have on (a) populations of fish , plantlife , wildlife , and marine life , including threatened and endangered species ; and (b) marine mammals , including hunting , capturing , collecting , or killing these animals.
