This request is recognizing the Irrigation Ditch Rider award from the Noxious Weed Advisory
Board program.

2015 Irrigation Ditch Rider Award Winner
Sponsored by Weld County Noxious Weed Advisory Board and Agfinity
Jerome (Jerry) H. Loeffler
Jerry was born in 1919 in O'Neill, NE. His parents had a hard time making a living on the
farm in Nebraska so they moved to Greeley, CO and opened a restaurant named Snappy Lunch.
Jerry always knew he wanted to farm and not continue in the restaurant business that his
parents owned. After serving in World War II, he married in 1947, then purchased an 80 acre
farm two miles west of LaSalle on the Godfrey Bottom Road in '48 and moved there in '49.
Shortly after moving to the farm the devastating blizzard of'49 hit the area. Jerry was
determined to continue his operations on his farm as well as being instrumental helping his
neighbors in any way he could make it through the storm.
Jerry worked for the Godfrey Ditch Company as well as running his farmstead. He was a
big part of the legacy of the Godfrey Ditch Company. He served in various positions on the
Board of Directors and was a ditch rider for the company for over 50 years.
Jerry was committed to the land and did it all. He worked cows, pigs and crops and after
he tended to his farm he went to riding ditches all day and after that came home and finished
what needed to be done at his place. Even at the age of 80,Jerry was still riding ditches and
working his land and animals. He really loved his work and understood the importance of the
land, farming, water and other resources that were needed to make things go, both at his job
and at the farm. One could almost say he was ahead of his time, understanding the importance
of water and how everyone needed to understand all of its uses and importance and manage it
much better than it was currently being done.
Jerry enjoyed going to the sale barn and attending other various farm sales in the area.
He really enjoyed visiting with other folks at the different sales and shows, it was a way of
catching up with neighbors and friends and the news in the area. He liked to play cards and he
and his wife Lydia would go dancing every Saturday night. Jerry and his family would hosts
guests at their home almost every Sunday and make homemade ice cream for all who came.
Jerry is survived by his wife Lydia who is 101 years old and still lives at the same farm
they purchased in '48. He is also survived by his daughters Vicki and Lynn and his son Jerry who
continues the farming operation he began so many years ago. He also has seven grandchildren
and eleven great grandchildren.

This request is for the Noxious Weed Advisory Board's Irrigation System Recognition Program.
The Noxious Weed Advisory Board would like to pursue the following ways to recognize the
recipient's of this award:
1. The Board of County Commissioners also recognizing the winning recipient(s) with a
certificate at an upcoming board meeting after the Farm Show.
2. A Wall of Fame at Island Grove or at the Weld County Administration building to help
highlight the recipients and draw public awareness of the work being done, the program,
weeds and the importance of agriculture.
3. A website page dedicated to the program, highlighting the winning nominations and
promoting the networking aspect.
4. A FaceBook posting asking for nominations as well as a post announcing the winning
recipient(s).
5. A newspaper article talking about weeds, spread, control and announcing the winning
recipient(s).

RE: Noxious Weed Advisory Board Irrigation System Recognition Program

Brief description of the problem/issue:
In 2010 the Noxious Weed Advisory Board decided to create an Irrigation System Recognition program. The goal behind
the program is to recognizing hard work and dedication to Agriculture provided by the irrigation systems. Spread the word
about the Weed Division as a resource by word of mouth and to create a network for the people providing the water to
have additional resources.
A nomination form and survey was created for this program. Each year the program has slowly grown with more
nominations being submitted. Up to this date the winning nomination(s) has been recognized at the Farm Show with a
small ceremony in which a signed certificate from the Weed Board and a few weed related items (calendar, weed book,
video on weed spread/stoppage)have been given.
The Weed Board would like to help the program grow faster. As a result they have been developing ideas that could be
used in the recognition of the program. The following ideas are what have been discussed:
1. The Board of County Commissioners also recognizing the winning recipient(s) with a certificate at an upcoming
board meeting after the Farm Show.
2. A Wall of Fame at Island Grove or the Admin building to help highlight the recipients and draw public awareness
of the work being done,the program, weeds and the importance of agriculture.
3. A website page dedicated to the program, highlighting the winning nominations and promoting the networking
aspect.
4. A FaceBook posting asking for nominations as well as a post announcing the winning recipient(s).
5. A newspaper article talking about weeds, spread,control and announcing the winning rccipient(s).
What options exist for the Board? (Include consequences,impacts,costs,etc.of options)
1. Allow all options for continued promotion of the program to occur.
2. Select some of the options for continued promotion of the program.
3. Not allow any additional promotion of the program.
Recommendation:
1. Allow Staff to pursue all of the proposed program promotion items that have been suggested.

To fund this aspect, the Noxious Weed Advisory Board has spoken with Agfinity about being the funding partner.
Agfinity was selected based on the wide network of business locations and that a large number of Irrigation Companies
purchase products from them.
Agfinity agreed to financially sponsor this program. At this time they have agreed to provide $200 to give as cash prizes
as the Weed Board chooses. The accounting department requested that Agfinity write the check(s)out directly to the
winning recipient(s). Agfinity prefers to write the check to Weld County and have us create the check for the winning
recipient(s). If the check is made out to Weld County,some of the finds could be used to purchase a plaque for the Wall
of Fame and then the rest provided as a prize to the winning recipient(s).
Barb Connolly feels that Agfinity making the check out directly to Weld County is not the best choice for Weld County
Government. It could raise questions from the public or the press if it is looked at. If Agfinity wants to sponsor then they
should sponsor the program directly. Also, Agfinity probably wants to do this as a donation to the county for tax purposes.
What options exist for the Board? (Include consequences,impacts,costs,etc. of options)
1. Allow Agfinity to sponsor the program by writing the check to Weld County and then re-issuing checks to the
winning recipient(s).
2. Allow Agfinity to sponsor the program and write the checks directly to the winning recipient(s).
3. Not allow any financial award from the program.
