Weld County has an existing 2016 Purchase Order (PO) with Western States for $99,635. To date, approximately $66,635 remains on this PO. Weld County is requesting a time change order to Western States current contract, which is expected to expire on March 31, 2016 to be extended to May 31, 2016. No additional costs are being proposed for this change order. Staff believes the funds remaining on the existing PO will allow Western States to assist the county with the remaining corridor parcels (approximately 10%), which are typically your most time consuming. Western States will be billed at the standard hourly rate per parcel, as provided in the attached hourly rate schedule, with a not to exceed average amount of$2,000 per parcel for acquisition services. This change order does not affect cost since we are using the remaining funds on the existing purchase order. Again, the change order is to extend the existing contract date from March 31St to May 31, 2016. This will assist Tiffane who is the primary staff person on the project, since Leon is retiring. Staff recommends authorization of the change order. BOARD OF COUNTY COMMISSIONERS REVIEW/WORK SESSION REQUEST RE: Weld County Road 49 ROW Acquisition—Change Order No.3 DEPARTMENT: PUBLIC WORKS DATE: 3/1/2016 PERSON(S) REQUESTING: Leon Sievers, Tiffane Johnson, and Elizabeth Relford Brief description of the problem/issue: Per Book 2 of the Il-IC/Weld County agreement, Weld County is under contract to complete ROW acquisition by June of 2016. Weld County has an existing Purchase Order (PO) with Western States for $99,530.90. To date, approximately $66,000 remains on this PO. Weld County is requesting a time change order to Western States current contract, which is expected to expire on March 31, 2016 to be extended to May 31, 2016. No additional costs are being proposed for this change order. Staff believes the remaining $66k will allow Western States to assist the county with the remaining 10% corridor parcels, which are typically your most problematic. I do not believe this contract would cover Western States time/costs should any of these parcels proceed with condemnation. Staff would have to bring a new contract back to the Board to address this scenario. For now, they can assist Tiffane, who is the primary on the 49 project. Leon officially retires on March 15th. Western States will be billed at the standard hourly rate per parcel, as provided in the attached hourly rate schedule, with a not to exceed average amount of$2,000 per parcel for acquisition services.
