Tapes & SIXTH REGULAR MEETING The Home Rule Charter Commission of Weld County, Colorado, met in session in full conformity with the law and by-laws of said Commission at the meeting room of the Weld County Health Department Building, Greeley, Colorado, on Saturday, January 4, 1975, at the hour of 10:00 A.M. INVOCATION: The Reverend Leslie L. Bowers opened the meeting with the invocation. ROLL CALL: The meeting was called to order by the Chairman J. L. Johnson, and all of the 21 members were present, constituting a quorum of the members thereof. Those present were: At Large : John Chuck Carlson Ralph E. Waldo, Jr. Edward L. Dunbar District 1 : District 2 : District 3 : Glenn K. Billings Glen R. Anderson Charley Baumgartner Norman Brown J. L. Johnson Philip G. Bowles Bob E. White William Southard Donald E. Altergott John L. Weigand George H. Brooks Walter L. Bain Edwin Lesh W. E. Rosenoff John T. Martin Nancy Clark Harold Fahrenbruch Ruben Schissler Also present was the Legal Counsel for the Home Rule Charter Commission, Mr. William West. SWEARING IN CEREMONY: The Honorable Judge, Donald A. Carpenter, swore in the twenty first member of the Home Rule Charter Commission, Mr. W. E. Rosenoff. MINUTES: The minutes of the December 19, 1974 meeting were submitted by mail in rough draft. There was one correction: 1. GENERAL DISCUSSION: Counsel Committee: The word interview is to be substituted with the word considered. Mr. Bain made a motion to accept the minutes with the one correction. Mr. Brown seconded the motion. Motion carried. Chairman Johnson announced that a lunch would be served and anyone wishing to stay was invited. GUESTS: MR. STAN BOYES, COUNTY AGENT: Mr. Boyes spoke on the functions and operations of his office. Mr. Boyes answered many questions from the Commission members. MR. DAVID FREEMYER, VICE CHAIRMAN OF THE ISLAND GROVE PARK AUTHORITY BOARD: Mr. Freemyer spoke on the functions and operations of the Authority Board. He answered questions from the Commission members. MR. TOM CARTER, CHAIRMAN OF THE AIRPORT BOARD: Mr. Carter spoke on the operations of the airport and its many functions and long range plans. He answered questions from the Commission members. Home Rule Charter Commission Chairman, J. L. Johnson, announced a lunch break. The meeting was again called to order. • COMMITTEE REPORTS PRELIMINARY REPORT - PUBLIC WORKS, PARKS AND BUILDINGS: Chairman, John Chuck Carlson. Committee members : Mrs. Clark, Mr. Rosenoff, Mr. Schissler, Mr. Lesh and Mr. Baumgartner. Mr. Rosenoff gave a report on the County Commissioners and Public Works. Mr. Lesh gave a report on the Weld County Airport. Mrs. Clark gave her report on the City and County Libraries. Mr. Carlson gave his report on the Missile Site Park, Parks, Flood Control, Extension Office, and Solid Waste Disposal Program. Mr. Carlson made a motion that the report be accepted as presented with the right to make additions or corrections. Mr. Bain seconded the motion. Motion carried. GUESTS: MR. CLARENCE SITZMAN, CHAIRMAN OF THE BOARD OF HEALTH: Mr. Sitzman spoke on his position and the Board of Health. He answered questions from the Commission members. MR. GLEN PAUL, ENVIRONMENTAL HEALTH DEPARTMENT: Mr. Paul spoke about the functions of his office. He answered questions from the Commission members. DR. FRANKLIN YODER, WELD COUNTY HEALTH DEPARTMENT: Dr. Yoder gave a summary of his office and its functions. Dr. Yoder answered questions from the Commission members. GENERAL DISCUSSION: HEALTH COMMITTEE: Mrs. Clark reminded the Commission members that there was to be a Public Hearing on Monday, January 6, at 7 :30 P.M. , in the Commissioners' meeting room. FINANCE AND TAXATION COMMITTEE: Mr. Waldo reminded the Commission members that there is to be a meeting on Saturday, January 11, at 9 :30 A.M. , in the Commissioners' meeting room. Mr. Anderson made a motion to withold any further reports until the next meeting and to adjourn the meeting. Mr. Weigand seconded the motion. Motion carried.
