"PATAS DE ORO RACING FACILITY"
1. Explain, in detail, the proposed use of the property.
The proposed facility is reflected in the attached "Patas de Oro Racing Facility plat map", the facility is
envisioned to allow for the training, conditioning, and racing of horses on the 32.34 acre property that is
currently under contract.
The race track is envisioned as a straight 450 yard long dirt track by 50 feet wide that is leveled and
groomed with a tractor. A fence and starting gate will differentiate the track and horse areas to those
areas available to the spectators. At this time, we do not anticipate boarding any of the race horses on
the property. Instead, the horses and their grooms and riders would trailer onto the property for each
race or workout. Thus, there are no stalls or barns envisioned for the race facility or any commercial
use.
The diagram also supplies information about the proposed infrastructure of the project. There is one ( 1)
entrance/exit wide enough for 2 way traffic on the east side of the property, one (1) horse trailer
/emergency entrance & exit located on the north side of the property (sufficient parking areas for
spectators, participants, parking areas for horse trailers and restrooms (portable units TBD)
The races are anticipated to be either a match style race wherein two (2) horses race against one
another or a derby style race wherein up to a total of four (4) horses compete against each other. These
races will necessarily be conducted during daytime hours. Weather permitting, races would be held
regularly on weekends.
The facility would allow certain numbers of spectators to watch the races. Typically, the entire event
will last between one (1) and six (6) hours. While most races will garner crowds between 60 and 80,
there are envisioned instances during the year where up to several hundred people may attend.
No alcohol, weapons, or contraband will be allowed on the Property. At this time, no food or beverage
sales are envisioned by us. We might hire licensed vendors to sell food. We plan to provide contracted
private security for all events held open to the public. (Minimum of 2 security guards for every 350
persons attending the event, and at least S additional security guards for security within and among the
spectators)
We will provide enough trash containers throughout the property in order to prevent trash from getting
away, and have a trash pickup crew that will be in charge of cleaning up trash while and after the event;
this will include the pick-up of trash along WCR 73 and WCR 8 where we expect our traffic to come from.
We plan on having anyone that will be on the track such as the rider and the helper sign off a liability
waiver before they step inside the track. Also, at the entrance we will make an adult sign a waiver for
any underage child that will be with them on the horse/trailer area. The area that will be used as parking
for the trucks with horse trailers will be fenced off from the rest of the public.

2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of
the Comprehensive Plan.
The proposed use will be consistent with the intent of the Weld County code described in Chapter 22
of the Comprehensive Plan. This facility will not interfere with the agricultural goals depicted in Sec.
22-2-10 since no building is envisioned at this time, thus it would leave the property's natural
landscape and vegetation as is and impact to surrounding agricultural lands would be minimal. The
adjacent properties are used for agricultural purposes with no residences.
We will take the necessary steps to ensure that adequate water, security, sewage disposal, access and
fire protection is available on the property.
Waste handling plan
• We will maintain the property's environment quality by taking the necessary measures
in preventing any littering by providing enough garbage cans containers throughout the
property as well as having a trash crew to pick up trash during and after the event.
• Garbage will be collected through a local garbage disposal company. We will have an
adequate sized dumpster on site by main entrance and collect garbage from the
containers placed throughout property and accumulate all garbage in dumpster for easy
removal by company.
• We will have a trash crew pick up any unforeseen trash along the property perimeter
and along County Road 73 and County Road 8.
• Waste that will be generated on site include food and beverage containers (brought by
licensed food vendors or by spectators themselves). Materials expected Styrofoam,
plastic, aluminum and paper.
Fire Protection/Emergency and Security Plan
• Weld Fire Protection District will be advised of any and all operational days.
• We plan on minimizing safety and health hazards to the spectators by providing enough
licensed security guards (minimum of 2 security guards for every 350 persons attending
event, and at least 5 additional guards for security within and among the spectators) to
be on the site throughout the entire event to check vehicles as they enter premises and
to patrol the property while the event takes place making sure that spectators are in the
adequate area that will be provided for them.
• No alcohol, weapons or any sort of contraband will be allowed onto the property, and if
found it will be confiscated by the hired security company.
• Trained persons in emergency medical technology will be hired and will be present on
large events. (Minimum 2 persons for the first 350 persons and 1 for every 350 persons
after that with at least 1 emergency ambulance)
• In the event of an emergency, a staff member will meet with the Emergency Personnel
and guide them to the situation. Appropriate fencing will be determined by the County
either three-strand wire fence or pipe fence.

Property is not fenced at this point, but it will be once permit is granted and before any event takes
place. The whole acreage will be fenced to contain parking and attendees enclosed by either regular
three-strand wire fence or pipe. Horse trailer parking area will be sectioned off to the spectators to
prevent them from entering that site without having appropriate justification as to why they have to
be in the horse area (such as Jockey, horse crew team etc.) and any minor will have to be
accompanied by an adult in order to access horse area.
This enclosed horse trailer section will have a 40 ft. wide exit with gate set back at 100ft and recycled
asphalt leading onto the property. This exit is to be located at the north side of the property along
County Road 8. This north access will be primarily used for horse trailers to exit the property in order
to relieve traffic accumulation on the main entrance that will be located on the East side of property
along County Road 73 and also will be used as an emergency access for Emergency Personnel. Main
entrance will be 40 ft. wide giving enough space for two-way traffic (entrance/exit). Recycled asphalt
will be furnished for the first 120 ft. onto the property for tracking purposes. More than 120 ft. of
asphalt is not considered safe since asphalt might migrate onto the horse area or horse track and hurt
horse's hooves. Horse trailers will enter through this gate and head north to trailer parking area and
regular spectators will be directed to parking area.
Sanitary Sewage
• We will furnish an adequate amount of portable toilets for sanitary sewage purposes to
accommodate the amount of people expected. (minimum 1 toilet for every 100 males
and 1 toilet for every 100 females) A local company will be hired to furnish the portable
toilets and to dispose of sewage as well.
• We want to use portable toilets instead of a septic system since the property does not
have a septic system or septic permit, water well or well permit nor source of electricity
and no residence is planned to be constructed on site.
Manure handling plan
• Any on-site manure will be spread with manure-spreader tractor attachment
throughout the property in the open space shown on "Ornelas Race track" site plan.
There is no drinking source on the property but enough bottled water will be provided for spectators if
needed. We will furnish enough water for horses brought onto property if needed since horse owners
tend to travel with their own water supply. Water supply will be bought at store
The Weld County Comprehensive plan, Chapter 22 A. Policy 2.2 outlines to "Allow commercial and
industrial uses, which are directly related to or dependent upon agriculture, to locate within agricultural
areas when the impact to surrounding properties is minimal or mitigates and where adequate services
and infrastructure are currently available or reasonable obtainable..." This horse racing facility only
needs the open land that is already adequate to conduct horse racing and will cause minimal impact to
surrounding properties which are vacant. Having no neighbors around diminishes any traffic concerns
that would arise if there were residences close by.

3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
The property will be in compliance with the design standards in Sec. 23-2-240 and will continue to meet
these standards if permit is granted. Adequate water and sewer service will be available to the site to
serve the use permitted. Adequate fire and emergency protection measures will be taken as well.
Adequate provisions will be made to protect the health, safety and welfare of everyone on the property.
The access shall be located and designed to be safe; ingress and egress will not present a safety hazard
to the minimal traveling public on both WCR 8 and WCR 73 or to the vehicles accessing the property.
During the high traffic hour which would typically be at the end of the event, traffic can be directed by
staff in order to mitigate a potential traffic hazard.
This use is proposed to be located in the Agricultural Zone District and Prime Farmland will not be
removed from production, this land will remain in agricultural zoning for a use directly to agricultural,
ranching, and agri-business operations.
A noise report is not applicable since there are no close neighbors to the property, only vacant farm
land. Besides there won't be any loud music played or any other type of noise nuisance that would
interfere with the vacant adjacent properties.
The facility will not be open after daylight hours. No source of light will be needed for this use. Property
will be maintained in such manner that grasses and weeds will not grow taller than what the county
allows; constant maintenance will be done by tractor and disc by us. Any agency responses or staff
comments will be considered and will be appropriately incorporated into the final use and site design.
4. What type of uses surround the site (explain how the proposed uses is consistent and
compatible with surrounding land uses1
Agricultural farm land surrounds this property. The nearest residential structure will not be affected by
the racing facility, nor will its traffic. We will let the horse owners know that they should travel south on
County Road 73 from Hwy 52 towards County Road 8.
The following measures will ensure compatibility of the proposed use to the surrounding properties:
Dust Abatement Plan:
• Dust is to be handled by a water truck during event days if needed.
• The track and also most affected portion of CR 73 and CR 8 is proposed to be watered to
suppress dust during events if necessary.
• Any manure generated on-site will be spread on property by us.
• Waste materials will be handled, stored, and disposed in a manner that controls blowing
debris, and other potential nuisance conditions.
• The proposed animals units to be on this site during events will not exceed the units by
right in the agricultural zone district.
• Waiver will be requested herein from the requirements of a noise report and lighting
plan as the use anticipated will not be in need of them.

5. Describe, in detail, the following:
a. Number of people who will use this site
• The maximum number of participants and spectators at events will be 1,500.
(larger events; these happen 3-5 times during the year)
• Most weekend crowds will consist less than 100 people.
• Approximately 20 employees (maximum for large events) will be on site during
the event. These include: security personnel, emergency personnel, parking
attendants and cleaning crew.
b. Number of employees proposed to be employed at this site
• Approximately 20 employees (maximum for large events) will be on site during
the event. These include: security personnel, emergency personnel, parking
attendants and cleaning crew.
• At least one employee will be certified in both CPR and First Aid.
• Ornelas family may be onsite at any given time for maintenance and upkeep.
c. Hours of operation
• Its envisioned to have racing facility open year round on select weekends
(weather permitting)
• There will be instances when no racing will take place since the same group of
horse owners are the ones racing against each other.
• Racing doesn't necessarily take place both Saturday and Sunday. Most of the
time it's either or. Large events might take up both days

d. Type and number of structures to be erected (built) on this site
No structures are planned at this time. Outdoor lighting is also not planned . If after
permit is granted we want to build, appropriate building permits will be obtained.

e. Type and number of animals, if any, to be on this site
It is anticipated for anywhere between 2-40 horses to be on site for each event. All
horses will be transported to and from the facility each day. No boarding or
overnight stay is envisioned. The animal units allowed by right in the agricultural
zone district of the Weld County is 4 animal units per acre. This will not be
exceeded .
f. Kind of vehicle (type, size, weight) that will access this site and how often
A maximum number of participants and spectators at each event will be 1500. They
will access the property through passenger vehicles (approximately 300 maximum)
Participant pick-up trucks and other passenger cars will also access the property
towing horse trailers.
Site preparations prior to an event and maintenance and any clean-up activities will
be done through passenger cars, pick-up trucks and tractor. Garbage collection will
be accomplished through the local company that we hire. A special area for
Emergency personnel vehicle parking will be designated either by the starting gates
or on the horse trailer parking area.
Traffic Circulation and Parking Plan
• Signs will be placed at the main entrance showing that horse trailers will be parked in
the North east side of the property.
• Signs will show where the emergency exit is at.
• Signs will show where regular spectator parking will be at.
• Two access points — two way traffic 40ft wide. 120ft of recycled asphalt for tracking
purposes.
• The emergency access will be the same access that horse trailers will exit property
located on the north side of the property shown in the "Ornelas Race Track" layout. 40ft
wide. Gate set back at 100ft. 120ft of recycled asphalt for tracking purposes.
• Primary access- the roadway on the property into the primary parking will be 120ft of
recycled asphalt for tracking purposes. 40ft wide. Gate set back at 100ft. Larger amount
of asphalt will be a safety hazard to the horses since asphalt might migrate to the horse
track or horse trailer area and hurt horses. Cattle guards will not be installed since it will
cause injuries to the horses because they are trailered onto the property.
• Horse trailer exit/Emergency exit will also have recycled asphalt roadway. 120ft long.
40ft wide. Horse trailers will only use this access to exit property, and will use main
access to enter property onto the fenced horse trailer area.
• Dust abatement plan will consist of having a water truck on property that will spray
track CR 73 and CR 8, as needed.
g. Who will provide fire protection to the site
The Weld Fire Protection District will provide fire protection to the site, and will be
contacted with anticipation prior to events.

h. Water source on theproperty (both domestic and irrigation)
Bottled water will be available and provided for the spectators, participants,
employees and horses if needed.
Property does not have well or well permit in place.
I. Sewage disposal system on the property (existing and proposed)
Property does not have a septic system or septic permit. Adequate amount of
Portable toilets will be provided by a company and same company will dispose of it.
j. If storage or warehousing is proposed, what type of items will be stored
No warehousing is proposed.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as
a landscape plan map as part of the application submittal
No landscape improvements are proposed at this time. Only entrance and parking signs will be placed
and fencing to keep horse area enclosed.
7. Explain any proposed reclamation procedures when termination of the Use by Special review
activity occurs
Reclamation procedures are not applicable.
8. Explain how the storm water drainage will be handled on the site
Water does not accumulate on property, no low spots known. Both access points will have culverts in
order to have access onto the property. No buildings are envisioned.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Upon approval of application, fencing, horse track (450 yards long by 50ft wide) access points and
roadways will commence. It is our intention to have everything up and running as soon as possible.

10. Explain where storage and/or stockpile of wastes will occur on this site
Garbage containers will be placed and secured at several locations and will be emptied after each event
to reduce wind generated litter, flies, etc. A large dumpster will be kept by the main entrance on the
East side of the property where it will be emptied out once week (or as needed) by the local garbage
disposal company that we hire.
11. Please list all proposed on-site and off-site improvements associated with the use (example:
landscaping, fencing, drainage, turn lanes, etc) and a timeline of when you will have each one of
the improvements completed.
Once application is approved and permit is granted, access culverts will be installed, roadway recycled
asphalt will be placed, property will be fenced all around, fencing to divide horse trailer parking will be
installed, horse track will be leveled and groomed by tractor, horse track fencing will be installed,
mesh fence will be installed to keep spectators out of horse track. We intend to complete all of this in
one month after permit approval. Property is now under contract and closing date is set with Land
Title Company to be done on or before November 12, 2015.

OBJECTIVE
• The objective of this document is to identify waste generated at the proposed facility
and ensure that it is managed and disposed of in accordance with all Local, State and
Federal regulations.
WASTE HANDLING AND DISPOSITION
• The following waste materials will be generated on site and removed per this waste
handling plan :
• General Waste (trash)
• Includes: Food and beverage containers (brought by licensed food vendors or by
spectators themselves)
• Materials expected : Styrofoam, plastic, aluminum and paper.
• We will have a trash crew pick up any unforeseen trash along the property perimeter
and along County Road 73 and County Road 8 during and after the events.
• This proposed facility will be serviced by a waste management company for solid waste
removal.
• Enough trash containers will be strategically located throughout the facility in order to
minimize litter. Including: Spectators parking area, and the Horse trailer parking area.
• One dumpster will be located by the main entrance, where the trash accumulated in the
trash containers will be emptied after each event.
• The dumpster will be emptied either weekly or every two weeks by waste company.
• The waste handler will be determined once USR is approved, since property will be
bought only if USR is approved.
• There will be no washing of vehicles or equipment of any kind on this site.

DUST ABATEMENT PLAN

ROAD SURFACE
• The road surface for the proposed 2 access points entering the property is gravel. 120
feet of recycled asphalt will be placed to reduce tracking onto County roads.
• Entrance gates will be set back 100ft from the edge of existing shoulder of roadway.
• Prior to the traffic arriving for each event, the roadway surface will be maintained, to
ensure that there is adequate recycled asphalt on the road to provide traction in the
event of rain or moisture.
• if necessary or requested by county roads WCR 8 and WCR 73 will be moistened by
water then a Chloride product will be applied to minimize dust. The Chloride product
that will most likely be used will be Magnesium Chloride.
• The Chloride product will be applied as needed on the roads or site as the road surface
changes, due to traffic or weather conditions.
• Application of water and chemicals will be done using a water tank truck with a spray
type applicator.
• WCR 8 and WCR 73 and proposed 2 access points and roadways will be monitored
throughout the events for dust control.
HORSE TRACK AREA
• Horse track area will be monitored during the events for dust control.
• The horse track will be groomed and leveled by a tractor and proper attachment prior to
events in order to minimize dust.
• If needed, during the events, the horse track will moistened by water to minimize dust.
• Application of water will be done using a water tank truck with a spray type applicator
PARTING AREA
• The main parking area for the spectators will be left as dirt, and will be moistened with
water only if needed prior to the events. (If needed mag-chloride will be sprayed )
• If needed during the event this area will be moistened with water only, not a chemical
product, to prevent any potential harm to the spectators.
• As surface may become loosened with traffic; water will be applied to the area as
needed to lessen the effects of foot traffic.
• Horse trailer parking area will also be moistened as needed during the event with water
only, to prevent any potential harm to participants and horses.
• Application of water will be done using a water tank truck with a spray type applicator.
• Both parking sites will be monitored throughout the events for dust control.

The above table outlines the Traffic Narrative for the proposed Horse Racing Facility. The
numbers above show the minimum amount of Passenger cars/pickups and horse trailers
expected on a weekend basis. Please keep in mind that the above numbers vary, and that there
will be weekends that no racing might take place; or that racing will only happen either
Saturday or Sunday not both days.
The vehicles will access the facility from Weld County Road 73 heading south to Weld County
Road 8. Property is located on the corner of this intersection . Vehicle routes may vary according
to which route participants and spectators choose. They can use County Road 8 or County road
73 to get to facility.
Trip distribution is expected to be 95% from the north, and 5% from the west. We will operate
facility Saturday or Sunday weather permitting, and on select weekends we might hold the
larger events which take place 3-5 times a year that might take up both Saturday and Sunday.
The highest traffic volume is expected at the end of the events.
If the traffic count exceeds the number of vehicles per day in the following list, the specified
improvements will be implemented . The traffic count numbers and associated improvements
were proposed by Weld County during the pre-application meeting on August 7, 2015.
• A Mag-Chloride dust abatement plan will be implemented if over 200 vehicles per day
traverse the access road or significant dust is created on the access road .
• An alternative pavement will be installed if over 300 vehicles per day traverse the access
road .
• An asphalt pavement section will be installed if over 400 vehicles per day traverse the
access road .
• A left deceleration lane will be provided if over 10 vehicles per hour visit the site and
turn left into the facility during the peak hour of vehicle traffic.
• A right deceleration lane will be provided if over 25 vehicles per hour visit site and turn
right into the facility during the peak hour of vehicle traffic.
• A right deceleration lane will be provided if over 50 vehicles per hour leave the site and
turn right out of the facility during the peak hour of vehicle traffic.
TRAFFIC FLOW
We will have enough security guards to direct traffic parking throughtout the event, as well as direct
traffic out once event has terminated .
We will split the parking portion into 2 portions (North and South of property) and have other securities
guards further along the entrance to direct traffic to an open parking space leaving enough front and
rear space in between parking lanes in order for spectator to be able to back up or pull forward when
ready to leave property.
We will leave a 40ft wide space in the middle of the North and South parking spaces so incoming traffic
and exiting traffic will not interfere with each other. Traffic entering the property will be directed by
security guard either to the futher North edge or to the further South edge of parking space. Spectators
whenever desired will be directed to exit through the 40ft wide middle section that divides both parking
sections. (see attached map for further understanding)
Once event ends, guards will once again start dismissing certain amounts of vehicles left and right in
order to mitigate vehicle accumulation at the exit and mitigate traffic on to County roads 73 and 8. The
amount of vehicles exiting the facility will be determined by the security guards in order for an even
traffic flow to occur.

DRAINAGE DESIGN
Of the 32.34 acres, approximately 40% of it will remain open space and vegetation wilt be allowed to
grow in order to mitigate dust and dirt migration, thereforeithas been calculated that very little
imperviousness is added to the site from the proposed use, therefore a waiver is requested to allow the
site to flow in historic flow conditions.
No detention or water ponds will be provided or needed with this use. No future development is
envisioned at this time.
