RE: APPROVE 2016 CONTINUITY OF GOVERNMENT PLAN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2016 Continuity of Government Plan
for the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Office of Emergency Management, and
WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2016 Continuity of Government Plan for the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Office of Emergency Management, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 1st day of February, A.D., 2016.

Commissioners,
Attached is a copy of the final Draft of the Continuity of Government Plan. The GOG team Planning Section
(Elizabeth,Michelle and Merrie) have worked diligently to develop a great document that will guide our
Continuity Planning moving forward. During or Work Session in August, we reviewed the plan with the BOCC,
there were several recommendations from the Board for changes, those changes have been included along with
recommended changes from the COG Team after several reviews.
The development of this document provides a written reference for Department Heads and Elected Official's to
follow when reviewing their Continuity of Operations Planning for their Department or Office. This document
also provides guidance on the roles and responsibilities during an incident that affects their Department/Office
operations.
This Plan provides an understanding for the purpose of the COG Team along with direction and responsibilities
for the Team and how they work through direction of the BOCC.

2016
This Continuity of Government (COG) Plan was developed for Weld County by the County's
Continuity of Government Team (COG Team). This Plan provides a structure for developing
a COG Plan in accordance with guidelines established in the Federal Preparedness Circular
65, Continuity of Operations (COOP) Multi-Year Strategy and Program Management Plan
Template Guide, dated June 15, 2004 and guidance available from the Federal Emergency
Management Agency, Office of National Security Coordination. This Plan has a companion
guidance documents that provides additional information and instruction. Weld County
departments and agencies are encouraged to tailor Departmental COOP plans to meet their
own needs and requirements.

I. EXECUTIVE SUMMARY
Continuity of Government (COG) planning refers to the internal efforts Weld County
Government must take to assure the capability exists to continue core functions in
response to a broad spectrum of emergencies or operational interruptions. COG
planning is an ongoing process driven by growth and change in information systems,
personnel, and mission critical needs. Operational interruptions may include routine
business renovation or maintenance; mechanical failure of heating or other building
systems; fire; inclement weather or other natural disaster; an acute infectious disease
outbreak; or a range of threatened or actual attacks. Other events that may interrupt
departmental activity include failure of information technology (IT) systems and
telecommunications due to malfunction or cyber-attack.
It is the policy of Weld County Government to respond quickly at all levels in the
event of an emergency or threat resulting from human, technological, natural or other
causes, and to ensure its ability to perform core functions under all circumstances.
To meet these objectives, Weld County has established this COG plan which sets
forth a concept of operations, identifies core functions, and outlines three potential
phases of operation: 1) Activation and Relocation; 2) Alternate Facility Operations;
and 3) Reconstitution. The plan incorporates the following key elements associated
with COG planning:
• Emergency concepts, actions, and procedures.
• Identification and prioritization of core functions.
• Line of succession to core positions required in an emergency.
• Delegations of authority and pre-delegations of emergency authorities to key
officials.
• Emergency operations centers and alternate (work-site) facilities.
• Interoperable communications.
• Protection of government resources, facilities and personnel.
• Safeguarding of vital records and databases.
• Tests, training and exercises.

II. INTRODUCTION
The changing threat environment and Weld County's experience with recent
emergencies have shifted awareness to the need to develop COG capabilities to
enable departments to continue core functions across a broad spectrum of
emergencies. As recent events and preparedness exercises have demonstrated,
government operations can be disrupted by a variety of events, both manmade and
natural. Whether the disruption results from severe weather or from a blackout
caused by a malfunction of power grid technology, citizens still expect government
services to be available when they are needed. As an aid in continuing to provide
core services to citizens under emergency conditions, Weld County has developed
this COG plan. For the purposes of this plan, a COG Event is any incident that
negatively impacts or modifies the ability of Weld County Government to
operate.
The objectives of this COG plan include:
• Ensuring the continuous performance of Weld County's core functions/operations
during an emergency.
• Protecting core facilities, equipment, records, and other assets.
• Reducing or mitigating disruptions to operations.
• Reducing loss of life and minimizing damage and losses.
• Achieving a timely and orderly recovery from an emergency and resuming full
service to customers.
• Identifying alternate operations locations in the event that primary operations
facilities are not functional.
• Conducting essential operations from an alternate operating location within 12
hours, or as soon as feasible, of the event onset for a period of 30 days or
longer, depending on the incident.
• Establishing lines of succession and delegations of authority.
• Identifying personnel needed to perform the department's core functions.
• Identifying means of communication within each department and between
departments, jurisdictions, and the public.
• Establishing requirements for regularly scheduled testing, training, and exercising
of department personnel, equipment, systems, processes and procedures used
to support the department during a COG event.
• Establishing requirements for development, maintenance, and annual review of
each department's COOP plan and COG capabilities.

III. PURPOSE
The purpose of this Continuity of Government Plan (COG) is to describe how Weld County
Government will operate in the event that an emergency in Weld County threatens or
incapacitates COG operations. In accordance with guidelines established by Federal
Preparedness Circular 65, Continuity of Operations (COOP) Multi-Year Strategy and
Program Management Plan Template Guide, dated June 15, 2004 and the National Fire
Protection Association 1600 Standard on Disaster/Emergency Management and Continuity
of Business Programs, this document identifies lines of succession; provides for the
maintenance or reestablishment of the control and direction of Weld County, including
relocation of key personnel, as necessary; for reconstitution of key staff positions with
successor personnel; and for regeneration of full department/agency function.
Some of the information in this document is taken from the Weld County Emergency
Operations Plan (EOP) and Weld County Code. This document, which is applicable to all-
hazards threats, ensures that the Weld County Government is prepared to provide critical
services in an environment that is threatened, diminished, or incapacitated.
IV. APPLICABILITY AND SCOPE
The Weld County Board of County Commissioners has reviewed and approved this plan for
operational direction during COG events. This plan is designed to effectively minimize
system outages and down times while providing the highest level of service possible until
normal operations fully resume. This plan also is intended to support the government
response and recovery process.
This document applies to a full range of circumstances, from a short-term, localized event to
a long-enduring regional emergency that may impact multiple operating facilities and
applies to natural disaster events as well as man-made threats. The plan is designed to
complement the Weld County EOP.

V. OPERATIONAL OBJECTIVES
Weld County has determined operational objectives and priorities in a COG event, and has
categorized agency functions as follows:
• Category 1: Mission Critical — services that must remain operational at all times
• Category 2: Immediate Post-Incident—services that must be brought back online as
within twelve hours after an incident, or as soon as possible
• Category 3: Normal Services —services that need not be restored in full until the
incident has passed and Category 1 and 2 services are operational.
Both Category 1 and 2 are considered to be core functions. The positions necessary to
carry out core services along with business unit support duties are listed in Annex A,
Core Functions.
VI. AUTHORITIES AND REFERENCES
For the purpose of the COG Plan, the incident commander is defined as the COG Team
Leader in accordance with Weld County Code Sec. 2-15-5 Definitions. Annex B,
Authorities and References, lists additional authorities and references that support this
COG plan.
VII. CONCEPT OF OPERATIONS
In the event of a COG disaster or emergency, Weld County Government will rapidly
organize to assess impacts on department operations, and determine needed actions.
COG operations are characterized by three distinct phases: activation and relocation,
alternate facility operations, and reconstitution.
This COG plan provides for the continuation of the core functions of Weld County and
traditionally is based on the assumption that access is denied to facilities where business is
normally conducted. A fire or HAZMAT incident may require evacuation of a building with
little or no advance warning using existing occupant emergency plans, but for a short time.
There is a distinction between these situations and one in which access may not be
possible for an extended period. In the latter case, there will be a need for the deliberate,
pre-planned relocation of selected key staff to an alternate location from which minimum
core functions can be performed, beginning no later than 12 hours after activation, while an
assessment of longer-term alternatives is undertaken.

The alternate location will support the full complement of"mission-critical" staff assigned
to it, including communications, information technology support, supplies and materials,
and a secure environment, for up to 30 days.
Acute infectious disease outbreak planning necessitates different assumptions. Although
an acute infectious disease outbreak will not directly affect the physical infrastructure on a
department, it could nevertheless disrupt operations since as much as 40 percent of the
workforce might be absent due to illness. In addition, the County must plan to conduct core
operations beyond the 30-day period used as a standard for other COG planning.
A. Phase I: Activation and Relocation
Conditions under which this COG plan might be activated include the actual or potential
denial of access to County buildings from which Weld County Government normally
conducts business or alternatively, employee absenteeism of up to 40 percent due to
highly contagious infective disease.
This plan may be activated in situations such as:
• Known threats and emergencies (with warning). Some threats may afford advance
warning that will permit orderly alert, notification and, if necessary, evacuation of
employees. Examples are a transportation accident with the potential for the release
of hazardous material or the threat of a terrorist act.
• Unanticipated threats and emergencies during non-duty hours (no warning). Arson
or a terrorist or HAZMAT incident may occur without warning when the majority of
the staff is not at work. While operations from the normal place of business will not
be possible, the majority of staff will be able to respond to instructions, including
proper notice to relocate.
• Unanticipated threats and emergencies during duty hours (no warning). Incidents
may also occur without warning during normal office hours. In this case,
implementation of the COG plan, if indicated by the circumstances, would be
preceded by execution of a building occupant emergency plan, to move employees
and visitors out of the building expeditiously.

1. Decision Process
If a situation arises that adversely impacts or threatens Weld County Government's
ability to perform core functions, the Weld County COG plan may be activated by
the COG Incident Commander , or his/her successor
A decision by the COG Incident Commander or his/her successor to implement the
County's COG plan will, if circumstances permit, be coordinated with the Director of
Finance and Administration. In situations where immediate activation is called for, a
decision to do so will be communicated by the Incident Commander or his/her
successor to the Board of County Commissioners and the Directors of the Offices of
Emergency Management and Public Information Office simultaneously with
notification of the County's employees.
2. Alert, Notification and Implementation Process
In the event the department's usual operating facilities are rendered inoperable and
are expected to remain as such for a period of 12 hours or more, the COG Incident
Commander may decide to implement the County's COG plan. If this occurs,
operations will be relocated by Buildings and Grounds, so core functions can be
performed.
In circumstances where warning is provided in advance of a triggering event, or
during off-duty hours, a decision to implement the COG plan will be communicated
by the COG Incident Commander to the Department Heads/Elected Officials to
communicate to designated employees. The COG plan has been activated and
relocation is required. The Buildings and Grounds Department will be deployed to
the alternate facility to make it ready for use. During the COG event the
Department Head/Elected Official will activate/implement their COOP plan.

When the COG Incident Commander informs the Department Head/Elected
Officials the alternate facility is ready to support core operations, the Department
Head/Elected Official will notify his/her employees.
Employees who are not required to relocate to the alternate facility will be instructed
by their supervisor where to report and, if their responsibilities will be different from
their normal work, what their function during the COG event will be.
The Public Information Officer will develop messages to inform the public of the need
to relocate to alternate facilities and which, if any, non-core services will be
suspended during the COG event.
In circumstances where there is no warning during duty hours, designated
employees will be directed by their supervisor, the Department Head/Elected
Official, or their successors to proceed to their alternate location identified by the
COG Incident Commander and prepare to become fully operational within 12 hours
of the onset of the emergency. Department Heads/Elected Officials will have needs
for immediate relocation identified within their department COOP. The COG
Incident Manager/COG Team will notify the Department Head/Elected Official of the
immediate need to relocate to the alternate facility. Employees who are not required
to relocate to the alternate facility will be instructed by their supervisor or
Department Head/Elected Official if/where to report and, if their responsibilities will
be different from their normal work, what their function during a COG event will be.

In the case of pandemic influenza, different activation phases may be necessary
based on pandemic alert levels, proximity of the outbreak to the agency's
offices/facilities, and recurring outbreaks. If the COG plan is implemented due to
pandemic influenza, the BOCC will notify employees as to which core functions and
services can be conducted from remote locations through telecommuting.
Employees who are not ill will be instructed if/where when to report and what
responsibilities they will be asked to assume given the circumstances of the
outbreak. The Department Head/Elected Official will work with the COG Incident
Commander to determine whether additional logistical support, services and
infrastructure systems is needed and prioritize/determine accessible
facilities/buildings (as an alternate to relocating to a remote facility).
The Department Head/Elected Official will implement appropriate social distancing
protocols, and consider the impact of local quarantines on open/accessible
facilities and operating plans.
3. Leadership
a. Orders of Succession
There may be instances when an individual who is designated as a leader
is unable to fill their leadership role. Because the role is essential to the
department being able to complete its critical missions, a successor will
need to assume that leadership role.
Each department will provide an order of succession within their
Department's Continuity of Operations Plan (COOP) Plan to provide
documentation of leadership authority. A successor will assume the duties of
the leadership role when the usual leader is not able to be contacted by
usual methods.
Employees responsible for maintaining vital systems and records shall
be considered core department positions for purposes of succession
planning.

b. Delegations of Authority
Designated employees and their successors, upon appointment to a
leadership position, shall have the full authority and responsibility to carry out
their core functions unless otherwise indicated in this plan. "Succession," in
this context, pertains only to the activation of this COG plan and the
performance of the core functions listed herein for the duration of the COG
event, or until relieved by proper authority.

B. Phase II: Alternate Facility Operations
The COG Team will work with Department Heads/Elected Officials to identify an
alternate location to which employees will relocate in accordance with the Department's
COOP Plan. Upon arrival at the alternate facility, employees may need to go through a
security checkpoint. At security checkpoints, County employees should be prepared to
show their employee badges.
When employees first arrive at the alternate facility, employees may find that Buildings
& Grounds and Information Technology are still working to bring mission critical
systems and vital databases and records online. In the event that personnel cannot
access electronic files, they should be prepared to perform their core functions
manually.
Each Department is required to provide forms and manuals for completing processes
by hand or have them pre-staged at an alternate site. Personnel may need to use
methods of communication other than telephone land lines, and should include in their
go-kits a car adapter to charge batteries for portable communication devices such as
cellular telephones and direct connect radios in the event that power is not immediately
available at the alternate facility.
1. Mission Critical Systems
Mission critical systems are those systems such as information technology and
communications that are required to support the agency's ability to perform its core
functions. Mission critical systems must be recovered to meet the determined
objectives. Each Department/Agency is required to identify its mission critical
systems based on the core functions in their COOP Plan document.

2. Essential Files, Records, and Databases
a. Emergency Operating Records
To the extent possible, the Department will identify their essential records in
accordance with their COOP. Each Department will ensure records retention in
accordance with Chapter 9 of the Weld County Code. Essential records which
cannot be stored electronically need to be identified and stored in an off-site
location, per the Department's COOP. Emergency Operating Records - are
records essential to the continued functioning or reconstitution of the operating
units in the department during or after an emergency that requires activation of this
COG plan.
b. Documenting the incident
During a COG incident, each Department Head/Elected Official will be
responsible for documenting actions and costs related to the incident.
C. Phase Ill: Reconstitution
When the COG Team determines the COG Event is no longer a threat to the
Department/employees, COG Incident Commander in concert with affected
departments, the Department will begin to plan for a return to normal operations. The
department employees will return to the primary facility to ensure that mission critical
systems are operational and the facility is ready for normal operations to resume.
The COG Team will work with Human Resource to notify employees of the end of the
emergency and the plan to return to normal operations. Human Resource will notify
employees using the EEN and provide appropriate instructions.
After the Department/Agency have resumed normal operations, the COG Incident
Commander in coordination with the BOCC will de-activate the COG plan. The Risk
Manager will ensure that an after-action review is conducted of COG and the
effectiveness of emergency plans and procedures in place.
If the COG plan has been activated due to an acute infectious disease outbreak Human
Resources in coordination with Department Heads and Elected Officials is responsible for
developing plans to replace employees unable to return to work and prioritizing hiring
efforts. Risk Management, in conjunction with public health officials, are responsible for
ensuring that the facilities are safe for employees to return to normal operations.

The review will occur as soon as possible, but no later than four weeks after the return to
normal operations. The review will identify areas for correction and result in the
development of a remedial action plan.
VIII. COG PLANNING RESPONSIBILITIES
COG planning ensures continued performance of core government functions during an
emergency. Without COG, such functions may not be performed at a time when they are
needed most. COG planning therefore requires a dedicated effort, with clear delineation of
responsibilities. The BOCC has identified key positions within the organization and
designated specific COG responsibilities to those individuals. The COG Team
Organizational Structure can be found in Annex C and the position responsibilities chart can
be found in Annex D.
IX. LOGISTICS
Weld County has determined to what level emergency operations can be sustained
internally, and has developed procedures to augment capacity beyond that level through
the acquisition of services, personnel, resources, and equipment necessary to perform
mission core functions.
A. Alternate Location
Choosing and preparing alternate locations is an integral part of COG planning.
Selecting appropriate and compatible alternate facilities is the responsibility the
COG Team. Any site selected as an alternate facility is ideally able to be
operational within 12 hours of COG plan activation and can sustain performance
of core functions for at least 30 days.
Each of these facilities is maintained on a regular basis and meets the following
criteria to support performance of core functions during COG activation:
• Sufficient space to accommodate essential personnel
• Adequate infrastructure, including electricity, backup power source, heating,
cooling, water, and sewer
• In-place security measures
• Parking lot or public transportation access
• Sufficient networking capabilities to support performance of core functions

Planning for an acute infectious disease outbreak will involve alternatives to staff
relocation/collocation such as "social distancing" in the workplace through
telecommuting or other means.
B. Interoperable Communications
Communications is an integral part of COG activation. Selecting appropriate and
compatible COG communications equipment is the responsibility of Information
Technology and Phone Services. The overall capacity should address concerns such
as:
• Initial operational readiness within twelve hours (fully operational within 48 hours)
and sustainable for a period of at least 30 days
• Secure communications links
• Interoperability to include intra- and inter-departmental COG communications and
County Emergency Operations Center (EOC)--to—alternate-facility communications
• Ability to communicate with customers
• Variable and redundant capability
• Ability to enable employees to perform core functions while working from home or
alternate location(s).
Under most conditions that may require Weld County to activate the COG plan,
communications will be primarily by standard, established communication methods
such as telephone land lines, two-way radios, cellular telephones, e-mail, Internet, and
the 800 MHz radio system. However, Weld County recognizes that as a result of some
disasters, standard communication methods may not be operable. Alternate methods of
communication may need to be utilized such as messengers or the use of HAM Radio
operators. The Weld County Local Emergency Operations Plan, ESF 2 Annex—
Communications, may be referenced for further information on communication in a
disaster.

X. TEST, TRAINING, AND EXERCISES
The effectiveness of a COG plan depends on employee awareness of COG
requirements. Each employee has an essential role Weld County's readiness including
designated successors and each department/division that provides or supports the
agency's ability to perform its core functions must know how to execute its portion of the
plan. In other words, each essential employee must "own" the plan.
To accomplish this goal, Weld County Departments will train all mission critical personnel
on COG planning and conduct COG drills, where personnel will use the COG plan in
response to a mock disaster. The plan is adaptable to various scenarios that range from
partial or short term to complete disruptions.
COG Team personnel will also test their plans, backup and recovery systems regularly. It
is through such testing that gaps can be identified and modifications made. A schedule of
testing, training, and exercises is included in this plan. Within two weeks of implementing
an exercise, the department leader will conduct an after-action review of the exercise so
that participants will understand what they did well and ways they can improve their
responses to COG situations. The department leader will write an after-action report that
summarizes the points raised during the after-action review and provide a copy to the
COG Team.
XI. MULTI-YEAR STRATEGY AND PROGRAM MANAGEMENT PLAN
To have a viable COG capability, Departments must sustain a high level of readiness and
be prepared to implement the COG plan with or without warning. Weld County will
develop a multi-year strategy and program management plan to accomplish this state of
readiness. The COG Team will routinely assess the needed capacity of the
departments/agencies, capabilities of personnel, and associated resources and modify its
program management plans accordingly.

XII. COG PLAN MAINTENANCE
The COG Team will review and update its plans annually. The work of the COG team does
not end with the development and implementation of a COG program. An effective COG
plan will not remain viable without regular review and revision.
