RESOLUTION
RE: APPROVAL OF SPECIAL USE PERMIT FOR A WATER STORAGE TANK
FOR THE TOWN OF KEENESBURG.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, held a public hearing on the 18th day of October, 1978
at the hour of 2 : 00 o'clock p.m. , in the Chambers of the Board
of County Commissioners, for the purpose of hearing the applica-
tion of the Town of Keenesburg, for the granting of a Special
Use Permit for a water storage tank on the following described
real estate, to-wit:
That portion of the Southwest Quarter of Section 34,
Township 2 North, Range 64 West of the 6th Princi-
pal Meridian, County of Weld, State of Colorado
more particularly described as follows:
Considering the North line of the Northeast Quarter
of said Section 34 as bearing North 89°39'55" East
and with all bearings contained herein relative
thereto.
Beginning at the North One Quarter corner of said
Section 34; thence along the North-South center-
line of said Section 34 South 00°31'37" East
2616.78 feet to the center Quarter corner of said
Section 34; thence South 13°35'06" West 1441.12
feet to the TRUE POINT OF BEGINNING; thence South
00°27'15" East 250.00 feet; thence South 89°32'45"
West 250.00 feet; thence North 00°27'15" West
250.00 feet; thence North 89°32'45" East 250.00
feet to the TRUE POINT OF BEGINNING.
The above described parcel contains 1.43 acres,
more or less.
WHEREAS, the petitioner was present, and
WHEREAS, evidence was presented in support of the grant of
the Special Use Permit for a water storage tank on the above
described real estate, and
WHEREAS, Section 3. 3 (E) (2) of the Weld County Zoning Resolu-
tion authorizes such a use in an Agricultural District upon appro-
val by the Board of County Commissioners, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, heard all the testimony and statements of those present,

has studied the request of the petitioner and the recommendations
of the Weld County Planning Commission and all of the exhibits
and evidence presented in this matter, and having been fully in-
formed and satisfied that the request for a Special Use Permit for
a water storage tank on the hereinabove described real estate, con-
forms to the purposes of Section 3. 3 (E) (2) of the Weld County
Zoning Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the application of the
petitioner for a Special Use Permit for a water storage tank on
the hereinabove described tract of land, be and hereby is, granted
subject to the Development Standards contained in the Special Use
Permit.
BE IT FURTHER RESOLVED by the Board that the reasons for
approval contained in the Planning Commission recommendations
dated September 5, 1978, be and hereby are, incorporated as the
findings of fact of the Board of County Commissioners in this
matter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 18th day of
October, A.D. , 1978 .

P. C. RECOMMENDATION
September 5, 1978
The Comprehensive Plan further states :
"Proliferation of service districts shall be
opposed while consolidation of existing service
districts shall be encouraged when it tends to
improve the efficiency and economy of the
service. "
This facility will substantially upgrade the Town of
Keenesburg' s water service and provide for peak usage and
fire flow requirements of the Town.
2. It is the opinion of the Planning Commission that this proposed
operation is in compliance with the provisions of Section
3. 3. (E) (2) of the Weld County Zoning Resolution. The proposed
use will be compatible with the surrounding area, in harmony
with the character of the neighborhood and existing agricultural
uses , compatible with the future development in the area and will
not adversely affect the health, safety, and welfare of the
inhabitants of the area and the county.
This determination is based upon the following:
A. The Weld County Health Department has indicated that this
request appears to have no conflict with existing local
health regulations; however, the applicant shall meet all
requirements of the Water Quality Control Division of the
Colorado Department of Health .
B. The Brighton Soil Conservation District could find no
problems with this project .
C. The Weld County Engineering Department has indicated that
no engineering problems are anticipated by this request .
The access to the site is to remain a private access.
D. The Colorado Geological Survey has no objection to the
approval of this request provided the applicant conducts
soil engineering tests to determine proper engineering
design.
E. The Division of Water Resources has no objection to the
request . It was noted that a well permit is required
prior to well construction.
F. The Colorado Department of Health indicated the project
is consistent with the goals and objectives of their
agency.
G. To date our office has not received any opposition to
this request from any of the surrounding property owners.

P. C. RECOMMENDATION

The Planning Commission recommendation for approval is
conditional upon :
1. The attached Development Standards being recommended and
approved for the Special Use Permit .
2. No building or electrical permits shall be issued on the
Special Use Permit until the Development Standards for the
Special Use Permit have been placed on the Special Use
Permit plat and said plat has been delivered to the office
of the Department of Planning Services .
The Planning Commission also recommended the last sentence of
Development Standard #3 be deleted which reads : "The access
road shall be gravel surfaced. "

DEVELOPMENT STANDARDS
1. The permitted use on the hereon described parcel of land shall
be for the installation, operation and maintenance of above-
ground treated water storage to a 750, 000 gallon capacity as
shown hereon and all other uses permitted by right in Section
3. 3B of the Weld County Zoning Resolution. Major facilities
shall be limited to those shown hereon.
2. The site shall be enclosed by a 6 foot high chain link security
fence as shown on the SUP plans .
3. All accesses shall have the approval of the Weld County
Engineering Department . All accesses shall be constructed in
accordance with the recommendations and/or requirements of the
Weld County Engineering Department . The access road shall
be gravel surfaced.
4. All construction, electrical work and fabrication will be done
in accordance with the Weld County Building Code.
5. The appearance of the facility shall be maintained in a neat
and orderly condition through periodic painting and maintenance.
6. The Special Use Permit area shall be maintained in such a
manner so as to prevent soil erosion, fugitive dust , and the
growth of noxious weeds .
7. The applicant shall conduct soil engineering tests for proper
engineering design of foundations and concrete slabs.
8. The Special Use Permit shall be limited to the plans shown
hereon and governed by the Development Standards stated above
and all applicable Weld County Regulations. Any material
deviations from the plans and/or Development Standards as
shown or stated above shall require the approval of an ,
amendment to the Specail Use Permit by the Planning Commission
and the Board of County Commissioners bofore such changes
from the plans and/or Development Standards shall be permitted.
Any other changes from the plans and/or Development Standards
shall be filed in the office of the Department of Planning
Services.

The Weld County Planning Commission held a scheauled meeting on
September 5, 1978, at 1 : 30 p. m, in the Weld County Centennial
Center County Commissioners Hearing Room, first floor, 915 10th Street ,
Greeley, Colorado.

Chairman Carlson first introduced the two members of the Planning
Commission being James Gilbert and Fred Otis . The minutes of the
August 15 , 1978, meeting were then unanimously approved.

LOCATION: 1 miles east and 1 miles north of Erie
SUBJECT: Change of Zone from "A" Agricultural Zone District to
"E" Estate Zone District
APPEARANCE: Fred Ginsberg
DISCUSSION: This application was heard by the Planning Commission
and denied on July 18, 1978. No reasons for denial were given at
that time. Mr. Ginsberg, attorney for the applicant , then requested
a re-hearing by the Planning Commission which was granted on August
1, 1978. Mr. Ginsberg then stated that the Wieck ' s desire to rezone
33 one acre parcels to create a subdivision . The property is adjacent
to the Carmacar Subdivision on the north and the Parkland Subdivision
to the south. The Erie Comprehensive Plan is still in effect . There
are no changes proposed for the Plan and is thus in agreement with the
proposal . Water is presently on the property . Mr. Ginsberg also stated
that there is little residential growth in the county and it is time
for a change. He also asked that the Planning Commission take into
consideration as well that the Planning Staff is also in favor of the
change of zone. Mr. Ginsberg requested that the recommendation by
the Planning Staff be read into the record. Mrs . Norton stated this
had already been done at the previous hearing. Melvin Dinner, attorney
representing Mr. and Mrs . Kenneth Koch and the Erie Coal Creek Ditch
and Reservoir Company , stated he had no objection to this the
record reflect the entire transcript of the previous proceeding as
part of this hearing. Discussion followed as to whether this was a
continuation of the previous hearing or a completely new hearing. After
consultation with Mrs . Norton , Mr. Carlson stated it would be a complete
new hearing. There being no questions or comments at this time, Chuck
Cunliffe read the staff ' s recommendation for approval . Melvin Dinner
at this time very strongly expressed his opposition to the proposal in
representing his clients as regards pollution because of increased

traffic and the air strip and because it would increase taxes sub-
stantially. lie feels also it is not desirable to have a subdivision
adjacent to a ditch system which would involve over half the lots
proposed and feels this ground should be left as is because it is
prime agricultural land. Mr. Dinner also stated a septic tank system
would not be appropriate . It should be on a sewer system. He also
expressed opposition because the proposal is totally deficient of an
environmental impact statement . David Oscarson , President of the Erie
Coal Creek Ditch and Reservoir Company, again expressed concern
basically in regard to higher taxes and more pollution that would be
created. Shirley Koch also stated that she was strongly opposed as
there would be no service areas or jobs close which would eventually
create more pollution and traffic for people to get to jobs elsewhere
and is concerned that the septic sewer system would contaminate the
ground water. Frank Suckla expressed concern in that he feels with a
5/8" water tap there will not be enough water for the one acre parcels .
General discussion followed regarding the Town of Erie and what their
position would be regarding the fire district and what services would
be available . Also the problems that are involved with building homes
next to a ditch , Virginia Thurman expressed concern about the noise
and safety involved with building a subdivision next to an airstrip.
MOTION: Be it therefore resolved to deny the application based on the
following : 1 ) The proposal is not in conformance with the Weld
County Comprehensive Plan which sets forth that new residential
developments should be located adjacent to existing municipalities and
should be served by municipal services ; 2 ) The proposal is not in
conformance with the Weld County Comprehensive Plan in that the Plan
sets forth that new residential developments which are not closely
connected to and served by municipal utilities and services shall be
discouraged; 3) The proposal is not in conformance with the Weld
County Comprehensive Plan in that the development is to be located on
prime agricultural lands . This is basically in conflict with the Weld
County Comprehensive Plan in that the Plan sets forth as a basic
premise that prime agricultural lands should he preserved for
agricultural use; 4 ) The Planning Commission is in disagreement with
the evaluation set forth by the Department of Planning Services staff
in that the Planning Commission does not feel that changing conditions
in the area now justify a new zoning classification on the property
involved . Motion by Percy Hiatt , seconded by Irma White. A vote of
"aye" was cast by Chuck Carlson , Percy Hiatt , Jerry Kiefer, Frank
Suckla, Bette KounLz , and Irma White. An abstention vote was cast by
James Gilbert and Fred Otis . Motion carried.

SUBJECT: Change of Zone from "E" Estate Zone District to "C"
Commercial Zone District
APPEARANCE FOR BOTH APPLICANTS : Jerry McRae
DISCUSSION : Both of these applications were continued from the
August 15 , 1978, Planning Commission hearing so that members of the
Planning Commission could take a field trip to the properties . This
hearing is also open for further testimony . The Planning Commission
made a field trip on the morning of September 5 , 1978. Mr. McRae
again briefly stated in reviewing the proposals that the applicants
are making these requests because 18th Street is changing in character
and the uses on the property are diminishing. Both applicants are
willing to cooperate with the Department of Highways in their request
for an additional right-of-way along 18th Street and will also
cooperate with both the city and the county in prodividing additional
setbacks . The requests also will not demand additional utilities .
At this time Mr. McRae presented the members with a list of businesses
and residences numbering approximately 60 presently along East 18th
Street . There being no questions or comments at this time, Chairman
Carlson then opened discussion and comments from the audience. William
Bearer, surrounding property owner, again expressed his opposition
regarding safety of children with regard to truck traffic from 18th
Street going south from Balsam Avenue and the 34 By-Pass . Also, he
expressed concern with more dust and rising taxes . Johnnie Bernhardt
stated he did not feel his proposed business would create any more
dust than there is now because the roads would be paved and would not
be interfering with anything. Discussion followed regarding the
proposed access Mr. Bernhardt plans to utilize. Don Bell was concerned
with possible noise levels which could possibly be created with
refrigeration or compressor units . Mr. Bliss said in response that he
is proposing to have chipping potatoes and no refrigeration units
would be used . Bette Kountz expressed concern for the safety of the
children from trucks turning from Balsam Avenue onto East 18th Street
as did Chairman Carlson . ' Discussion followed.
MOTION (Robert D. Bliss ) : Be it therefore resolved to deny the
application based on the staff ' s recommendation to the Board of County
Commissioners. Motion by Jerry Kiefer, seconded by Bette Kountz. A
vote of "aye" was cast by Percy Hiatt , Jerry Kiefer, and Bette Kountz.
A vote of "no" was cast by Chuck Carlson and Irma White. Abstention
votes were cast by Frank Suckla, James Gilbert , and Fred Otis . Motion
carried for denial 3 to 2 .

Kay Norton at this time read into the record a letter from Ms . Dianne
Sears , Observer Corps Chairperson of the Greeley-Weld County League
of Women Voters . This letter stated that the League wishes to promote
informed and active participation by citizens in governmental agencies
and interest in private public service organization and that one way
they do this is to have an observer from the League present at Planning
Commission meetings . They would not , however , take part in any of
the meetings .

APPEARANCE: James D . Klein and Charles Dickson
DISCUSSION : Mr. Klein presently owns Centennial Ag Supply and farms
150 acres . IIe is requesting the change of zone for 10 acres he owns
to expand his agri-business. Fertilizer which will be stores on this
10 acr(.s will be liquid fertilizer only . No chemicals will be used
at all . This operation was created on its own because of demand from
farmers in the area for the product . There being no questions at this
time, Tom Honn read the staff ' s recommendation for tabling the
application . At this time, Mrs. Louis Klein expressed her concern for
possible traffic problems , underground water and ditch contamination if
there is a leak of other problems, and possible air pollution . She
also is not in favor of tank storage on this property . Mr. Dickson
assured her it would not be chemical tank storage. Discussion followed
regarding access onto the property. Mr. Klein then explained to the
members how his business got started and how the fertilizer is used.
There was also some discussion regarding the boundary lines of the
property in question and adjustment of it on the plat . The recommendation
by the State Department of Highways regarding the proposal was also
discussed .

Planning Staff and the applicant have an opportunity to re-present
it to the Planning Commission with the new legal description. Motion

the entire system which calls for construction of a new potable water
storage tank which will be 30 ' high and 38 ' in diameter with a capacity
of 250 , 000 gallons . This tank will be adequate until the year 1995.

the south line of Section 34 . A well is also planned for the site.
' There being no questions at this time , Tom Honn read the staff ' s
recommendation for approval and the Development Standards . Mr.
Patterson said he agreed and understood the comments and Development
Standards , but the Town could not afford to gravel the road as requested
in Development Standard #3. Mr. Honn stated this could be deleted
from the requirements. Discussion also followed regarding the chain
link fence and the time involved in constructing it .
MOTION: Be it therefore resolved to approve the application with the ,
deletion of the last sentence in Development Standard #3 which reads :
"The access road shall be gravel surfaced. " Motion by Percy Hiatt ,
seconded by Bette Kountz. A vote of "aye" was cast by Chuck Carlson ,

of the operation as it progresses . A reclamation plan will be utilized.
Discussion followed regarding access. There being no questions at this
time, Tom Honn read the staff ' s recommendation for approval and the
Operation Standards . Mr. Otis expressed concern for the safety of
the children on both sides of the river. Mr. McRae indicated they
were concerned as well , but did not feel it would be feasible to have
a fence around the area as there are other gravel pits in the area
that they could also play around.
MOTION: Be it therefore resolved to recommend approval with the
Development Standards to the Board of County Commissioners based on
the staff ' s recommendation . Motion by Irma White , seconded by James
Gilbert . A vote of "aye" was cast by Chuck Carlson , Jerry Kiefer,
Frank Suckla, James Gilbert , Fred Otis , Bette Kountz, and Irma White.

REQUEST BE approved FOR THE FOLLOWING REASONS :
1. It is the opinion of the Department of Planning Services staff
that this request is in agreement with the Weld County
Comprehensive Plan. Said Plan states :
"Utilities and public goods and services provide for
community needs of the people throughout Weld County'
. . . 'the Board of County Commissioners is not only
responsible to the public to see that these facilities
are adequately supplied and that they meet certain
standards , but also to minimize the costs of
providing these facilities. "
The Comprehensive Plan further states :
"Proliferation of service districts shall be opposed
while consolidation of existing service districts
shall be encouraged when it tends to improve the
efficiency and economy of the service. "
This facility will substantially upgrade the Town of Keenesburg's
water service and provide for peak usage and fire flow require-
ments of the Town.
2. It is the opinion of the Department of Planning Services staff
that this proposed operation is in compliance with the provisions
of Section 3. 3. (E) (2) of the Weld County Zoning Resolution. The
proposed use will be compatible with the surrounding area, in
harmony with the character of the neighborhood and existing
agricultural uses , compatible with the future development in
the area and will not adversely affect the health, safety, and
welfare of the inhabitants of the area and the county.
This determination is based upon the following :
A. The Weld County Health Department has indicated that this
request appears to have no conflict with existing local

health regulations, however the applicant shall meet
all requirements of the Water Quality Control
Division of the Colorado Department of Health.
B. The Brighton Soil Conservation District could find
no problems with this project .
C. The Weld County Engineering Department has indicated
that no engineering problems are anticipated by this
request . The access to the site is to remain a
private access.
D. The Colorado Geological Survey has no objection to
the approval of this request provided the applicant
conducts soil engineering tests to determine proper
engineering design.
E. The Division of Water Resources has no objection to
the request . It was noted that a well permit is
required prior to well construction.
F. The Colorado Department of Health indicated the project
is consistent with the goals and objectives of their
agency.
G. To date our office has not received any opposition
to this request from any of the surrounding property
owners.
The Department of Planning Services staff recommendation for approval
is conditional upon :
1. The attached Development Standards being recommended and
approved for the Special Use Permit .
2. No building or electrical permits shall be issued on the
Special Use Permit until the Development Standards for the
Special Use Permit have been placed on the Special Use
Permit plat and said plat has been delievered to the Office
of the Department of Planning Services.

Your application and related materials for the above described request are
complete and in order with the exception of subbmitting the following:
a. Evidence that the Town of Keenesburg has legal interest in _
the property on which the Special Use Permit is being
requested. This can be a copy of a deed, purchase contract
or other legal instrument . If this is not available , a / 1
letter granting Power of Attorney to the Town of Keenesburg
to act as agent from the executor of the Steinwald estate ;
will be needed.
b . Evidence or clarification that the Town of Keenesburg has
the right in ingress and egress across the Steinwald estate
property from County Road 55 to the proposed Special Use
Permit area.
c. A recording fee of $10 made payable to the Weld County Clerk

I hereby certify that pursuant to a notice dated September 11,
1978, duly published September 14, 1978 and October 5, 1978
in the Johnstown Breeze, a public hearing was held on the
request of the Town of Keenesburg for a Special Use Permit
for a water storage tank. Richard Patterson, Engineer for
the Town, presented the application and explained the need
for the water tank. After all testimony and evidence
was received, Commissioner Jacobucci made a motion to grant the
SUP subject to the development standards as recommended by the
Weld County Planning Commission. Commissioner Roe seconded
the motion and it carried unanimously. All five commissioners
were present for the hearing.

DEVELOPMENT STANDARDS
1 . a. Total acreage of site -- 1 .43 + Acres
b. Total surface area of proposed facilities -- .03 + Acres
2. No residential , commercial , industrial or recreational uses are
proposed for this site. It is proposed that facilities be
constructed in order to provide an adequate water supply for
present and future needs of the Town of Keenesburg.
3. Proposed construction shall consist of:
a. A 38 ft. dia. by 30 ft. high steel storage tank for potable
water.
b. A deep well approximately 700 ft. deep with 8 inch casing.
c. A concrete block well control and chlorination building
approximately 12 ft. by 12 ft.
d. Miscellaneous piping installation to provide delivery to and
from the various aforementioned installations.
4. No domestic or irrigation water supplies are to be required on the
site.
5. No restroom or cleaning facilities are to be placed on the site.
6. No area lighting is proposed on the site. Lighting is only pro-
posed inside the control and chlorination building.
7. All design and construction shall conform to applicable local ,
state and national codes and standards.

8. Operation and maintenance of the proposed facilities shall be performed
by an individual licensed by the State of Colorado to perform said work.
9. Financing of the proposed improvements is by means of grants and loans
from the United States Department of Agriculture - Farmers Home Admini-
stration.
FACTORS IN CONSIDERING THE SPECIAL USE PERMIT
REQUEST FOR CONSTRUCTION OF WATER SYSTEMS IMPROVEMENTS
FOR THE TOWN OF KEENESBURG, COLORADO
1 . Existing wells and storage facilities are not capable of providing an
adequate water supply to meet peak usage and fire flow requirements of
the Town.
2. The proposed improvements will provide for the Town' s present needs and
anticipated growth until approximately 1995.
3. The proposed tank site is the area nearest the Town with sufficient
elevation to provide adequate pressures to the water users.
4. The proposed improvements will have little or no effect on the existing
roads and utilities in the area. All existing roads and utilities are
adequate to serve the proposed improvements.

The following are comments regarding your request for soil site infor-
mation for the town of Keenesburg water system well site and water
storage tank, located in the SWW of Sec. 34, Twp. 2N, Range 64W, Weld
County, Colorado.
The well and storage tank site are to be located on the soil type Weld
loam, 1 to 3 percent slopes. This is a deep, well drained soil with
slow permeability and high available water capacity. The soil exhibits
only slight limitation for shallow excavation, but does exhibit a mod-
erate limitation for commercial construction due to low strength and
the shrink-swell potential. Soil engineering tests should be made for
proper engineering design of foundations and concrete slabs.
There are no flooding hazards for this site and if a water table exists
it is at a depth greater than 6 feet.

information.

This is a deep, well drained soil on smooth plains at elevations of
4850 to 5000 feet. It formed in eolian deposits.
Included in this unit are some soils with loam and light clay loam
subsoil. Also included in mapping were some leveled areas.
Typically the surface layer is brown loam about 8 inches thick. The
subsoil is brown to pale brown heavy clay loam to light clay about
20 inches thick. The substratum, to a depth of 60 inches , is a silt
loam or loam.
Permeability is slow. Available water capacity is high. Effective
rooting depth is 60 inches or more. Surfaces runoff is slow and a �.
erosion hazard is low.
Where irrigated this soil is suited to all crops adapted to this area,
including corn, sugar beets , beans , alfalfa, small grains, and onions.
An example of a suitable cropping system is alfalfa 3 to 4 years .",
followed by corn, corn for silage , sugar beets , small grain, beans and
back to alfalfa. Some conservation practices such as land leveling,
ditch lining and pipelines may be needed for proper water applications.
All methods of irrigation are suitable with furrow irrigation the
most common type used. Barnyard manure and commercial fertilizers
are needed for top yields along with maintaining good organic matter
content.
This soil is well suited to winter wheat, barley and sorghum, with
alternate years being in summer fallow. Winter wheat is the principle
,
crop. If the crop of winter wheat should fail due to winter kill, -
spring wheat may be seeded. Normally, precipitation is too low to
make beneficial use of fertilizers.
Good cultural practices such as stubble mulch farming, strip cropping
and minimum tillage are needed to combat wind and water erosion.
Terracing may also be needed to control water erosion.
The potential native vegetation on this soil is dominated by blue grama.
Several midgrasses such as western wheatgrass and needle-and-thread
are also present. Potential production ranges from 1600 pounds per -
acre in favorable years to 1000 pounds per acre in unfavorable years.
When range condition deteriorates , the midgrasses decrease , blue grama,
buffalograss , snakeweed , yucca and• fringed sage increase and production

drops. Undesirable weeds and annuals invade the site as range -
condition becomes poorer.
Management of vegetation on this soil should be based on taking
half and leaving half of the total annual production. Seeding is
advisable if range is in poor condition. Sideoats grama, little -

bluestem, western wheatgrass , blue grama, pubescent wheatgrass and
crested wheatgrass are suitable for seeding. The grass selected
should meet the seasonal requirements of livestock. For successful
seeding, a clean, firm, sorghum stubble -- prepared the growing
season prior to seeding -- or a firm, prepared seedbed and grass
drill should be used. Early spring seeding has proven most successful.
Windbreaks and environmental plantings are generally well suited on
this soil. Suuuuer fallow a year prior to planting and continued
cultivation for weed control is needed to insure establishment and

survival of plantings. Trees that are best suited and have good

survival are Rocky Mt. juniper, eastern redcedar, ponderosa pine,
Siberian elm, Russian olive and hackberry. Shrubs best suited

are skunkbush sumac , lilac, Siberian peashrub and American plum. ;
Openland wildlife, such as pheasants , mourning doves and cottontails
are best adapted to this soil. Wildlife habitat development, including
tree and shrub plantings as well as grass plantings to serve as

nesting areas should be successful without irrigation during most
years. Under irrigation good wildlife habitat developments could be
established that would benefit many kinds of openland wildlife.
This Weld soil has a good potential for urban and recreational
development. The primary limiting soil features for urban development
are the shrink-swell potential of the subsoil as it wets and dries
and the soils limited ability to support a load. Lawns , shrubs
and trees for beautification will do well.
