MINUTES
BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
AUGUST 3, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 3, 2016, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

e MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of August 1, 2016, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.
PRESENTATIONS:
• 1) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS - ROBERT ELKINS:
Chair Freeman read the certificate recognizing Mr. Elkins for his years of service with the County.
Jay McDonald, Director of the Department of Public Works, stated in our environment things break and
you need a welder to make repairs and need things to be done right and in a timely fashion and Mr. Elkins
provided this service to the County. Duane Naibauer, supervisor, presented the plaque and pin to
Mr. Elkins and briefly described his excellent work history as a Welder and Fabricator both for the County
and elsewhere prior to that. He stated Mr. Elkins exemplified vast knowledge and structural integrity in
all areas from small repairs to specialty projects. Mr. Naibauer extended his con ratulations and stated
he has enjoyed working with Mr. Elkins and wishes him a wonderful retirement. It2 Mr. Elkins stated it
has been an honor to work for Weld County and he hates to leave his job but he has cancer and needs
to focus on getting well. He expressed his appreciation for the job, the people and stated that he loved
everything about his job. El Commissioner Kirkmeyer stated her thanks for the exemplary way

Mr. Elkins carried out his job for the County; however, she also hopes he can enjoy retirement and she
offered the prayers and thoughts of the Commissioners will be with him as he faces this challenge. She
reminded him that he is still a part of the team at Weld County. El Commissioner Moreno reiterated
the importance of Mr. Elkins being a part of the Weld County family and also extended his prayers will
be with him as he faces this challenge. He also thanked Mr. Elkins for his service and specifically
mentioned his excellent work on the temporary bridge project. El Commissioner Conway echoed his
fellow Commissioners and stated as a 10 -year cancer survivor, that he can beat the cancer and
encouraged him to stayt ositive. He also thanked him for his service and that he will remain in his
thoughts and prayers. Chair Freeman agreed with all that was said and also extended his thanks
for a job well done and for the role Mr. Elkins played in some very special projects throughout the County.
He also expressed his best wishes and stated his thoughts and prayers will also be with him as he faces
this new journey. (Clerk's Note: The Commissioners paused for a photo opportunity and Janet Lundquist,
Department of Public Works, interjected that Mr. and Mrs. Elkins have been married for 45 years and
have a lot to celebrate.)
a PUBLIC INPUT: Steve Teets, Greeley resident, remarked that the Commissioners have been very
busy in the last few months and it is encouraging to see how they care about the County. He stated he
is concerned about medical transportation in the County and that First Transit needs help to get people
to medical care. He mentioned the Yellow Cab dispatching was in Denver but now it is located in Georgia
and that is a big problem regarding medical transit. Mr. Teets stated his second concern is regarding the
Syrian refugees that President Obama is allowing to come into the country and that Weld County has
enough refugees. This is concerning because it takes resources away from local residents and he is
curious how the County Commisioners stand on this issue. CI Commissioner Kirkmeyer described her
conversation with Senator Gardner stipulating the necessity to allow local government to participate in
the coordination and decision making process regarding whether refugees can be placed in their
communities before it happens because it taxes resources and complicates allocation for residents in
need, versus refugees who get moved to the front of the line. Senator Gardner responded in agreement
and has committed to working with the Board regarding future decisions. In response to Mr. Teets, she
stated she can communicate his request that the community be involved as well as elected officials.
Commissioner Conway addressed Mr. Teets' concerns regarding First Transit and explained the
Board shares his concerns. He reviewed the meeting that took place with First Transit which was helpful
in pursuing solutions to these concerns. Commissioner Conway agreed that Medicaid should be involved
in future discussions and, now that the concerns have been brought to the attention of First Transit, the
goal is to move forward and figure out how to improve the system. He thanked Mr. Teets for his concerns
and agreed that changes need to be made.
COMMISSIONER COORDINATOR REPORTS: Ei Commissioner Moreno thanked
Commisisoner Kirkmeyer for all the work she does regarding natural gas and mentioned the grand
opening of the Natural Gas Station in Eaton. He further mentioned his attendance at the open house for
Youth and Family Connection that was well attended, and the ACE Leadership Training at the Greeley
Country Club with Don Yeager as the speaker which was also well attended and very inspiring.
Commissioner Moreno stated he attended a breakfast for the Habitat for Humanity that was very
encouraging; and, lastly he attended a training regarding the Urban Renewal Boards and is excited to
better understand the purpose behind serving on these Boards. Commissioner Kirkmeyer shared
that she took her grandsons to the Weld County Fair and as she reflected on all of the contracts approved
by the Board prior to commencement, she stated the outcome was another huge success. Commissioner
Kirkmeyer described the National Night Out as well attended and focused on what we can do to promote
safety and support our law enforcement and first responders. She also attended the Gilcrest Town Board
meeting to discuss an issue with County Road (CR) 42 and that it was well received. She again mentioned

the Grand Opening of the 8th Compressed Natural Gas (CNG) station in Weld County and how amazing
it is to be able to report that there are now fleets converting to CNG. Furthermore on that point,
Commissioner Kirkmeyer shared that the United States Department of Transportation is requesting the
County identify energy corridors offering alternative fueling stations. Lastly, Commissioner Kirkmeyer
mentioned the Town of Kersey parade on Saturday at 9:00 a.m. to kick off Kersey Days.
O Commissioner Conway reported attending the Fort Lupton Law Enforcement Appreciation luncheon
which had good representation from several law enforcement departments in the area and over 150
people showed up to say thank you to law enforcement. Commissioner Conway also reported speaking
at COGA to young professionals that meet together to discuss land use hearings and the challenges that
elected officials face in the Oil and Gas Industry and he stated the reoccurring theme was to be a good
neighbor. Commissioner Conway reiterated the importance of the STAC meeting and the request to
identify the alternative energy corridors and that Weld County has more than any other County in the
State. He personally thanked Elizabeth Relford for her help on compiling the list of designated locations.
Commissioner Conway concurred with Commissioner Moreno regarding the ACE Leadership
presentation by Don Yeager; and lastly, he reported that Weld County is a recipient for the BRAVO Award
from BIZ West for regional cooperation and the County will be receiving the Tiger Grant to assist in
expanding 1-25. 0 Chair Freeman concurred that he had attended many of those commitments
already spoken about by his fellow Commisisoners, but he wanted to mention also attending the CR 29
Corridor meeting in Ault with several municipality leaders and that it went well. He stated that he was at
the Weld County Fair as well and agreed it was well attended and a huge success. Chair Freeman stated
the Ault Festival parade will be Saturday at 10:00 a.m.
BIDS:
12 1) PRESENT BID #61600123, CISCO ASR ROUTER - DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated eight (8) bids
have been received and staff will return with a recommendation on August 15, 2016.
NEW BUSINESS:
a 1) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR CONSTRUCTION OF
NEW OFFICE SPACE AND AUTHORIZE CHAIR TO SIGN - CHOICE BUILDERS: Toby Taylor, Director
of Department of Buildings and Grounds, presented the terms and provisions for the record.
Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion
was seconded by Commissioner Moreno, and it carried unanimously.
e 2) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR CONSTRUCTION OF
COURT HOLDING CELLS AND AUTHORIZE CHAIR TO SIGN - S2 GENERAL CONTRACTING, LLC:
Mr. Taylor explained the needed conversion of office space to holding cells for the court. Commissioner
Moreno moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
O 3) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR ELECTRONIC TICKETING
SERVICES AND AUTHORIZE CHAIR TO SIGN - FIRESTONE POLICE DEPARTMENT: Jack Statler,
Department of Public Safety Communications, gave a brief explanation of the agreement terms.
Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion,
which was seconded by Commissioner Kirkmeyer, carried unanimously.
O 4) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR CONCRETE DITCH REMOVAL
AND 24" RCP STORM DRAIN INSTALLATION WITH FOUR (4) INLETS AND AUTHORIZE CHAIR TO
SIGN - RE -3J WELD CENTRAL SCHOOL DISTRICT: Jay McDonald, Director of Department of Public

Works, reviewed the terms and conditions for the project to improve drainage and traffic flow. He
explained the school district will pay approximately $26,000.00 for the materials, and Weld County crews
will do the work at an estimated value of $32,000.00. Commissioner Conway moved to approve said
agreement and authorize the Chair to sign. Commissioner Kirkmeyer seconded the motion.
Commissioner Conway thanked the team and interjected that it has been a multi -year discussion.
Mr. McDonald stated it was a team effort. The motion carried unanimously.
ID 5) CONSIDER TEMPORARY CLOSURE OF CR 13 BETWEEN CR 54 AND U.S. HIGHWAY 34:
Janet Lundquist, Department of Public Works, reviewed the temporary closure, effective from
August 8, 2016, through October 31, 2016. She stated this closure will allow for construction of auxiliary
lanes, a railroad crossing, and a traffic signal. Ms. Lundquist reviewed the average daily traffic counts
and explained that message boards are already in place and that standard signs and barricades will be
used during construction to assist with diverting traffic. She explained one change to the detour route
based on neighbor input. Commissioner Moreno moved to approve said closure. Commissioner
Kirkmeyer seconded the motion and it carried unanimously.
6) CONSIDER PROPERTY USE AGREEMENT FOR IPAD AND AUTHORIZE CHAIR TO SIGN -
TOM COPE: Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to
sign. The motion was seconded by Commissioner Conway, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:47 a.m.
