1.0 INTRODUCTION
Discovery DJ Services, LLC ("Discovery"), a joint venture between Discovery Midstream Partners, LLC and Ward
Petroleum, is submitting this application for a Use by Special Review ("USR") Permit for a new compression and
processing facility in Weld County. This application is in accordance with the County Codes and the Site Specific
Development Plan and Use by Special Review Procedural Guide Submittal Checklist discussed during the original
pre -application meeting held on December 15, 2015 and subsequent updated pre -application meeting held on May
26, 2016.
This USR application is organized in an order to address the requirements of: i) the USR required submittal items,
and ii) the additional information as outlined in the pre -application meetings and summary letters as requested by
County staff. The details presented outline the proposed project, are preliminary, and are subject to change and
revision until final design and engineering are complete.
1.1 PROJECT OVERVIEW
Discovery is proposing to construct a new natural gas, crude oil and produced liquids gathering system and
associated facilities outside of Brighton, Colorado to facilitate the centralized collection of crude oil and
produced liquids while facilitating the delivery of pipeline quality natural gas and natural gas liquids to
regional markets. This will require, among several connected and interrelated activities, the construction of a
new natural gas and compression processing facility located approximately 4.3 -miles northwest of Lochbuie,
Colorado in the SW of Section 11, Township 1N, Range 66W; roughly 1.25 miles east of Weld County Road
31 and north of Weld County Road 10, where the gas will be processed to recover natural gas liquids
("NGL")'s for delivery to a nearby third party via a new 0.6 -mile NGL sales pipeline. Conversely, pipeline
quality natural gas off of the new compression and processing facility will be delivered to a new custody
meter station for sales to a third party transmission pipeline via a new 1.4 -mile residue gas sales pipeline.
The new compression and processing facility at ultimate build -out will incorporate the following major
equipment which will provide the necessary redundancy to allow the facility to run at a reduced capacity
during periods of maintenance or unscheduled downtime:
❖ One 12 -Inch, ANSI 600 Pig Receiver;
❖ One 8 -Inch, ANSI 600 Pig Launcher;
•b One 4 -Inch, ANSI 600 Pig Launcher;
❖ Two (2) 2 -Phase Inlet Separators;
❖ Six (6) 12 ft. O.D. x 20 ft. Tall, API 12F Atmospheric Storage Tanks;
•b Four (4) CAT 3516B, or comparable, Natural Gas Driven Compressors with Aftercoolers. The
respective compressors will be located in a noise attenuating structural building;
❖ One (1) Electric driven Vapor Recovery Unit ("VRU");
•• Two (2) 15-20 MMscfd Mechanical Refrigeration Unit ("MRU") NGL Recovery Plants. At full buildout,
the second MRU will essentially provide redundancy. If one MRU plant is down the other plant can
continue to operate and the facility would operate at reduced capacity. Each plant will consist of:

2.4 SPECIAL REVIEW USE QUESTIONNAIRE

2.5 WELD COUNTY ACCESS PERMIT APPLICATION FORM
A completed Weld County Access Permit Application Form is provided under Attachment D "Access Permit
Application".
2.6 EVIDENCE OF ADEQUATE WATER SUPPLY
Currently the proposed site does not have access to domestic or irrigation water. There currently is neither a
domestic or irrigation water source on the property. Discovery will apply for, but has not yet received, a
commercial well permit from the Colorado Division of Water Resources to drill a commercial water well to
service the site. A completed commercial well permit form has been provided under Attachment E.1
"Confirmation of Water Supply".
2.7 EVIDENCE OF ADEQUATE SEWAGE DISPOSAL
There currently is not a sewage disposal system on the property. Discovery will apply for, but has not yet
received, a septic permit through the Weld County Health Department in order to install a septic system /
leach field for sewage disposal services on -site. A completed septic permit application requesting approval
to install a leach field for sewage disposal to service this site has been provided under Attachment E.2
"Confirmation of Sewage Disposal".
2.8 CERITIFICATE OF CONVEYANCES FORM
A completed original Certificate of Conveyance is provided under Attachment F "Certificate of Conveyances".
2.9 NOTIFICATION REQUIREMENTS
In accordance with Section 23-2-260(B)(9) of the Weld County Code, a completed copy of the surrounding
property owner notification affidavit and certified list of all names, addresses, and the corresponding parcel
information within 500 feet of the property has been provided under Attachment G "Surrounding Property
Owner Notification Affidavit". The list was created from the Assessor records of Weld County and is current
as of June, 10, 2016.
2.10 EMERGENCY INFORMATION SHEET.
An original copy of the Emergency Information Sheet is provided under Attachment H "Emergency
Information Sheet".
2.11 NOTICE OF INQUIRY
This proposed plant site is located within the Intergovernmental Agreement (' IGA") Boundary with the City of
Ft. Lupton. The e-mail correspondence with the City of Fort Lupton is provided in Attachment I "Notice of
Inquiry".
2.12 APPLICATION FEE
A check for the required $2,500.00 application fee, made payable to Weld County, is submitted and
accompanies this Application.

2.13 INVESTIGATION FEE
An investigation fee will not be required for this Application.
2.14 DRAINAGE REPORT
The facility site will be graded to facilitate sheet flow drainage of stormwater offsite, with the overall grading
design changing the existing site imperviousness by less than 3%. Discovery is therefore requesting an
owner's exemption from the requirement for a temporary retention area. Please refer to Attachment J
"Applicant's Drainage Variance Request".
2.15 TRAFFIC STUDY
A memo outlining the anticipated traffic associated with the construction and normal operation of the site is
provided under Attachment K "Traffic Memo".
2.16 WASTE HANDLING PLAN
Solid wastes are not expected to be generated in any significant quantities. A 4 CY dumpster will be located
on site, screened from the adjacent properties, and will be emptied weekly by a third -party contractor. In
addition:
❖ No vehicles or outside equipment will be washed on site;
❖ Fuel will not be stored on site in quantities greater than 5 gallons;
• Maintenance activities will be limited to the equipment on site (i.e. compressors, pumps, control
valves);
❖ No vehicle maintenance will occur on site;
❖ No floor drains/trenches will be required in the maintenance shop.
2.17 DUST ABATEMENT PLAN
During the construction phase of the project, Discovery will utilize water trucks, as necessary, to suppress
dust. In addition, the Storm Water Management Plan will be followed to minimize soil erosion during the
construction phase of the project.
Following construction, temporary work areas and select areas around the facility will be stabilized with
native vegetation. Discovery will gravel the access drive, the circulation pattern and the parking areas.
2.18 FLOOD HAZARD DEVELOPMENT PERMIT (FHDP)
Not applicable. This project does not cross into any FEMA defined flood zones.
2.19 GEOLOGIC HAZARD DEVELOPMENT PLAN (GHDP)
Not applicable. The proposed site is not located within the Geologic Hazard Overlay District and therefore
the geologic hazard development plan not required.
2.20 SPECIAL REVIEW PLAT RECORDING FEE
A check for the required Special Review Plat Recording Fee of $21.00 ($11.00 first page + $10.00 per
additional page), made payable to Weld County, is submitted and accompanies this Application.
3.0 ADDITIONAL ITEMS

Response: The proposed site, owned by Alliance Investment Group -Fort Lupton, LLC (purchase
pending by Discovery), will be approximately 800 ft. wide x 860 ft. long (15.8 acres) and is
located in the northwest corner on parcel 147111000009 in Weld County, approximately 1.25
miles east of Weld County Road 31 and north of Weld County Road 10. Though the proposed
plant site is only 15.8 acres, Discovery plans to purchase the entire 243 -acre parcel.
The access road for the facility will come off the intersection of WCR 35 and Eagle St. and will
be 30 ft. wide with a 60 -foot turning radius.
The proposed facilities will receive wet natural gas from regional gathering via a new 29 -mile,
12 -inch natural gas pipeline for the recovery of Natural Gas Liquids ("NGL")'s and subsequent
delivery to a nearby third party via a new 0.6 -mile 4 -inch diameter NGL sales pipeline. Similarly,
pipeline quality natural gas off of the new compression and processing facility will be delivered to
a new custody meter station for sales to a third party transmission pipeline via a new 1.4 -mile 8 -
inch diameter residue gas sales pipeline. Produced water and natural gas condensate collecting
in the 12 -inch pipeline and front end of the gas plant will be delivered into atmospheric tanks,
where the produced water and condensate will be separated and trucked off -site for sale or
subsequent disposal in accordance with federal, state and local regulations.
A separate Use by Special Review application has been submitted to Weld County for the
respective pipelines, and a separate sub -division exception has been submitted to the County for
the proposed 1 -acre custody meter site located at the termination of the 1.4 -mile residue gas
pipeline.
The operation and control of the Discovery pipelines and associated facilities will be performed
out of the proposed compression and processing facility utilizing trained and qualified operators
and pipeline technicians, providing day-to-day operations and maintenance of the gas plant and
associated infrastructure in accordance with Discovery's written operating procedures and
federal, state, and local requirements. The gas plant will operate 24 hours / day, 7 days / week,
52 weeks / year.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of
the Comprehensive Plan.
Response: Section 22-2-10(D) of the Weld County Code states that "extraction of natural
resources is an important part of the economy of the County." The proposed compression and
processing facility will contribute to the expansion of the county's industrial economic base by
providing increased capacity for future marketing of oil and gas production in Weld County.
Additionally, Section 22-5-100 (A) states that a County goal is to "promote the reasonable and
orderly exploration and development of oil and gas mineral resources." The proposed facility is
consistent with this section in that the proposed site is within agricultural land, and is clustered
close to other oil and gas facilities. Per Chapter 22, oil and gas facilities are allowed as a use by
right in the A (Agricultural) Zone District. However, oil and gas storage facilities, oil and gas
support, and associated services require a Use by Special Review (USR) permit in Weld County.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
Response: Section 23-3-10 indicates that uses that are "more intense and have a potentially
greater impact" are permitted within the A (Agricultural) zone district. The operation of a
processing facility for oil and gas operations while minimally intrusive is more suited for less
densely populated areas such as the proposed site. In addition, the parcel currently has oil and
gas production and other associated oil and gas infrastructure on the property and within close
proximity. Section 23-3-40 also indicates that oil and gas support and service facilities are
acceptable as a Use by Special Review within the district.

4. What type of uses surround the site (explain how the proposed use is consistent and compatible
with surrounding land uses).
Response: The surrounding parcels are generally used for agricultural and commercial activities,
which would not be impacted by the proposed facility. In addition, as outlined under Item no. 3
above, the property in which the proposed facility would be located currently has oil and gas
production and other associated oil and gas infrastructure on the property and within close
proximity.
5. Describe, in detail, the following:
a. Number of people who will use this site
Response: Approximately 6-12 people per day, including full time employees,
contractors and third party truck drivers.
b. Number of employees proposed to be employed at this site
Response: There will be approximately 7-10 full-time employees working at this site.
Two shifts per day are anticipated. The day shift will have approximately 6-8 full time
employees, followed by a night shift with a 2-3 employees. Shift hours have yet to be
confirmed, but a typical shift rotation may be 6 a.m. to 6 p.m.
c. Hours of operation
Response: The hours of operation for the facility will be 24 hours per day, 7 days per
week, 365 days per year.
d. Type and number of structures to be erected (built) on this site
Response: There will be up to four (4) compressor units located in a noise attenuating
structural building (approximately 3,000 SF), pre -fabricated Power Distribution Center
(" PDC") building (approximately 20 ft. wide x 40 ft. long x 14 ft. high), and an
operations/warehouse building (approximately 2,400 SF) located onsite.
e. Type and number of animals, if any, to be on this site
Response: There will be no animals on site.
f. Kind of vehicles (type, size, weight) that will access this site and how often
Response: During construction, semi -tractor trailers will be used to haul equipment and
materials to the site, along with passenger cars / trucks for site workers and
construction management. Following construction of the facility, during normal
operation, the following vehicles are anticipated to access the site: Passenger
Cars/Pickups (approximately 15-20 round trips per day) and 200 Bbl. Tanker
Trucks/Tandem Trucks (approximately 2-3 round trips per day).
g. Who will provide fire protection to the site
Response: The Fort Lupton Fire District provides fire protection to this area. A referral
packet will be sent to the District by the County. In advance of the USR submittal,
Discovery has met with the district Fire Marshal who has reviewed the proposed site
layout, ingress / egress, and fire protection and emergency response plans.
h. Water source on the property (both domestic and irrigation)
Response: There currently is neither a domestic or irrigation water source on the
property. Discovery will apply for, but has not yet received, a commercial well permit

from the Colorado Division of Water Resources to drill a commercial water well to

i. Sewage disposal system on the property (existing and proposed)
Response: There currently is not a sewage disposal system on the property. Discovery
will apply for, but has not yet received, a septic permit through the Weld County Health
Department in order to install a septic system / leach field for sewage disposal services
on -site.

If storage or warehousing is proposed, what type of items will be stored
Response: The proposed facility includes an operations / warehouse building. The
warehouse portion of the building will be utilized for performing day-to-day maintenance
activities on small equipment, valves, etc. associated with the facilities and will include
storage of lube oil, heat transfer oil, grease, and small quantities of solvents (less than 5
gallons), as well as spare parts and small materials will be stored on site for daily
operations. Safety Data Sheets ("SDS")'s for all materials will be maintained on -site and
can made available upon request.
The following materials are expected for a plant of this type:
1. Heat Transfer Oil
2. Lube Oil
3. Methanol
4. Ethylene Glycol
5. Grease
All chemicals/oils will be stored and handled as per the guidance provided on the
Safety Data Sheets (SDSs).
Any (liquid wastes will be temporarily stored in a container approved for that waste.
Any solid wastes (i.e. used oil filters) will also be temporarily stored in containers
approved for the waste in question. Clean Harbors (cleanharbors.com) or a similar
third party waste recycling/disposal service will be used to recycle or dispose of all
chemical/oil wastes as required by state and federal regulations.
A 1 -acre pipe storage area is planned for the northwest corner of the facility to store
pipe for emergency repairs of the respective pipelines constructed as part of the
proposed Project. All pipe will be stored on fabricated steel pipe racks. The location of
the proposed pipe storage area is detailed in Attachment C "USR Site Plan".
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as
a landscape plan map as part of the application submittal.
Response: There is no existing screening at the site, however, no additional landscaping is
proposed with this application. The site will be partially graveled inside the fence line and re -
vegetated with native grass outside the fence line in areas that may have been disturbed during
construction activities. The facility will be enclosed with a 6 -foot chain link fence with a 2 -foot
outrigger with 3 -strands of barbed wire. All equipment will be painted desert tan, or similar color
to facilitate blending with the natural environment. All piping will be painted battleship gray, or
similar.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.

Response: There is no intention of ceasing operations of this facility once it is operational.
Were termination of the proposed project to occur, all equipment would be removed and the
above grade structure demolished, or broken down and sold or relocated off -site. The ground
would be regraded to accommodate agricultural uses or be re -vegetated to 80% of pre -
disturbance vegetative cover in accordance with the COGCC 1000 Series Rules.
8. Explain how the storm water drainage will be handled on the site.
Response: The facility site will be graded to facilitate sheet flow drainage of stormwater offsite,
with the overall grading design changing the existing site imperviousness by less than 1%.
Discovery is therefore requesting an owner's exemption from the requirement for a temporary
retention area. Please refer to Attachment J "Applicant's Drainage Variance Request".
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Response: Construction activities are expected to begin following receipt of the applicable
federal, state, and local permits and will last approximately 3-4 months. Construction is
expected to begin late 4th Qtr 20161 early 1St Qtr 2017. Restoration of the site and final clean-up
will begin immediately following completion of construction activities. In the case of frozen soils,
restoration will be performed in the spring, or earliest possible timeframe.
10. Explain where storage and/or stockpile of wastes will occur on this site.
Response: Solid wastes are not expected to be generated in any significant quantities. A 4 CY
dumpster will be located on site, screened from the adjacent properties, and will be emptied
weekly by a third -party contractor. In addition:
❖ No vehicles or outside equipment will be washed on site;
❖ Fuel will not be stored on site in quantities greater than 5 gallons; the facility will operate using
a small portion of the inlet gas as fuel for the inlet compressors, for burners within the process
train, and for the flare pilot;
❖ Maintenance activities will be limited to the equipment on site (i.e. compressors, pumps,
control valves);
❖ No vehicle maintenance will occur on site;
❖ No floor drains/trenches will be required in the maintenance shop.
11. Please list all proposed on -site and off -site improvements associated with the use

3.3 OPERATIONAL STANDARDS
3.3.1 NOISE ABATEMENT
The operation of the Ft. Lupton Gas Plant shall comply with the noise standards enumerated in Section
802 of the COGCC Amended Rules (September 30, 2014).
Noise will be emitted from the site. It is anticipated that the proposed equipment will meet COGCC
requirements otherwise additional measures will be applied to attenuate the noise emitted from the
facility. A more detailed description of the plan to abate noise generated from the facility is provided
under Attachment L "Noise Abatement Plan".

All construction activities and the operation of the facility shall comply with the permit and control
provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable.
Discovery has submitted an application with the Colorado Department of Public Health and
Environment - Air Pollution Control Division for the required Construction Air Permit. A copy of the
permit application is provided under Attachment O "Air Quality Permit".
3.3.3 LIGHTING
The lighting on site will be downcast. Shielded lighting will be provided for the proposed buildings, the
plant entrance, as well as the gas processing portion of the facility. Lighting will be utilized for nighttime
and emergency work only.
Lighting sources on site will be shielded such that light will not shine directly onto adjacent properties.
In addition, neither direct nor reflected light from any source on site will create a traffic hazard to
operators of motor vehicles on the WCR 35 or Eagle Street.
Please reference Attachment C "USR Site Plan", for a more detailed layout of all proposed lighting.
3.3.4 WEED CONTROL
The Ft. Lupton Gas Plant will be kept free of weeds, rubbish and other material. The area will the
treated as needed to prevent the invasion of undesirable plant species and noxious weeds.
3.4 REQUIRED PERMITS
A complete list of the required permits, including a breakdown of their current status, is provided under
Attachment N "Federal, State, and Local Permits".
3.5 FIRE & EMERGENCY RESPONSE
There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the
County and respective neighborhood.
All roads leading to the site and within the site are designed and maintained to support fire and first
responder ingress ! egress with sufficient turning radii, roadway widths, and full open access drive gates.
Discovery has support personnel in the field or on call at all times to provide technical assistance in fire
prevention and emergency response.
Additionally, fire sensors will be installed at strategic locations within the facility. In the event of a fire or
emergency facility upset condition, fail safe features such as Emergency Shut Down valves will automatically
close and isolate the facility infrastructure from added fuel sources and alarms would be sent to the plant
operator. No remote monitoring of the facility is expected or planned.
3.6 SPILL PREVENTION & CONTROL COUNTERMEASURES
Prior to commissioning of the facility, Discovery will develop and implement a Spill Prevention and Control
Countermeasures ("SPCC") plan, pursuant to federal, state and local regulations. A copy of the Discovery
SPCC plan will be provided to the County, prior to commissioning and operation of the facility.
3.7 OFFICE OF EMERGENCY MANAGEMENT (OEM) PLAN
Prior to commissioning of the facility, Discovery will also develop and implement an OEM Plan in with the Sheriff,
Fire Department, and Plant Operator.

Attachment J — Drainage Narrative
Discovery DJ Services, LLC ("Discovery") proposes to construct a natural gas processing facility located in the SE
1/4 and E'/ of the SW 1/4 of Section 11, TIN, R66W in Weld County, Colorado. The site is approximately 243 acres
In area and sits adjacent to Weld County Road 10 ('WCR 10") on the north side, approximately one quarter mile
east of Weld County Road 34 ("WCR 34"). The facility will contain six 400 barrel storage tanks, VRU skid, separators,
compressor building housing 4 compressors, operations/warehouse building, two outlet launchers, one inlet receiver,
two refrigeration coolers, two stabilizer skids, two refrigeration skids, two process skids, two glycol regeneration
skids, two overhead compressors, six NGL bullet tanks, knockout drum, flare, and access road. This document
summarizes the site drainage with the intent of requesting a waiver from the Weld County Department of Public
Works requirements for a full drainage report and design and construction of a detention pond(s) for the proposed
site.
The existing site, which is currently zoned as agricultural use, drains from the southwest corner of the site to the
northeast corner of the site and is relatively featureless except for two existing well pads on the southern portion of
the property. Approximately 2.5 acres of the total 243 acres is dedicated to the well pads and associated equipment,
with 0.5 acres of the 2.5 acres within existing containment berms. The proposed plant site would occupy only 16
acres of the total 243 acres in the northwest corner of the proposed property. The existing property to the east is
the Buffalo Ridge Estates subdivision, and the property to the north is the B.O.S.S. Compost facility. These two
sites also drain in the same direction in a similar manner. Flow across the proposed site is sheet flow with no natural
drainage channels or ditches evident on site. Drainage of the site flows toward the parcel to the northeast where
the Speer Canal eventually collects any runoff. Slopes on the site average 1-1.5% across the site with some slightly
steeper sections sloping around 3.5%. The proposed site is not within a FEMA floodzone.
Proposed grading for the site is designed, in general, to follow the natural drainage and to smooth out the slight rises
and depressions across the site to give an even sheet flow draining from southwest to northeast. The proposed
grading is only for the 22 acres dedicated to the plant area and access road. The remaining acreage will be left
undisturbed. In addition to the grading of the site for drainage, structural fill will be imported to construct a secondary
containment berm around the planned storage tanks. The area inside the containment berm will drain to the
northeast end of the containment where it can be pumped out of the containment area in the case of a major storm.
The Inside area of the containment berms totals approximately 0.06 acres and is not designed to have an outlet to
public drainage facilities.
The existing imperviousness of the site, including the well pads, is 2.60%. The total imperviousness for the proposed
site is (It) is 5.44%, taking into consideration the areas of the site within the secondary containment areas for both
the proposed project and the existing well pads. Therefore, the proposed changes only increase the imperviousness
of the site by 2.84%. The imperviousness calculation is included in Table 1 located on page 2.
In addition to the increase in total site imperviousness being small, the site soils have very low potential for runoff.
The site, according to NRCS soils maps, consists of 53.5% Valent Sand (3 to 9% slopes), 29.2% Vona Loamy Sand,
12.3% Olney Loamy sand, 3.9% Valent Sand (0 to 3% slopes), and 1.2% Valent Sand (5 to 9% slopes). A NRCS
soils report and map are included at the end of this report. The predominant soils on the site, the Valent Sand (3 to
9% slopes) and Vona Loamy Sand, are considered "very low" runoff class. The remaining soils range from "low" to
"negligible" runoff classes as well. All soil types on the site were described as "none" for flooding frequency and
ranged from "excessively drained" to "well -drained" for the natural drainage class. Because of the proposed site
location in the northwest corner of the parcel, additional runoff due to the increase in imperviousness will have
approximately 3000' to travel before leaving the property. This distance provides adequate time for runoff to infiltrate
the soil based on the soil type. The calculated infiltration rate of the site, using the Horton model, is 4.66 in/hr while
the average 100 -year, 1 -hour storm according to NOAA Atlas 14, Volume 8, Version 2 produces only a 2.63" of rain.
See Table 2 for calculated infiltration rates.
In our estimation, the proposed grading and drainage for the project will adequately protect public health, safety and
general welfare and will not cause adverse impacts from stormwater runoff to public rights of way or offsite properties.
The increase is imperviousness of the site is negligible and should not cause any undue burden on stormwater
systems or adjacent properties.

OVERVIEW
This traffic memo is prepared to accompany the USR permit application for the Fort Lupton Gas Plant by Discovery DJ
Services, LLC. The subject site is located southwest of the intersection of WCR 35 and Eagle Street in Weld County,
Colorado. This memo provides an overview of the long term traffic associated with the proposed use.
BACKGROUND
Access to the site is located on WCR 35 via a proposed ^24 -foot -wide driveway. The site is located approximately 1 mile
south of the intersection of CO-52/WCR 121/2 and WCR 35. WCR 35 is a paved road with one lane in each direction. WCR
35 contains no turning lanes.
The use on the site consists of one office/maintenance building, an outdoor storage area for pipe for oil and gas related
equipment, and a truck loading area. These uses are proposed and will not be constructed until a proposed Use by Special
Review application is approved.
TRAVEL ROUTES/DISTRIBUTION
This memo assesses current traffic generation associated with the proposed site operations.
Traffic will access the site from both east and west via Colorado State Highway 52/WCR 12 'A. Approximately 50% of the
truck traffic will be from the east and 50% from the west. Vehicles will travel east or west on Colorado State Highway
52/WCR 12 %2 until they reach Weld County Road 35. The traffic will then travel south 1 -mile until they reach the proposed
access point. The traffic will disperse from the site by the same routes indicated above. WCR 35 is paved between Colorado
State Highway 52/WCR 12 %2 and Eagle Street. Presently, WCR 35 ends at the intersection with Eagle Street. Discovery
proposes improvements to the existing access drive including a minimum of 100 feet of road base or recycled asphalt to
minimize sediment tracking, and a large radius (60') turn onto the property.
TRIP GENERATION/TIMING

INTRODUCTION
The Fort Lupton Gas Plant is a gas compression and processing facility owned and operated by Discovery DJ Services, LLC
("Discovery") located in Weld County. The facility is needed to help process/transport natural gas for use by various end
users. Discovery will take all necessary actions to attenuate noise originating from this site such that the site complies with
COGCC noise regulation. The following plan outlines how noise will be mitgated at the Fort Lupton Gas Plant.
LOCATION & SURROUNDING USE
The proposed Fort Lupton Gas Plant site is located approximately 3250' west of the nearest residence to the east. The
plant is located approximately 1500' north/south of nearest residence to the south/north respectively. The area where
the proposed plant is located is an area zoned for agriculture with limited residential development.
NOISE REGULATION, ASSESSMENT, AND ATTENUATION
Under current COGCC regulations, permissible noise levels are detailed in Series 800, Section 802.b. Discovery will
ensure the installed equipment will comply with COGCC regulations and sound level measurement direction.
The reciprocating gas compressors will be located within a building/enclosure designed to attentuate the noise
emmitted by machines of this type. All other pumps, compressors and other rotating equipment will eletrically drive and
the noise will be attenuated as required to meet COGCC regulations.

Purpose
The Boardwalk Pipeline is a newly proposed pipeline system designed to transport produced natural gas from a
Central Delivery Point ("CDP") Facility in Brighton, Colorado to a new Natural Gas Processing Facility near Fort
Lupton, Colorado. The project will consist of a new CDP Facility, west of the intersection of Potomac St and E
136th Ave, and approximately 25 miles of 12 -inch natural gas pipeline with an initial design capacity of 20
million standard cubic feet per day and ultimately could carry up to 40 million standard cubic feet per day,
terminating at a new natural gas processing facility north of County Rd. 10, west of WCR 35.
Prior to submitting permit applications with Weld County, as neighbors and landowners to the Natural Gas
Processing Facility, and landowners along the preferred pipeline route in Weld County, we invite you to a
neighborhood meeting to address questions or concerns and to provide you more information regarding our
company and the project. This will be an Open House style meeting with experts from different groups across

Discovery DJ Services, LLC ("Discovery"), as owner and operator, held a Neighborhood Meeting for the Boardwalk Pipeline
Project on Tuesday, June 8, 2016 from 6:00 p.m. to 8:00 p.m. at the Eagle View Adult Center located at 1150 Prairie Center
Parkway, Brighton, CO 80601.
The following summarizes the Discovery representatives and property owners in attendance and documents the questions
and concerns / issues raised by attendees, the responses, and how they have been addressed within the application for the
Use by Special Review permit.

The meeting was held as an open forum so that property owners could ask questions of any of the Discovery
representatives. Presentation materials included a walk through on Google Earth' of the preferred and alternate
routes, preliminary site layouts of the Plant and Meter site, and images of proposed equipment.
Concerns tissues & Responses
1. Question (Ms. Betty Jones): When you say you bury the pipe. How deep?
Response: Federal Codes require pipelines to be buried to a depth of 3 feet; however we will bury the
line with a minimum 4 feet deep as an added measure of safety. Since this pipeline is considered a
gathering line, it is not required to be buried to a specified depth under federal and industry codes;
however we plan to design and construct the pipeline in accordance with these codes. The pipeline
will have an allowable operating pressure of 1480 psig.
2. Question (Mr. David Lohnes): What is your test pressure?
Response: An 8 -hour hydrotest will be completed on the line in at least 2 sections. The pipeline with
be tested to 90-95% of Specified Minimum Yield Strength (SMYS) or approximately 2,400 psig.
3. Question (Mr. David Lohnes): What will be your quality control process? Will you include padding (of
the ditch)?

Response: All welds will be performed by certified welders following qualified weld procures. All
welds will be visually inspected by certified welding inspectors and 100% of the welds will be X-rayed,
although federal codes only require 20% X-ray. The pipe will be coated with 12-14 millimeters of
Fusion Bond Epoxy (FBE) and will be inspected for holidays in the coating prior to lowering into the
ditch, and again following placement in the ditch. If the existing subsoil is rocky, or in such a condition
that padding is necessary, then the ditch will be padded using either suitable padding material or
sandbags placed along the ditch line.
4. Question (Mr. David Lohnes): What about settling?
Response: The plan is to crown the ditch to mitigate settlement of the ditch line following
construction. Should any settlement occur, Discovery will restore the settled area to meet the
contour of the land prior to construction.
5. Question (Mrs. Kathleen Bensman): How does the ROW affect access to my property? Will you fence
(the right-of-way)?
Response: The planned route will not be crossing your property; however, for properties we do cross,
we will provide means for access during construction of the pipeline so as not to block your property
access. The right-of-way will not be fenced in, but will remain open — as it is now. If there is an
existing fence on our property that the pipeline will need to cross, we would add a gate to the fence
to enable construction equipment to pass. Following construction, the fence would be restored to its
original, or better condition, as agreed upon in the individual landowner agreements.
6. Question (Mr. Ross Bensman): What would happen 20 years down the road if you do not use (the
pipeline) anymore?
Response: Generally what happens, if necessary, you would de -inventory the line and fill it will
nitrogen, or other inert gas. It is however, not our intent to abandon the pipeline.
7. Question (Mr. Gerald De Graff): On the properties that you are crossing, what are you looking for
based on area and access?
Response: We are seeking a 30 foot permanent easement, and will require another 50 feet for
construction right-of-way.
8. Question (Mr. Gerald De Graff): I went out to the back of my yard and I think that you might be going
through a house near me. There is also a well in my back yard and there will be an issue with the
pipeline hitting that well.
Response: The pipeline route is not currently going through your property (reviewed on overhead
presentation). We have surveyed the pipeline route and do not approach any homes, or wells, inside
either the construction of permanent right-of-way.
9. Question (Ms. Julie Bates): What is the second phase, mentioned? Would there be another line in the
right-of-way?

Response: The second phase mentioned is a potential crude oil pipeline that would be added along
120th Avenue in Adams County. There are currently no plans for additional phases of the pipeline in
Weld County. We will have additional phases to add equipment to the plant as the production
through the pipeline increases, but we'll construct the full property of the plant now.
10. Question (Ms. Julie Bates): What is the construction timeline?
Response: We are planning to start construction as soon as all the necessary permits are received and
anticipate construction to take approximately 2-4 months for the pipeline. The plant construction
could be more like 3-5 months, depending on weather and a variety of other things.
11. Question (Mr. Jim Bates): My property has a fence for grazing. Would you need to add gates to the
fence on my property? We also have a wet area. What would you do for that area?
Response: Yes, we would need to add a gate along your fence where the pipeline crosses the fence.
The gate would have one of our locks and one of your locks on it so you'd be able to access through
the gate if needed. The wet area you mentioned would likely be matted during construction. If you
have specific items you want to address on your property, please make sure to that the specifics are
spelled out in detail within the right-of-way agreement before you sign. We will abide by the
agreements.
12. Question (Mr. David Lohnes): Will there be a permanent access Road?
Response: There will not be a permanent access road to the pipeline right-of-way. The plant will have
a permanent access road off of County Road 35 and Eagle Street (reviewed in the overhead
presentation).
13. Question (Mr. David Lohnes): What will happen when you extend the project to grow volumes?
Would you add another line?
Response: The pipeline is designed to have the ability to increase volume in the future as production
in the area increases. The 12 -Inch pipeline is sufficient for the anticipated volumes and the capacity
can be further increases with the addition of compression along the line in the future if needed. At
this time, we do not plan to add an additional line.
14. Question (Mr. David Lohnes): Who actually owns this pipeline?
Response: Discovery DJ Services, LLC will own and operate the pipeline.
15. Question (Mr. David Lohnes): What stops you from changing what you promise now to what happens
in the future, if you sell the pipeline? (Other oil and gas companies) have changed documents in the
past.
Response: The recorded right-of-way agreements are a legally binding document and will carry
through even if the line is sold in the future.

16. Question (Mr. David Lohnes): Are you boring the Canals?
Response: Yes, we will boring or horizontal directional drill all canals and County roads.
17. Question (Ms. Gineva Smith): Would I be able to get out of my house when the construction is going
on?
Response: Yes, you will be able to enter and exit your house during construction.
18. Question (Mr. Josh Shipman): It would be helpful if we had access to the *.Kmz. Would you be able to
provide those files?
Response: All the documents that we will submit for the county permits will become public following
the county review. If you have any specific questions about the alignment, please let us know, or feel
free to talk with Chris Roberts or Jeff Brewster following the meeting.
19. Question (Ms. Betty Jones): Will there be different subcontractor for the line?
Response: A single contractor is preferred, however, we may have two contractors — one for the
pipeline and one for the gas plant and meter site.
20. Question (Mr. Ray Jones): When will you start construction? Will this be during irrigation season?
Response: We plan to start construction as soon as we receive all of the required permits. This will
likely be sometime in late 2016 / early 2017, during winter months and won't impact the local
irrigation season.
21. Question (Mr. Danny Jones): Tell me about the maintenance (of the pipeline right-of-way).
Response: Following construction, the right-of-way will be restored to its original, or better condition.
Pipeline markers will be installed at line -of -sight along the right-of-way. The restoration of the right-
of-way will be monitored in accordance with the applicable state and local requirements, typically to
approximately 80% restored. Following construction and restoration of the right-of-way, we'll need
to ensure that we have access to the right-of-way and will periodically drive, or fly, along the right-of-
way to check for damage to the pipeline —typically from third parties, and ensure normal operation.
There are no permanent roads planned to the right-of-way.
22. Question (Mr. Danny Jones): What about restoration?
Response: We will restore the right-of-way to the existing condition. If you grow a certain crop, we
can compensate you to replant to existing crop if that is your desire. If there is rangeland, then the
seed mix will be outlined in the right-of-way agreement. We would plan to restore the right-of-way
immediately following construction, unless weather or frozen soil conditions would prevent the
restoration from taking. In that case, we would plan to restore the right-of-way as soon as weather
conditions would allow.
23. Question (Ms. Mary Viles): I have a power line on the back section of my property. Would you have a
30' setback of that?

Response: We will butt -up to the electrical easement.
24. Question (Ms. Alice Conway): I'm at County Road 6 & 37, why are you jogging around that area? Why
is there a stake in my property corner?
Response: There is not enough room along County Road 6, between the road and Mr. Beierle's
property to allow the pipeline to go straight through. The route is however, off of your property. The
survey stake on your property isn't part of our project, but may be for another company or that might
be for a control point for survey.
25. Question (Mr. Gerald De Graff): There is already a pipeline going a similar route, why are you not
using the existing line? Why do we need so many individual pipelines?
Response: There are multiple products going different directions in the respective pipelines. Some
are water lines, while others are natural gas or crude oil. Some are gathering lines and others are
transmission lines. The goal of this project really is to reduce the number of truck traffic on the road.
26. Question (Mr. Danny Jones): What is the right-of-way width?
Response: The area that will be required for the construction will be 80 feet. The final right-of-way
easement will be 30 feet.
27. Question (Ms. Mary Viles): When will you start surveying?
Response: Survey has been performed already on the preferred route. We will stake the centerline
and right-of-way limits for the pipeline prior to construction. The actual construction activities will be
more intrusive than survey.
28. Question (Ms. Mary Viles): What will happen after survey?
Response: After survey is completed, we will meet with each respective landowner to review the
proposed route on their property and make the necessary adjustments to meet special requests and
then prepare and go over the legal right-of-way agreements with each landowner.
29. Question (Mr. Ross Bensman): Can't you force an easement?
Response: That is not how we want to do business. We want to work with each landowner to find
ways to do our project with minimal impact to the county and respective landowners.
30. Question (Ms. Mary Viles): Is this the only pipeline Discovery Midstream has in Colorado?
Response: Yes, this will be Discovery DJ Services' first pipeline in Colorado.

Response: Zion Engineering is the engineering firm working with Discovery DJ Services for the design
and permitting of the pipeline, gas plant and meter site. They are located in Greenwood Village,
south of Denver in the Tech Center.
33. Question (Mr. Jim Bates): What is the lifespan of the pipes?
Response: 50 years is the minimum design basis. The pipeline will be protected with cathodic
protection, which will increase the life of the pipeline.

Prohibition of Construction Waiver Request for an environmentally sensitive area
Zion Engineering LLC ("Zion") is pleased to submit this Waiver Request Letter on behalf of Discovery Di Services,
LLC ("Discovery") for construction of approximately 7,000 feet from STA 1085+00 to STA 1155+O0 as shown on the
Alignment Sheets in Exhibit B attached to this letter. This pipeline right of way is within the 0.5 mile nest buffer of
a known bald eagle nest. To minimize any potential impact on the Bald Eagle nesting behavior, Discovery is
requesting a waiver from Section 23-4-460 of the Weld County code for construction of the pipeline within the
buffer area of the nest.
Discovery has been utilizing the services of LWR Consultants, Inc. for the Boardwalk Pipeline Project. A letter
which summarizes the nest location and ID, the consultations with the Colorado Division of Parks and Wildlife and
U.S. Fish and Wildlife Services from Eric Berg, Certified Wildlife Biologist, and Certified Professional Wetland
Scientist is included in Exhibit A.
Discovery understands that receipt of a Waiver for this area would not mean that the USR for the pipeline was
approved, but would allow construction to be completed for this environmentally sensitive area. The requested
Waiver of Construction Prohibition location is identified in Exhibit B.

Weld County Bald Eagle Nest Summary:
The attached figure shows the location of an inactive bald eagle nest (Nest ID FID261).
Approximately 4,900 feet of the Boardwalk pipeline right-of-way (ROW) is within the 0.5
mile nest buffer, the closest the ROW is to the nest is approximately 0.3 miles. The nest
is separated from the ROW by open farmed fields. Based on consultations with the
Colorado Division of Parks and Wildlife District Wildlife Manager, this nest has been
inactive for the past 2 years.
Bald Eagle nests are protected by the Bald and Golden Eagle Protection Act. This Act is
administered/enforced by the U.S. Fish and Wildlife Service (USFWS). The USFWS
recommends that construction near bald eagle nests be completed between the dates
of August 31 and January 1. This is the window outside of bald eagle courtship, nest
building, nesting, and fledging of young birds. Based on consultations with the Colorado
Division of Parks and Wildlife, they agree that to avoid potential nest impacts
construction should be completed prior to January 1 USFWS deadline.
It is likely that this nest will be inactive again in 2017 (it has been inactive for the last 2
years), however, it is also possible that the nest will be active in 2017. Nest activity can't
be determined until mid -February. If the nest is active then project construction could
be delayed until the eaglets fledge (leave the nest) that is likely sometime in late July or
early August. Discovery DJ Services LLC (project proponent) would like to avoid any
impacts to this nest and avoid any project delays, thus they would like to complete
construction in this area during the fall and early winter of 2016, prior to January 1.
Project construction would include disturbance in the area off and on for a few weeks.
Activities would include ROW trenching, pipeline stringing, pipeline welding and
lowering, and restoring the ROW to preconstruction conditions. The pipeline
construction right-of-way (ROW) is 80 feet (that will be the area of temporary
disturbance). A pipeline laydown area (for the HDD of the Highway) would also be
located in this area. There would be no permanent disturbances in the area, the ROW
would be restored to preconstruction conditions. There would be no permanent
buildings or above ground structures in the area. No trees would be removed.
