Lower Latham Reservoir Company ("LLRC") is in receipt of notice of the subject
application. In review of the application, there appears to be a discrepancy between the
number of access points available to the property owner and the number of access points
claimed on the application. The application claims that there are two access points.
However, the recorded exemption for the property (Lot A RECX15-0028) includes only a
single access point.

Dear Ms. Aungst,
Thank you for referring project USR16-0013 to Central Weld County Water District (CWCWD) for
review. Parcel # 096128100010 is currently being served with water through tap #541.
The application indicates that bottled water will be used for commercial activity on this property.
Should the water needs change, we want to make the applicant aware that if tap #541 is connected
to lines that provide water for commercial activity the District will have additional requirements for
backflow prevention. For properties with commercial activity we may require a Reduced Pressure
Zone (RPZ) backflow assembly to be installed after the meter as containment. The tap holder can
contact our office to determine the exact requirements for their property, as instructions for
installation are specific to the property and a full survey of the tap holder's water usage practices for
their business may be required.
A water tap installation is for a specific parcel of property and in no case will a customer be permitted
to extend a service line from one parcel or property to another parcel to provide additional water
service. Also, the District has the right to review the annual allotment and compare it to actual usage
to determine if additional raw water will be required to be transferred to the District by tap holder.

Dear Ms. Aungst:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-
101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 and March 11,
2011 memorandums to county planning directors, this office will only perform a cursory
review of the referral information and provide informal comments. The comments do not
address the adequacy of the water supply plan for this project or the ability of the water
supply plan to satisfy any County regulations or requirements. In addition, the comments
provided herein cannot be used to guarantee a viable water supply plan or infrastructure, the
issuance of a well permit, or physical availability of water.
The application is for a Site Specific Plan and Use by Special Review Permit for a use
permitted as a Use by Right, an Accessory Use, or a Use by Special Review in the Commercial
and Industrial Zone Districts (build gates and fences) in the agricultural zone district. The
site will be used primarily by 2 Adults, owner and son-in-law plus temporary seasonal help as
needed. The proposed water source for the business is bottled water. A porto-let will be on
the site at all times.
According to our records it appears that there are two existing wells located on the property
that were registered under permit nos. 299466 and 299467. Well permit no. 299466 was
issued on November 17, 2015, pursuant to § 37-92-602(5), C.R.S., for the late registration of
an existing well first used in 1930. The well was permitted to be used for the irrigation of not
more than 1 acre of home gardens and lawns. Well permit no. 299467 was issued on
November 17, 2015, pursuant to § 37-92-602(5), C.R.S., for the late registration of an existing
well first used in 1930. The well was permitted to be used for ordinary household purposes
inside one single family dwellings, the watering of livestock, domestic animals and poultry on
a farm or ranch, and the irrigation of not more than 1 acre of home gardens and lawns. The
wells as currently permitted cannot be used for any purposes associated with the business.
The wells can continue to be used for the uses allowed on the well permits as long as such
uses remain separate from the business. Prior to the wells being used to serve the business
new well permits would need to be obtained.
