USR15-0071 , FOR MINERAL RESOURCE DEVELOPMENT FACILITIES, INCLUDING
OIL AND GAS SUPPORT AND SERVICE (THREE (3) COMPRESSORS ) IN THE
A (AGRICULTURAL) ZONE DISTRICT - JERRIE WHITE, CIO STERLING ENERGY
INVESTMENTS, LLC
A public hearing was conducted on April 13, 2016 . at 10 : 00 a . m . , with the following present:

The following business was transacted :
P1-= I hereby certify that pursuant to a notice dated March 23 . 2016, and duly published
March 30 , 2016, in the Greeley Tribune, a public hearing was conducted to consider the request
of Jerrie White, c/o Sterling Energy Investments , LLC , for a Site Specific Development Plan and
Use by Special Review Permit. USR15-0071 . for Mineral Resource Development Facilities,
including Oil and Gas Support and Service (three (3) compressors) in the A (Agricultural) Zone
District. Bob Choate, Assistant County Attorney. made this a matter of record .
Chair Freeman reviewed . for the applicant and the public. the procedures to follow should
either case result in a tie vote due to four Commissioners being present and one Commissioner
excused .
Kim Ogle . Department of Planning Services . presented a brief summary of the proposal
and reported this case was continued on February 10 . 2016 , to allow for state mandated mineral
notification : and , continued again on March 23. 2016 , due to a County closure related to inclement
weather. He presented a brief summary of the proposal and reviewed the location stating the site
is not within the three (3) mile referral area of any municipality. Mr. Ogle described the surrounding
property uses , nearest residence , and reported receiving no correspondence related to this
application . He explained the applicant's intent to expand their operations in Weld County and he
stated at this location there will be three (3) compressors at full buildout operating 24 hours a day
and seven (7) days a week. Mr. Ogle stated ten ( 10) referrals were sent out and staff received
three (3) responses with comments taken into consideration . He displayed images of the site and

surrounding properties and entered the favorable recommendation of the Planning Commission
into the record as written .
Janet Lundquist, Department of Public Works . provided a brief overview of the transportation
plans and requirements stating the access from County Road (CR) 86 has been approved under
Access Permit Number, AP15-00432 . She reviewed the traffic counts and stated based on low
traffic volume there is no requirement for tracking control or an Improvements Agreement.
�= Wayne Howard , Planning Services Engineer representative , reviewed the drainage and
grading requirements. He reported the site meets the exception for stormwater drainage resulting
in an exemption . Mr. Howard stated there is a requirement for an easement regarding access to
this location .
Lauren Light, Department of Public Health and Environment, reviewed the water and sewer
provisions and the relative Conditions and Development Standards .
Abby Rimel , represented the applicant and presented a PowerPoint Presentation reviewing
the basic plan for operations , site location , number of compressors at full buildout for this location ,
equipment. storage, the terms of the lease agreement resulting in limiting the number of
compressors to three (3) , and the easement agreement.
[ 1 Ms . Lund further explained the SPCC Plan . Air Pollution Control Division Permit . employees
requirement to be OSHA trained . and that the equipment is on a Skata System to be monitored
24 hours a day and seven (7) days a week with personnel assigned to visit the site every day.
She reviewed the approximate truck trips.
No public testimony was offered concerning this matter.
Commissioner Cozad suggested a minor correction to Development Standard ( DS) #3. She
further suggested deleting DS #21 . The Board agreed .
In response to Chair Freeman , Mr. Howard suggested deleting Development Standard (DS)
#20 . The Board Agreed .
a In response to Chair Freeman , Ms . Lund , on behalf of Jerrie White, c/o Sterling Energy
Investments , LLC , indicated they have reviewed , and agree to abide by, the Conditions of
Approval and Development Standards, as amended .
PL= Mr. Choate interjected the need to correct the Resolution to reflect three (3) compressors
instead of five (5) .
Commissioner Cozad moved to approve the request of Jerrie White, c/o Sterling Energy
Investments , LLC for a Site Specific Development Plan and Use by Special Review Permit,
USR15-0071 . for Mineral Resource Development Facilities , including Oil and Gas Support and

Service (three (3) compressors) in the A (Agricultural) Zone District, based on the
recommendations of Planning staff and the Planning Commission , with the Conditions of Approval
and Development Standards as amended and entered into the record . The motion was seconded
by Commissioner Conway , and it carried unanimously. There being no further discussion , the
hearing was completed at 11 : 01 a . m .
This Certification was approved on the 18th day of April , 2016 .
