HomeMy WebLinkAbout20163578.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 23, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 23, 2016, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tem - EXCUSED Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: Assistant County Attorney, Bob Choate Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly El MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of November 21, 2016, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PRESENTATIONS: • 1) RECOGNITION OF CHARTER WALL - MISTELE MARTINEZ: Esther Gesick, Clerk to the Board, recognized Mistele Martinez for painting and to decorating the Charter wall. Ms. Martinez stated she enjoyed painting the Charter wall. Commissioner Kirkmeyer expressed her appreciation at the hard work and time Ms. Martinez put into making the wall presentable. Commissioner Cozad thanked her for her hard work. Commissioner Moreno also thanked Commissioner Kirkmeyer, Jennifer Finch and Ms. Gesick for all their work and time spent on the Charter wall. PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad attended the Leadership Breakfast to discuss future goals for United Way. She reported attending the Colorado Commission on Aging, as a representative for Congressional District Four. Lastly, she reported attending the Prevention Minutes, November 23, 2016 Page 1 2016-3578 BC0016 Partners Convention works with youth on marijuana, alcohol and tobacco prevention. Commissioner Moreno attended the Greeley Downtown Development Association (DDA) where there was a discussion about several upcoming additions and improvements to the Downtown Greeley area. He stated the new fire station plans to be open by the end of June, 2017, and present during the parade. Commissioner Kirkmeyer reported there was a County Road 54 Corridor Meeting to discuss the vision for the Corridor. She announced the Commissioners will attend a CCI meeting and so there will be no Board meeting on Wednesday, November 30, 2016. Chair Freeman stated he went to the ribbon -cutting for the new terminal at the Greeley -Weld Airport. BIDS: 1) APPROVE BID #B1600172, DATA CABLE AND CAMERA INSTALLATION (CENTENNIAL COURTS) — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of Information Technology, presented the one (1) bid received and stated staff recommends awarding the bid from H&H Data Services for the total amount of $7,749.67. Commissioner Moreno moved to approve said sole bid. Seconded by Commissioner Cozad, the motion carried unanimously. • 2) APPROVE BID #61600164, CNG - 1/2 TON 4X4 CREW CAB PICKUP - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, presented the two (2) bids and stated staff recommends awarding the low bid from Auto Nation Ford of Littleton in the amount of $44,377.00 and the County's match for both vehicles including Bid item #3 below will be $18,148.00. Commissioner Kirkmeyer moved to approve said low bid. The motion was seconded by Commissioner Cozad, and it carried unanimously. El 3) APPROVE BID #B1600165, CNG - 1/2 TON EXTENDED CAB LONG BED PICKUP - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the two (2) bids received and stated staff recommends awarding the low bid from Spradley Barr Ford in the amount of $39,674.00. Commissioner Cozad moved to approve said low bid. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 4) APPROVE BID #B1600166, CNG - 1/2 TON CREW CAB SHORT BOX PICKUP — TOWN OF PLATTEVILLE POLICE DEPARTMENT: Mr. Jiricek reviewed the details of two (2) bids received and stated the Town of Platteville recommends awarding the low bid from Auto Nation Ford Littleton in the amount of $42,865.00. Commissioner Moreno moved to approve said low bid. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Commissioner Kirkmeyer explained items #4 through #6 are part of the CNG vehicle project, where the entities go after the CMAC funds and the County helps administer the grant for them. ▪ 5) APPROVE BID #61600167, CNG - 3/4 TON CREW CAB LONG BOX PICKUP - HUDSON FIRE PROTECTION DISTRICT: Mr. Jiricek presented the three (3) bids received and stated the Hudson Fire Protection District recommends awarding the bid from Auto Nation Ford Littleton in the amount of $43,808.00. Commissioner Kirkmeyer moved to approve said qualifying bid. Seconded by Commissioner Cozad, the motion carried unanimously. ▪ 6) APPROVE BID #B1600168, CNG - FULL SIZE SUV'S - HUDSON FIRE PROTECTION DISTRICT (QTY. 2): Mr. Jiricek presented the sole bid and stated the Hudson Fire Protection District recommends awarding the sole bid from John Elway Chevrolet for $103,224.00. Commissioner Cozad moved to approve the sole bid. The motion, which was seconded by Commissioner Moreno, carried unanimously. Minutes, November 23, 2016 Page 2 2016-3578 BC0016 7) PRESENT BID #61600169, INMATE MEDICAL SERVICES - SHERIFF'S OFFICE: Mr. Jiricek presented the three (3) bids and stated staff will bring back a recommendation on December 7, 2016. NEW BUSINESS: El 1) CONSIDER AGREEMENT FOR DISPUTE REVIEW BOARD AND AUTHORIZE CHAIR TO SIGN - SCOTT CONTRACTING, INC: Bob Choate, Assistant County Attorney, presented the agreement. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Cozad, the motion carried unanimously. Commissioner Kirkmeyer thanked Mr. Choate for all his work on this and keeping everyone informed. 2) CONSIDER ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM GRANT APPLICATION FOR INTERSECTION OF COUNTY ROADS 105 AND 390 AND APPROXIMATELY THREE (3) MILES OF COUNTY ROAD 105 FROM COUNTY ROAD 390 TO STATE HIGHWAY 14 (TIER II - PHASE 2) AND AUTHORIZE ELECTRONIC SUBMITTAL: Jay McDonald, Director of Department of Public Works, reviewed the details of the application which will help offset the costs of materials for this project. Commissioner Kirkmeyer stated that four (4) years ago the County worked with DOLA to secure a $9 million grant and part of the stipulation is that the County would not apply for a Tier II grant for six cycles. Commissioner Kirkmeyer moved to approve said application. Commissioner Cozad seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
