Although the dealership was leased prior to the purchase, the transaction was arms -length and the price was negotiated at market price. Subsequently in 2014 the owners, JFMT properties, LLC remodeled and added a 4,829 square foot service area, bringing the total dealership facility to 30,055 square feet. The remodeling and addition to the property was initially bid out at $1,033,856. A number of construction tasks were deleted such as Item #24 and #24.5, detention pond work bid at $354,470 and $30,530 respectively. Petitioner has deleted additional soft costs such as fees, contingencies, demolition, site work, insurance cost, cosmetic work to the existing structure and improvements. Petitioner estimates the actual hard costs attributed to the addition and existing structure to be a net cost of $390,709. Both lots are improved with the dealership and inventory parking. However both lots have diminished usable square footage from large detention areas, especially the Lot 5 Gateway Park Filing #3 with a total area of 70,568 square feet. The detention area on this lot is estimated to be 28,528 square feet or 40% of the total area. Petitioner estimates the value of the usable 60% of the lot is $170,000 based upon the Assessor's assigned value. The Assessor has identified 5 sales within and prior to the base year collection period including the Subject property. Properties referenced as R3854786 and R3854886 are multi parcel sales in different locales. No other information is given. The separate sales might explain the higher dealership package price. Sale reference 840196611, located in Windsor, sold for $79 psf. It appears to be vacant now and may have been bought for redevelopment. The property also sold in 2013 for $52 psf.
