We received the initial notification card but somehow did not receive subsequent notifications of meetings and hearings. I apologize for our last minute involvement in this case. For reference, my family and I live on the property adjacent to the Red Oilfield Services property to the immediate west. Our property borders each other on their west, my east. A few months ago, when the owners / family members of Red Oilfield Services began receiving notifications of zoning violations, 2 young men who said they were the family who owned the property came to visit my wife and I. They asked if we had any concerns with them or any complaints at that time. We said that we did not have any concerns at that time and were happy with the way they had cleaned up the place. We did ask what their future plans with the place were because we were not ok with running a commercial operation out of their place. They told us that they were not going to attempt to get commercial zoning, that they would not be running a business out of the property and would only be parking a few work pickups there from time to time. As we can see by the applications in place, what we were told was not true. This is currently a very well-kept agricultural / residential neighborhood. My family and our neighbors moved to this area to be a part of a quiet, agricultural neighborhood. If commercial operations are allowed to become a part of the area, home values will certainty decrease as a result and will not be the quiet, agricultural neighborhood we all moved here to raise our families in. My wife and I both work in the oilfield and have since we graduated college. We probably understand the struggles of zoning, neighbors, landowner relations, and regulatory hurdles to operate better than most. We are highly supportive of oil and gas operations and oil and gas services. However, if we are to operate a commercial business, it needs to be from commercial property. Not agricultural property. In summary, my family and I oppose the permits, applications, and license to operate for Red Oilfield Services due to the extreme inconsistencies from what we were initially led to believe to what is now being proposed. The plan submitted by Red Oilfield Services Is not consistent with the existing neighborhood and the neighbors in the neighborhood are not ok with Red conducting commercial operations out of this property. I am submitting this letter because I will not be able to attend the hearing on May 4`". I will also send a copy of this letter with one of our neighbors, Barron Davis. I have lived at 14995 Weld County Road 6 Fort Lupton, CO for ten years. We bought our property because we enjoy the peace and quiet of rural country living and the unique quality of life that it provides. It truly cannot be found in town or near a 1 commercial or business area . We would like for our community to remain as it is today — residential / agriculture zoning with no business or commercial activities allowed . Business operations bring increased traffic, dust, excess outside lighting, roadside trash, noise and disruption to the quality of life that our community values and enjoys . The Oilfield Service company associated with the above case number proposes to run up to 20 trucks a day. With two employees per truck this could equate to 120 vehicle trips a day. This traffic will pass right by my home and I will hear and see it every day. Our roads are not in good shape now, and the rural infrastructure is not strong enough to take this level of additional traffic. This business is also requesting a repair shop and a lighted yard . This repair shop will operate loud equipment such as air compressors, pneumatic tools, grinders and welding machines, possibly 24 hours a day. The yard lights will be visible for miles and will impact all of the residences within view. This type of business activity needs to take place in an area that is property zoned for commercial use . The operations described above are not consistent with and are not acceptable options for residential communities such as ours. I was not initially contacted by the County Planning Department, but I did attend the first Planning Commission meeting on April 19, where I declared my opposition . The Mission Statement for the Department of Planning is "To protect and enhance the quality of life for County residents etc." . In this case I don't believe that my, nor my neighbor' s "quality of life" is being protected, in fact I think quite the opposite will be true if this proposal passes. I can't understand how the Planning Department decided that this would be acceptable . Within a 1, 500 foot distance, property line to property line, there are over ten residences, and five of them have a combined "improvement tax value" of $ 2,228, 244, an average of $445,648 each ! Market values are much higher than this ! This valuation does not include land, oil and gas mineral rights, crops, cattle or farm equipment. Allowing this business to operate in this location will greatly reduce the quality of life and property values in this neighborhood . There is ample commercial property available in the Fort Lupton and Brighton area, and Red Oilfield Service Company should seek out a location in a properly zoned commercial area . We support oil and gas development in Weld County, but it must be done in a way that does not negatively impact our residents. Please enforce the current residential / agriculture zoning in our community and do not allow an exception for the above company or any other commercial operation that might try to operate within our community. We purchased our home ( 14989 WCR 6) about a year ago. We did our due diligence while looking for our home, one of the main reasons we selected this area is because of the residential/agriculture zoning. A few months ago we found out that Red Oilfield Services is in violation of the zoning laws by running a business just down the road from us and are continuing to do so after knowing that they are in the wrong. We are asking the planning commission to please put a stop to the activities that are in violation and deny Red Oilfield Services of the special use permit. I am writing to you in regards to the request from Gerardo Rodriguez Zambrano . owner of Red Oilfield Services LLC to allow them to provide oilfield roustabout services from this parcel of land zoned for agriculture. I attended the meeting with the Planning Commission on April 19th and after hearing neighbors views of the proposal urging the board to deny Red Oilfield Company the request, the board decided to recommend approval based on the county's obligation to support oilfield companies this type of request. They also questioned Red Oilfield's representative how much money has been invested into the property as if that would make a difference? It is my belief that the type of support the county has to oilfield companies is to allow them this type of waiver in areas where there is simply no other land available for this type of business. where all the land is agriculture therefore leniency is required in order for the oilfields to be maintained . This is not the situation here as there are six commercial properties for sale on Road 6 alone currently being offered . the closest about 1 1 /2 miles from the subject property. There are also numerous properties for sale all along HWY 85 as well as Rd 27 available. There is i no need to take land zoned agricultural and change it to commercial or industrial use. disrupting the neighbors properties and way of life so this company can buy less expensive property to conduct their business. I would also add that there are other oilfield maintenance companies located on Rd 4 as well as along Rd 27 in commercial areas, companies that did the "right" thing and did not intrude on home owners ways of life and well being . The fact that the owner of Red Oilfield invested money into the property should not be reason for approval . I believe he knew this land was agriculture use only and chose to try and intrude at a less costly alternative to do his business. The fact he has his family involved in this business as stated by his representative should not matter! With a business as this I find it hard he (owner) did not consider if it was legal to place his business on this property! Also. the single-wide mobile home is not a permanent structure and I would question as to how it meets the requirements of the county's codes for permanent occupancy on this property? The owner's representative stated he plans to rent it out and have a "caretaker" on site. All other properties in the area are permanent structures and the mobile home definitely lowers our property values in the area . Why do we have to lose money on our properties only so Red Oilfield can prosper? Lastly. this is a roustabout company that services wells all over, therefore they must commute to all of the wells. This is a rural, residential, agricultural area. A commercial operation does not fit in. There are no other businesses in the immediate area. There are several homes within a couple of hundred feet of this site. In the unfortunate event it is approved, I request T:pp eq est that the county consider the following: USR16-0006 would be required to: Use Weld County Road 4 to and from the location on Road 31 in order to avoid the blind "S" curve at the pond (between Roads 29 & 31 on Road 6 ) which is already complicated with several driveway entrances. Multiple accidents happen here, including fatalities. This is complicated by many residential driveways on both the north and south side with traffic entering and exiting Road 6. Speed for all vehicles is concerning. Unfortunate) man • - on our county roads, don't drive with a cautious speed. EXHIBIT I "K 1 u,c:4l(, - let Also, at certain times of the year, there is considerable farm implement traffic on Road 6, in our valuable, and respected, "right to farm" county. In addition, there is one property owner that uses the "open range" theory for grazing cattle. The cows and calves are frequently on the road, or grazing alongside. There is an old, barbed wire fence in place but no repairs are made, or will be made, by the landowner or the livestock owner, who has leased this property for many years for grazing cattle. I don't agree with that theory, but all of this happens on the blind "S" curve on Road 6. Allowing or encouraging truck traffic or increased traffic will only further complicate this stretch by many times. FYI ... Neither, the landowner or the livestock owner who is leasing the property, live close by. The livestock is rarely checked on. I can't even begin to remember how many times that I have come across cars and trucks in a ditch or had to call for emergency services because I heard the crash from over a 1 /2 mile away. One property owner (not the "open range folks") is frequently making repairs to his fence from P q Y p someone who is being careless around the "s" curve. Please don't allow it to become more dangerous. This should be a quiet, respected county road for residential and farm use, as it was originally intended. Increased daily traffic makes no sense. Landscape with maintained, dense evergreens (Spruce or Austrian pine, etc) with irrigation, to form a year round screen. Build a minimum 12' berm to buffer the noise Dust control mitigation on the property Flours of operation Monday through Friday Kam-5 pm No hazardous materials Detention ponds to control run off so that it doesn ' t go into the Brighton Lateral Ditch Lighting should be shielded so that it doesn' t effect the neighbors Fuel storage must meet DIN of Oil and Gas standards Limit number of vehicles and trips 2 Meet emissions standards Pad a percentage for road maintenance Keep noise to a minimum Residential and agricultural property owners purchased in this area for reasons as it currently exists. Allowing a commercial entity will be changing the entire community, please don't do it. There are many other options closer to Hwy 85 that are a better, safer choice.
