RE: APPROVE COURT SECURITY GRANT APPLICATION AND AUTHORIZE CHAIR TO
SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Court Security Grant Application to the
Colorado Courts Security Commissioner, State Court Administrator's Office, commencing upon
full execution, with further terms and conditions being as stated in said grant application, for
approval and signature by the Board of County Commissioners of Weld County, pursuant to the
provisions of Section 13-1-205(1), C.R.S., which requires that for the Court Security Commission
to consider a grant application, "the application shall be signed by the administrative authority of
each entity that is represented on the local security team," and
WHEREAS, after review, the Board deems it advisable to approve said grant application,
a copy of which is attached hereto and incorporated herein by reference, with the condition that
the resulting agreement must be presented to the Board before being agreed to by staff, to allow
the Board to complete the necessary actions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Court Security Grant Application to the Colorado Courts Security
Commissioner, State Court Administrator's Office, be, and hereby is, approved, with the condition
that the resulting agreement must be presented to the Board before being agreed to by staff, to
allow the Board to complete the necessary actions.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby is,
authorized to submit said grant application electronically on behalf of the Chair.

Good Afternoon Sheriff Reams, Judge Hartmann and Comm. Freeman (Ester),
The LST Grant request has been entered into the electronic approval system. You should have just received an
auto -generated email asking you to go into the system to apply your approval.
Comm. Freeman, Last year the Commissioners put in place authorization for Ester to annually receive and
approve these electronic grant requests for the Board. This is the same grant request the Board already has
reviewed and approved.
Instructions: Once logged into the system, please click on "Applications" in the top right corner and that will
take you to a screen that has two entries near the bottom of the page. Please select the second on the list,
which is the pending application, and the program will take you to the application itself. There is a place for
you to provide approval or denial electronically.
If you have any questions, Judge Hartmann is our expert regarding the approval process, so please check with
him. If you have any questions regarding the request itself, please let me know. I also have attached the full
request you will see uploaded in the system.
If you could apply your approval no later than next Wednesday, Oct. 19 and send me and email when you are

beginning of the Court Security Grant Program have allowed us the ability to improve the level of security
provided in our Court Complex. Without the benefit of these grants, the advancements we have made
would not have been possible particularly within the time frame we were able to achieve. As we look
forward to the potential sunset of the grants, we want to express our appreciation and provide support for

Nineteenth Judicial District Local Security Team 2016 Grant Request for Calendar Year 2017
The Nineteenth Judicial District has an organized Local Security Team that meets four to seven times per
year. It is comprised of members representing the Nineteenth Judicial District Courts and Probation,
District Attorney's Office, Weld County Government and Weld County Sheriff's Office. The LST agreed to
have the state conduct a security assessment of the Court Complex in March 2009. Based upon this
initial review and emerging security concerns, the LST collaboration develops and prioritizes responses
and requests to address legitimate security needs.
The following request outlines, in order of priority, the equipment requested by the Nineteenth Judicial
District LST in the 2017 Grant request.

Steps LST has implemented:
Since the inception of the Weld County LST, its cooperating groups collectively have implemented
varying strategies to heighten security. The following is a summary of some of the more significant
changes specific to the LST activities:
Emergency evacuation procedures have been developed and tested through training and actual
situations.

Objectives, anticipated results and timeline for implementation should requested items be

The primary objective is to continue to enhance security in the courts and probation five -building complex.
The following are our anticipated results. All enhancements would be purchased as soon as the funds
were made available.
The current inspection machines are outdated with problematic imaging capabilities, are regularly
nonoperational and are significantly out of warranty.
The EID restraint is to replace current aging equipment.

X-ray equipment is the first line of defense for the Court facilities. The purchase of this
equipment will replace the last x-ray machine that is more than five years old, which routinely is
inoperable. This technology provides better imaging, which makes for faster processing and
allows for bigger items to be inspected. This new technology also is more precise and efficient,
reducing processing time without compromising safety and security.

Threat Image Projection (TIP)
TIP is an optional software feature designed to test and train X-ray operators during normal screening operations. When the TIP System is enabled,
threat images (Le. digital images of firearms, knives, and explosive devices) are randomly blended into scanned images in real time. If the operator
correctly identifies the TIP threat, the TIP image vanishes and the TIP system acknowledges with a message projected on the monitor. If the TIP threat
is missed, the system highlights the presence of the TIP projection on the screen and sends a message to warn the operator a TIP image was present.
The TIP system maintains a record of the test results and summarizes the performance of each operator. The TIP system can be customized to the
needs of the customer's security CONOPS.
Screener Assist (SA)
SA is an optional software feature that allows the X-ray system to highlight areas of special interest to the X-ray operator while screening live bags.
When material with organic mass having similar elemental properties as explosives is X-rayed, an ellipse is drawn around the mass to alert the
operator. It is important to note that many common organic items including certain foods and household consumables (Le., shampoos, toothpaste,
etc.), may also have the same Z -number as explosives. It is up to the operator to differentiate between innocuous and real threats by closely examining
the highlighted image and taking action when necessary. A CONOPs should be developed to handle a SA alert.
