BOX 758 GREELEY, COLORADO 80632 The Board of County Commissioners, Weld County, Colorado, respectfully disagrees with the Colorado Workforce Development Council's (CWDC) recent denial of the Upstate Planning Region title as submitted in the Regional Plan. It is the explicit intent of the Board of County Commissioners to retain the title of Upstate Planning Region. On December 1, 2015, the Board of County Commissioners, Weld County, Colorado submitted a formal request to be designated as a planning region under the Workforce Innovation and Opportunity Act (WIOA). The request was approved by the Colorado Workforce Development Council and Weld County began the process to submit a local area and regional plan under WIOA. Throughout the required 30 -day public comment period, the Board of County Commissioners invited community members and stakeholders to submit comments electronically as well as in open Board meetings. Meeting the intention of this requirement, the Board received input and held open discussions to include the title of its Region. After careful consideration and in-depth conversation, the Board determined that the title, "Upstate Planning Region" was the most appropriate designation and provided us an opportunity to align our efforts with our economic development activities with Upstate Colorado, Inc. We submitted our local application to the Coordinating Council on May 2, 2016, with our regional planning name and within the designated timeframe. The Board acknowledges the Colorado Workforce Development Council's request to modify the planning region title and respectfully requests the retention of the Upstate Planning Region identification title for Weld County. It is our intent now and in the future to maintain consistent as the "Upstate Planning Region" from the inception of WIOA within Colorado. The approval is determined in consultation with the Colorado Department of Labor & Employment (CDLE). The Local Area Strategic Plans were reviewed by the CDLE Regional Services Team, in consultation with CDLE Fiscal Auditors, the Human Resources Equal Opportunity Officer, and the Workforce Development Programs Contract Coordinator, Their recommendations were presented to the Colorado Workforce Development Council for review and approval. The Colorado Workforce Development Council approves the Weld County Area's 2016 - 2020 local area plan. The Colorado Workforce Development Council conditionally approves the Weld County Regional Plan. In accordance with the correspondence from June 24 — July 7, an updated version must be submitted to the CWDC and the WDP Regional Liaison that deletes the term "Upstate Planning Region" and utilizes "Weld County Planning Region". Upon receipt of that version the conditional status will be removed. Please contact the Colorado Workforce Development Council offices with any questions.
