WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Agreement for Repairs to Bridge 58/47C between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Naranjo Civil Constructors, Inc., commencing upon full execution of signatures and ending December 31, 2016, with further terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Agreement for Repairs to Bridge 58/47C between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Naranjo Civil Constructors, Inc., be and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said agreement. This project will remove and replace concrete at two bridge rail post locations. New material will be installed to replicate the original design. This contract will be for a total of $11,622. From the centerline of post, remove curb concrete a minimum of 36" in each direction. Contractor shall saw -cut concrete at removal limits to prevent spalling, and concrete removal shall be performed using 15 LB hammers. Existing reinforcing shall not be cut, and bridge deck concrete shall not be damaged during concrete curb removal. • Existing reinforcing shall be cleaned of all concrete and recoated with epoxy paint prior to placing new concrete. Install new threaded rods, plate, and nuts per the original design drawings for Bridge 58/47C rail posts (see attached). These will be cast -in -place anchors to replicate the original design. Repair any plastic utility conduit which has been damaged by the concrete curb removal process. • Contractor shall apply a bonding agent to existing concrete prior to placing new concrete, and shall form, place, finish, and cure the new Class D concrete as required. + Successful bidder will be required to provide traffic control plans and obtain a ROW Permit (no cost). Daily lane closures will be allowed, and total road closures/detours will not be allowed. • Vendors shall direct any questions or request a pre -bid site visit to the following: Michael Bedell, Senior Engineer, Weld County Public Works Department, 970-301-0780, fnbedellawetdgov.cem. • Successful bidder will be required to complete the work no later than 30 calendar days after award. • Successful bidder will be required to submit an IRS W-9 Form and an Insurance Certificate prior to starting any site work. Weld County reserves the right to inspect the work. Payment shall not constitute acceptance and Weld County reserves the right to reject the work upon discovery of a defect. 4. Bids received prior to the time of opening will be kept unopened in a secure place. No responsibility will attach to Weld County for the premature opening of a bid not properly addressed and identified. 5. Bidder shall not assign this agreement. 6. Weld County reserves the right to reject any and all bids, to waive any informality in the bids, to award the bid to multiple vendors, and to accept the bid that, in the opinion of the Public Works Department, is to the best interests of Weld County. 7. Governmental Immunity: No term or condition of the contract shall be construed or interpreted as a waiver, express or implied, of any of the immunities, rights, benefits, protections or other provisions, of the Colorado Governmental Immunity Act §§24-10-101 et seq., as applicable now or hereafter amended. 8. The Public Works Department may give preference to resident Weld County Bidders in all cases where the bids are competitive in price and quality. 9.
