HomeMy WebLinkAbout20170034.tiffMINUTES WELD COUNTY COUNCIL November 21, 2016 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, November 21, 2016, at the Weld County Administration Building, 1150 O Street, Greeley, CO. ROLL CALL: (Recording equipment was not working at this time.) The meeting was called to order by President Jordan Jemiola. Councilmen Brett Abernathy, Don Mueller, Charles Tucker and Michael Grillos were present, constituting a quorum of members. Also present was County Clerk and Recorder Carly Koppes; Chief Deputy County Clerk and Recorder Rudy Santos; Assistant County Attorney Frank Haug; and Linda Kane, County Council Secretary. APPROVAL OF AGENDA: Councilman Jordan Jemiola requested the discussion of audit parameters be added to the agenda. Councilman Brett Abernathy made a motion to approve the November 21 agenda with the addition. The motion was seconded by Councilman Michael Grillos and carried. APPROVAL OF MINUTES: Councilman Don Mueller made a motion to approve the October 17, 2016, minutes, seconded by Councilman Charles Tucker and carried. APPROVAL OF REPORTS TO THE PEOPLE: Councilman Mueller made a motion to approve the third quarter Report to the People, seconded by Councilman Tucker and carried. APPROVAL OF RESOLUTION 207 - COMMISSIONER SALARIES: Councilman Mueller made a motion to approve Resolution 207, setting the 2019 and 2020 commissioner salaries to $105,000. The motion was seconded by Councilman Tucker. Councilman Jemiola called for a roll call vote: Councilman Mueller - yes, Councilman Abernathy - yes, Councilman Tucker - yes, Councilman Grillos — yes, Councilman Jemiola - yes and the motion carried. PUBLIC COMMENT: Dave Kisker of Johnstown commented about a conference attended by Weld County Commissioners in Jackson Hole. He questioned whether expenses were made in the best interest of taxpayers. He also mentioned a letter written to the County Council regarding ex parte communications on behalf of the commissioners and urged that item to be reviewed during an upcoming audit. Comnnon.%Ca--gong t / II /Got —J 2017-0034 David Nickolaus asked the council to consider an ordinance regarding a barking dog nuisance. He was advised the issue would need to be taken up with the commissioners as the council does not make recommendations or rulings on such issues. OLD BUSINESS: There was no old business. (Recording equipment started working properly.) NEW BUSINESS: Presentation by Weld County Clerk & Recorder Carly Koppes El Ms. Koppes provided council and the public a presentation regarding the operations of the clerk and recorder's office. The presentation included several specific items including: an overview of the office; recording data; an overview of the motor vehicle department; statistical reports; motor vehicle statistics including wait times; an election overview and election data. She noted a new kiosk system is underway and indicating vast improvements in wait times and renewals. She also noted the average wait times have improved and complaints have decreased. • Ms. Koppes noted the overall voter turnout in Weld County was 74.49 percent while the overall statewide turnout was 75.67 percent. El Councilman Abernathy asked how voter fraud is avoided. Ms. Koppes said ballots are flagged if someone tries to vote twice and that suspected fraudulent voters are turned over to the district attorney's office. She said that since 2005, four people have been convicted of voter fraud. • Councilman Jemiola asked about highlights and challenges in the clerk's office since Ms. Koppes took over in 2014. She said adopting a veteran staff was a highlight. Challenges included properly following employment laws, such as sick leave, vacation and medical leave. The emissions area needed improvement as did the office environment so employees felt they were being treated equally. Correspondence • The Council received a letter from Ellen Del.orenzo on Monday, November 21, regarding a previous letter she had sent to the council. Both letters were in regard to County Commissioners holding ex parte meetings. She asked that action be taken. Councilman Abernathy said they took action by agreeing to an audit and Councilman Grillos agreed. Upcoming Meetings/Invitations The Council was invited to: Greeley Wesleyan Church — Christmas Lights; 100th Anniversary Celebration St. John's UCC; and the Tiller's Club Reception. Payment of Bills Councilman Abernathy made a motion to pay bills as listed below: o Supplies for County Council office $106.39 o Award Alliance — Name badges for Michael Grillos $16.50 o Award Alliance — Plaque for Marge Klein $27.70 o Weld County Phone Bill for October $21.56 o Chair for County Council Office $137.92 o Mileage for Councilman Abernathy $ 9.36 o Mileage for Councilman Mueller $ 11.44 o Mileage for Councilman Tucker $ 37.44 The motion was seconded by Councilman Grillos and passed. Audit Parameters Councilman Grillos presented an outline to narrow the parameters of an audit. The council expects to submit a Request for Proposals at the December meeting.
