Dear Commissioner Roe:
Enclosed for your information, and retention by the County Clerk,
are copies of the Governor's Executive Orders related to the recent snow
emergency in Weld County.
We have received a copy of your request for State assistance, which
was extremely well written. In future incidents, it should be noted that
what is required in the form of paper work is not only a request for State
assistance explaining all the background data and what is needed, but also
a formal Declaration of a Disaster/Emergency by the Local Government con-
cerned. I have attached a copy of Logan County's recent Declaration as an
example. I hope that the assistance provided was adequate to meet the
requirements. It should be noted that DODES is sponsoring a bill in this
Legislative Session which would seek an appropriation for the establishment
of a State Disaster Fund to deal with these types of situations. Your
active support of this bill is solicited.
I also look forward to working with both Mr. Reynolds and Mr. Carpenter
of your Emergency Preparedness Staff in assisting them to further develop
Weld County's plans related to an incident at Fort St.Vrain.

EXECUTIVE ORDER
PROCLAMATION
DISASTER EMERGENCY
WHEREAS, on November 20 and 21 , 1979 , a severe storm consisting of
excessive snowfall and high winds resulted in 12 to 15 foot
snow drifts across county roads in Weld County; and
WHEREAS, county residents are reported to be stranded and farmers
are unable to transport produce to market ; and
WHEREAS , immediate attention is required to protect public health,
ensure public safety and welfare , and render emergency re-
lief for many of the it '-itants of the areas affected; and
WHEREAS, I , Richard D. Lamm, Goeunor , do find that the aforementioned
conditions constitute a threat to the safety and welfare of
the State , and create an emergency disaster situation with-
in the meaning of the Disaster Emergency Act , C. R. S . 1973 ,
28- 2-104 ;
NOW, THEREFORE , under powers vested in me by section 28- 2-104 of the
Disaster Emergency Act of 1973 , and other enabling provisions , I ,
Richard D. Lamm, Governor of the State of Colorado , do hereby declare
the above stated county to be a disaster area, entitled to aid, re-
lief and assistance.
This Executive Order shall expire thirty (30) days from the date
hereof unless further extended by Executive Order.

EXECUTIVE ORDER
WHEREAS, an emergency disaster situation exists in Weld County; and
WHEREAS , strict compliance with regulatory statutes , regulations ,
rules , and orders would prevent operations required to deal
with this emergency situation, and suspension of statutes ,
regulations , and rules are necessary for the preservation
of the health, safety, and welfare of the general public ;
and
WHEREAS , it is necessary to utilize available resources of the State
government as reasonably necessary to cope with the disaster
emergency;
NOW, THEREFORE, to implement my Disaster Emergency Proclamation of
November 26 , 1979 , I , Richard D. Lamm, Governor of the State of
Colorado , under powers vested in me under Section 28-2-104 of the
Disaster Emergency Act and all other enabling provisions , suspend the
operation of regulatory statutes , rules , and regulations relating to
the budgeting of state highway funds , and in particular C. R. S. 1973 ,
43- 1- 105 (g) , and do hereby authorize the State Department of Highways
to take all necessary actions , including the expenditure of state
highway funds , to restore access on county roads located within the
affected county.
This Executive Order shall continue for thirty (30) days , unless
otherwise extended by me.

DISASTER DECLARATION
WHEREAS, Logan County suffered serious damage to roads, bridges, maintainers,
loaders, pickups, trucks, school bus and mail routes, missile access roads
and other public and private facilities caused by excessive snow and blowing
snow which occured in November, 1979; and

have been unable to reach their livestock or haul feed to them; and
WHEREAS, the Road & Bridge employees have worked considerable overtime, and
have used an excessive amount of fuel and oil; and
WHEREAS, the cost and magnitude of responding to and recovery from the
impact of the snow storm is far in excess of the county's available resources.
NOW THEREFORE, BE IT RESOLVED, the the Board of Logan County Commissioners
of Logan County, Colorado, declare this to be a local disaster.

Dear Governor Lamm: -
The Board of Weld County Commissioners requests State disaster
assistance funds in the amount of $30 , O00 to help alleviate the
effects of the blizzard of November 20th and 21st , 1979 . The
volume of snow and area affected in Weld County have caused many
Weld County residents to be isolated even after several days of
efforts to clear single-lane access on County roads .
Clearing of approximately 3500 miles of County road throughout
4000 square miles of area will be required to provide access for
all residents ; we estimate that , as of late Friday, November 23rd ,
County personnel had opened about 1500 miles of road. All available
resources up to that point had been utilized for emergency , life-
threatening situations and to open access roads to allow livestock
feeding and the servicing of dairies . The Commissioners have also
been receiving reports of shortages of propane , home-heating oil ,
and food in some areas .
Heavy drifting in many areas has prevented the effective use of
graders with plows , which constitute the primary equipment available
to the County. Weld County seeks financial assistance to pay for
the hiring of private contractors and equipment operators to aid
in snow removal. Large front-end loaders are necessary to break
through numerous snow drifts blocking roads which are too large
for graders to handle . We are using some County funds for this
purpose , but require additional funds to complete the task..
It is estimated that it will require eight contractor-supplied CAT
966 loaders at $70 per hour for five 12-hour days , for a total of
$33 , 600 in private contract costs , along with additional funding .
to cover support and miscellaneous costs of the operation; Based "
on State Highway Department equipment rates , Weld County had
expended approximately $150 , 000 in 1979 as of Friday for snow
removal , $74 ,000 of that for the current operation. An additional
$74 ,000 to $75 ,000 may be required to complete the snow removal
from this storm, which includes the amount required for hiring
private contractors .

There is no fund balance available in the Road and Bridge Fund to
meet these extra snow removal expenses . Supplemental funding is
required for increased costs of fuel and petroleum products.
Scheduled paving projects estimated at $200 , 000 were cancelled due
to inflated petroleum product costs . Weld County' s Contingency
Fund will be seriously depleted if there are further storms of
this magnitude during the remainder of 1979 , in that supplemental
funding will be required for any major snow removal operations in
the next month.
The time required to clear the remaining roads in Weld County
would be considerably longer if private contractors could not be
utilized. It is estimated that normal snow removal operations
could be resumed by Wednesday, November 28th' with the use of
private equipment , whereas it would require perhaps an additional
three to four days if only County equipment were used. Wind
conditions are blowing some roads shut again , which may change the
projections for road openings, particularly in the northeastern
section of Weld County. An additional consideration must be that
County crews cannot operate on continuous 12-hour days for an
extended period of time in winter weather without some relief. If
another storm should enter the area before snow removal is completed ,
the situation could quickly deteriorate into life-threatening
status for many Weld County residents and their livestock.

Office of Emergency Preparedness. Please contact us immediately

County.
