Hi Larry,
I'm writing to you regarding the 3 above vacant parcels in Mountain Vista Office Park you have appealed.
You appealed these 3 accounts in 2015 and stipulated to the current value. Unless there is some physical
characteristic change to a property we cannot change the value in an intervening year. Since there are no
physical characteristic changes to vacant land I am asking that you withdraw these appeals so we do not have to
have a pointless hearing.
I will re -assess the valuation of these parcels in 2017.

LN16 - The discount procedure for your subdivision has been checked and it is correct based on
instructions published by the State Division of Property Taxation.
If you disagree with the Assessor's decision, you have the right to appeal to the County
Board of Equalization for further consideration, § 39-8-106(1)(a), C.R.S.
The deadline for filing real property appeals is July 15.
The Assessor establishes property values. The local. taxing authorities (county, school district, city,
fire protection, and other special districts) set mill levies. The mill levy requested by each taxing
authority is based on a projected budget and the property tax revenue required to adequately fund
the services it provides to its taxpayers. The loca taxing authorities hold budget hearings in the fall.
If you are concerned about mill levies, we recommend that you attend these budget hearings.
Please refer to last year's tax bill or ask your Assessor for a listing of the local taxing authorities.

APPEAL PROCEDURES
County Board of Equalization Hearings will be held from
August?' through August 5th at 1150 0 Street.
To appeal the Assessor's decision, complete the Petition to the County Board of Equalization shown
below, and mail, file online, or deliver a copy of both sides of this form to:

To preserve your appeal rights, your Petition to the County Board of Equalization must be
postmarked or delivered on or before July 15 for real property - after such date, your right to
appeal is lost. You may be required to prove that you filed a timely appeal; therefore, we
recommend that all correspondence be mailed with proof of mailing.
You will be notified of the date and time scheduled for your hearing. The County Board of
Equalization must mail a written decision to you within five business days following the date of the
decision. The County Board of Equalization must conclude hearings and render decisions by August

Basis for Review:
The three properties in dispute are located in the Mountain Vista Office Park, 1st Replat
("MVOP"). They have been for sale for in excess of ten years. The market and values have
declined. As described below, vacant lot sales within MVOP have declined:
1. R3460905 sold 511/14 for $100,000. (The only recent lot sale in subdivision.)
2. R3460805 sold 12/8/05 for $215,000.
3. R3304405 sold 3/1/05 for $215,000.
4. 83230057 sold 10/8/04 for $215,000.
Other recent commercial vacant land sales:
1. R4087804 sold 2/15/15 for $127,000. This property was 2.78 acres, more than double
the lot size as the properties in dispute.
2. 84713107 sold 1/6/15 for $160,000. This property is comparable in acreage at 1.008.
The assessor has assessed similar properties as follows:
1. 85348108. Assessed value of $167,181 with 1.5 acres.
2. R2712904. Assessed value of $190,192 with 913 acre.
3. R7992699. Assessed value of $111,102 with 1.8 acres.
4. 84713007. Assessed value of $99,944 with 1 acre.
Based on the above comparable information, our property valuations should be as follows:
• R3304105 with .989 acres: $80,000
• R3304205 with 1.09 acres: $80,000
O 83305005 with .810 acres: $75,000

2016 PROPERTY TAX HOMESTEAD EXEMPTION INFORMATION

SENIOR CITIZENS AND DISABLED VETERANS
Notice:
As of the date this document was executed, the Colorado General Assembly has not ruled on the funding for the Senior Property Tax Exemption
for tax year 2016; taxes payable in 2O17. The Disabled Veteran Exemption is All an active program.
The property tax exemption for those who qualify Is 50 percent of the first $200,000 in actual value of their primary residence. The state pays the exempted
portion of the property tax. Those who have Previously aoo led and have been Granted the evolution do not need to an v aoain,
SENIOR CITIZEN ELIGIBILITY REQUIREMENTS
The exemption is available to any senior who is at east 65 years old, and who has owned and occupied the home as his or her primary residence for at
least 10 years, prior to January 1at the year the appl ication is filed. The exemption is also available to the surviving spouse of a senior who previously met
these requirements prior to his or her death. The application and instructions are available from, and should be submitted to, the county assessor listed on
the frant otthis notice. The application deadline is Juty 15.
DISABLED VETERANS
The exemption is available to any veteran who sustained service -connected disability while serving on active duty in the Armed Forces of the United
States, was rated by the United States Department of Veterans Affairs as 100% "permanent and total" disabled, and was honorably discharged. The veteran
must have owned and occupied the home as his or her primary residence prior to January 1 of the year the application is fil al. The application deadline is
