RE: ACQUISITION OF GROUP INSURANCE COVERAGE.
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado Statute and the Weld County Home Rule Charter, is
vested with the authority of administering the affairs of Weld County,
Colorado, and
WHEREAS, the group insurance policies covering the employees of Weld
County are due to be renewed January 1, 1980, and
WHEREAS, the County Council has raised concern regarding the fact
that Weld County has not formally requested bids for insurance since the
enactment of the Home Rule Charter, and
WHEREAS, Anderson & Whitney, in the course of doing their financial
audit for Weld County in 1978 cited in their management letter the lack
of competitive bids for insurance in recent years, and
WHEREAS, recent trends and claims regarding Weld County have caused
the management of the County to review all insurance coverage that Weld
County has, and based upon the review there is indications that there are
needs for Weld County to explore insurance alternatives, and
WHEREAS, the Greeley Association of Life Underwriters have provided
coverage to Weld County in recent years via the conventional insurance
market, and
WHEREAS, many government entities are becoming protectively self
insured in order to provide broader coverage in a more economical way, and
WHEREAS, a number of employees have inquired about coverage via a
private non-profit carrier, and
WHEREAS, a complete open and unrestricted bidding process for group
insurance could work to the disadvantage of Weld County by flooding the
insurance underwriter market to such an extent that coverage would be difficult
to acquire in specific areas, and
WHEREAS, it appears that the use of the Greeley Association of Life
Underwriters is the most practical way to provide conventional coverage, and

WHEREAS, based on an investigation of brokers to serve government
entities under a protective self insurance approach indicates that Arthur
J. Gallagher & Company is the most experienced firm serving government
entities in the Colorado area, and
WHEREAS, Blue Cross - Blue Shield of Colorado is the most appropriate
carrier to provide a proposal for group coverage from a non-profit service
organization, and,
WHEREAS, it is the objective of the Board of County Commissioners to
provide the most comprehensive group insurance coverage for the employees
of Weld County in the most economical manner to Weld County.
NOW, THEREFORE, BE IT RESOLVED that the Board of Weld County Commis-
sioners directs the Director of Finance and Administration to develop a
request for proposal for a group insurance program for Weld County, and
BE IT FURTHER RESOLVED by the Board of Weld County Commissioners that
the full bidding process is hereby waived since it would not be in the
interest of Weld County to have an unrestricted bid for group insurance
coverage, and
BE IT FURTHER RESOLVED by the Board of County Commissioners that the
Greeley Association of Life Underwriters, who are currently the servicing
agents for Weld County, be assigned as the servicing agents to develop a
group insurance program in the conventional insurance market, and
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Arthur J. Gallagher & Company be assigned as the
brokers in the protected self insurance market for proposal purposes, and
BE IT FURTHER RESOLVED by the Board of County Commissioners that
Blue Cross - Blue Shield of Colorado be requested to submit a proposal as
a non-profit service organization, and
BE IT FURTHER RESOLVED by the Board of County Commissioners that each
of the broker/agents named above will be requested to submit complete in-
surance proposals in accordance with the requests for proposal developed by
the Director of Finance & Administration by December 13, 1979, and
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that a selection committee designated by the Board will
be appointed to review the proposals with the Board of County Commissioners
on December 20, 1979, and
BE IT FURTHER RESOLVED by the Board of County Commissioners that the
Board will make the selection of one of the insurance proposals on December
26, 1979 with coverage effective February 1, 1980 through December 31, 1982.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the above approach appears to be the most practical
way to insure competitive bidding for group insurance in Weld County, and
to insure that the most comprehensive insurance coverage for the employees of
Weld County government are acquired in the most economical manner, and
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Choice Care shall remain the Health Maintenance Or-
ganization option after February 1, 1980, and
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld
County, Colorado this Board hereby rescinds any agent of record or broker
of record previously issued concerning group insurance coverage for Weld
County for group insurance coverage beyond Februaryl, 1980.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 7th day of November, A.D. ,
1979.
